Role Summary
The Logistics Manager oversees logistical support for the country programme and provide strategic direction, management and evaluation of all aspects of the logistics department, ensuring relevant information, reporting and accountability requirements are met. The Logistics Manager also provides guidance and coaching to the logistics team in-country to ensure timely and robust logistics and supply chain management, including communication and engagement with programme teams to ensure smooth operations and facilitation of programme objectives.
Project Overview
Medair implements emergency programmes in easter DR Congo, focused on health, nutrition and WASH support, and is significantly scaling up its programming in response to the recent Ebola outbreak. Medair is implementing specific pillars of the response to the outbreak, including Infection Prevention control, Case Management, Surveillance, Risk Communication and Community Engagement and Mental Health/ Psychosocial Support.
Workplace & Conditions
Beni and Butembo (Nord Kivu), with travel to Ituri Province and Goma. Beni and Butembo are moderately sized towns and there are some other NGOs and UN agencies present which contribute to social life. There is a mobile network and internet most of the time.
Responsibilities:
• Supply Chain Management: Provide technical leadership to ensure compliant and effective supply chain management across procurement, logistics, fleet, facilities, and asset management. Understand programme needs and deliver timely support to facilitate the achievement of programme objectives.
• Logistics Capacity Building: Provide procurement planning support and guidance to project managers and other requestors, identify optimal supply routes, and maintain an up-to-date overview of supply needs through effective procurement planning.
• Quality Management: Ensure logistics activities comply with Medair, donor, national, and international regulations and procedures. Review, develop, and implement systems to enhance transparency and maintain effective anti-fraud controls.
• Staff Management: Line-manage designated team members, ensuring effective communication, performance management, capacity building, and a supportive, transparent, and inclusive work environment. Foster effective teamwork by modelling Medair’s values, and provide matrix management to field logistics focal points.
• External Representation: Proactively engage with suppliers, partners, local authorities, NGOs, clusters, and other stakeholders to plan, coordinate, and schedule the distribution of goods and materials, while remaining informed of best practices.
Qualifications, Experience & Technical Competencies:
• Professional qualification in logistics; management experience in similar role in emergency/ development context.
• Good French and English (spoken and written).
• Advanced planning, coordination, assessment, analytical and problem-solving skills.
• Excellent coaching skills and ability to train and encourage others, including cross-culturally.
• Excellent IT knowledge, especially Microsoft Office applications including Word, Excel, Teams, SharePoint.
