The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the 142 members of the Inclusive Framework on BEPS. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.
The Task Force on Tax Crimes and Other Crime (TFTC) is mandated to improve co-operation between tax and law enforcement agencies as well as to improve the ability of tax administrations to identify, audit, investigate and disrupt tax crime and other serious financial crimes such as bribery, money laundering and corruption. The TFTC Secretariat is also in charge of managing the OECD Academy for Tax and Financial Crime Investigation, a unique multilateral capacity building activity that provides training on fighting tax crime and other financial crimes for government officials from developing jurisdictions.
The CTPA is looking for one or more Junior Advisors to support the work of the Secretariat of the Task Force on Tax Crimes and Other Crimes (TFTC), Tax and Crime Unit. The successful candidate will report to the Head of the Tax and Crime Unit within the International Co-operation and Tax Administration Division (CTPA/ICA).
Main Responsibilities
Analysis, project management and drafting
- Support the planning and operation of the OECD Academy for Tax and Financial Crime Investigation, including assisting with the organisation of individual courses through liaising with course leaders, instructors and host countries.
- Undertake research and analysis on priority policy issues to assist jurisdictions in successful tax crime detection and investigation, linked to the OECD Council Recommendation on the Ten Global Principles for Fighting Tax Crime.
- Assist with the drafting of self-assessments undertaken by jurisdictions to benchmark domestic frameworks against the Ten Global Principles.
- Participate in the promotion and operation of the Tax Inspectors Without Borders programme for Criminal Investigations (TIWB-CI).
- Support the co-ordination of specific TFTC Action Groups, including in the production of outputs from the Action Groups.
- Draft and prepare policy briefs, press releases, presentations and other documents related to the work of the TFTC as required.
Other duties
- Contribute to the planning and organisation of TFTC meetings, as well as the biennial Forum on Tax and Crime.
- Contribute to other work of the International Co-operation and Tax Administration Division, and work of the CTPA more generally, when needed.
- Undertake other missions as required.
Candidate’s profile
Academic Background

Professional Background
<-- [if supportLists]-->· A minimum of two years’ experience in a tax administration, law enforcement agency, Ministry of Finance or of Justice, public prosecution service, financial institution, law or accounting firm, or another type of organisation involved in tax policy analysis, illicit financial lows and/or similar issues.
<-- [if supportLists]-->· <--[endif]-->Experience in the use of instruments, guidelines and standards used in the tax area.
<-- [if supportLists]-->· <--[endif]-->Experience in capacity building, particularly in developing countries, would be an asset.
Languages
<-- [if supportLists]-->· <--[endif]-->Fluency in one of the two OECD official languages (English and French) and a knowledge of, or willingness to learn, the other.

Contract Duration
Eighteen months fixed term appointment, with the possibility of renewal.

Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen in late June or early July 2023 and panel interviews are planned for early September 2023.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.
