At MSF-Netherlands/Operational Centre Amsterdam (OCA), the Public Health Department (PHD) provides medical leadership and direction for MSF-OCA, in order to contribute to the MSF social mission. The PHD consists of a group of over 100 health professionals such as health programmes managers, topical advisors, clinical and public health specialists. We provide expert advice on public health topics and ensure that the medical humanitarian identity and image of our organisation remains relevant and effective.
With immediate effect, with at preferred date of August 1st, Public Health Department is looking for a:
Public Health Monitoring and Evaluation Specialist
(Amsterdam/London based is preferred but other OCA offices will be considered, and the local salary grid will apply; 30% of the time in the role involves traveling to the program countries)
Objective of the position The overall aim of the Public Health Monitoring and Evaluation Specialist is to bring together MSF-OCA’s strategic ambitions in monitoring and evaluation by leading the implementation of the medical pillar of the MedOps MEAL Strategy, and the implementation of a corresponding Roadmap for MEAL . The post holder will provide strategic direction and oversight in these areas, foster a strong monitoring and evaluation culture in MSF-OCA, and provide technical support for relevant initiatives and the project level . T he post holder will al so contribute to the advancement of MEAL more broadly throughout the MSF Movement . The role will involve providing support directly to MSFs health programs across the world, as well as remote support to MEAL initiatives across the organization.
Responsibilities and activities
The primary responsibilities of the M&E Specialist will be to:

Lead implementation of the OCA-MEAL Functional Strategy within the PHD – in 2023, a joint medical and operational (MedOps) MEAL strategy was validated for MSF OCA. The strategy sets out the key strategic direction and priorities for MEAL in the coming strategic period (until 2025). The role of the M&E Specialist will be to develop an implementation plan for the Public Health Department and to ensure the achievement of that plan. It will involve close collaboration with the Operations department, who are joint owners of the strategy, including identifying key joint initiatives to prioritize in the coming period.

Support specific MEAL initiatives at the OCA and Public Health Department levels - The jobholder will be responsible for supporting both new and existing M&E initiatives across the organization and should be comfortable supporting MEAL at a variety of levels.

Deliver in-country MEAL support for MSF health programs - T h e M&E specialist will be involved in the medical support team for key countries and will need to be willing to travel to health programs to support strengthening monitoring and evaluation.

Manage initiatives to support quality patient safety culture building and quality assurance in OCA programs – as part of the Health Programming team, the jobholder will work closely with colleagues on initiatives that strengthen the delivery of safe, person-centered, high-quality health programming.

Participate in the intersectional working groups – The job holder will be responsible f or advancing MEAL at the intersectional level, by representing OCA’s approaches and needs to the wider MSF movement in bot h appropriate working groups.
Candidate Profile:

Master's degree in public health (or similar), or equivalent work experience
-
Humanitarian field and HQ experience with MSF or equivalent organization
-
Experience in setting up Monitoring, Evaluation, Accountability, and Learning systems
-
Experience in providing technical MEAL support in line with best practices in the wider humanitarian sector
-
Strong communication and coordination skills, and the confidence to communicate across all organizational levels, specialisms, and cultures.

Skills and proven experience in medical data management, analysis, and visualization

Proven experience in managing the evaluation of humanitarian programs
-
Thorough understanding around ethical issues in data collection and analysis, particularly in humanitarian settings

Experience in training and supervision of humanitarian professionals of various backgrounds
-
Knowledge and understanding of MSF’s project cycle

Fluent in written and spoken English; French and /or Arabic are desirable
