Result of Service

- A draft workplan & timeline for the development of the risk assessment report, and methodology for the exercise.

- Assessment tools to conduct the risk assessment exercise.

- Mapping and analysis of existing child safeguarding policies, guidance & practices for UNRWA personnel and programmes across the Agency.

- Identification of child safeguarding risks for children affected by UNRWA operations.

- Identification of child safeguarding standards & mitigation strategies to be covered by each department and programme.

- Agency-specific recommendations for the way forward on the child safeguarding policy.

UNRWA- HQ (A).

Expected duration

The duration of the consultancy is three months from the start date. Remuneration will be calculated on a daily fee basis for a total payment of US $19,470.00. Payment will be made in two instalments: the first installment, upon submission of the first two deliverables; the second and final installment, upon the submission of the final deliverable, the risk assessment report.

Duties and Responsibilities

- Develop detailed activity workplan & timeline for delivering required outputs.

- Design assessment tools, including surveys & questionnaires, to identify child safeguarding risks/mitigation strategies across the Agency.

- Conduct comprehensive mapping & analysis of existing child safeguarding policies, guidance and practices across UNRWA, and identifying gaps and mitigation strategies.

- Conduct interviews, focus group discussions, Key Informant Interviews, consultations and visits, as required, jointly with the Senior Child Protection Officer and/or individually.

- Draft report analyzing results, setting out child safeguarding risks, gaps and mitigation and recommending child safeguarding standards and methodology.

- Consult with relevant experts on related topics, as needed.

Qualifications/special skills

- An advanced university degree (Master or equivalent) from an accredited educational institution in law, ethics, human rights, conflict studies, social sciences, humanitarian assistance, external relations, media, political science, journalism or a related area.
- At least 5 years of progressively relevant experience in monitoring and evaluation, risk assessments, strategy development, program and policy development, training, child protection, law, corporate compliance, enterprise risk management, organizational ethics, staff misconduct and investigation, employee relations, or other related area.
- Highly analytical, technical and professional. Work experience on issues of Child Protection, Humanitarian Protection, Monitoring and Evaluation, and Child Safeguarding strongly desired.
Proven ability to produce evaluation and guidance materials, including risk assessments, policy papers, manuals, training materials, etc.
- Ability to engage with and influence others to reach agreement; excellent interpersonal skills and ability to collaborate with counterparts/stakeholders across both inter office and organizational boundaries.
- A minimum of two years of relevant experience in child safeguarding at international level outside one’s home country (desirable).
- Knowledge of the mandate and mission of UNRWA as well as the cultural, political, and social environment in which it operates (desirable).

Languages

- Excellent command of written and spoken English (required).

- Working knowledge of written and spoken Arabic (desirable).
