OBJECTIVES OF THE PROGRAMME

The mission of the WHO Health Emergencies Programme (WHE) is to help countries coordinate international action, to prevent, prepare for, detect, rapidly respond to and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is responsible for the following assigned responsibilities:

  1. Establish a sound technical baseline of Water, Sanitation and Environmental Health (WASH) situation in health care facilities also encompassing climate resilience;
  2. Evaluate gaps and needs and propose an action plan of remedial actions for improvement;
  3. Provide onsite support to ensure applicability and appropriate implementation of the improvement plan;
  4. Verify that WASH activities are conducted and set up in the health care facilities in compliance with Sphere Standards and WHO guidance;
  5. Lead the training for MOH staff and WHO partners to build local competences to implement the water, hygiene and sanitation standard for all health activities;
  6. Lead the training for MOH staff and WHO partners on the importance of upstream factors such as water quality standard adherence and climate resilient water safety planning, to build local competences to implement the water, hygiene and sanitation standard for all health activities;
  7. Provide emergency rapid assessment expertise on WASH in preparation and response to emergencies;
  8. Secure water, hygiene, sanitation, environmental cleaning and health care waste management expertise within the WASH cluster, providing implementation guidance;
  9. Write required evaluation or situation reports and coordinate all related technical experts;
  10. Represent WHO in the interagency WASH Cluster mechanism, and lead the WHO contribution to the WASH Cluster, by
    ensuring an ongoing, timely and technically sound input; and
  11. Perform any other related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master’s level or above) in engineering, public health, or other related field from a recognized institution/ university.
Desirable: Complementary studies in public health, water, sanitation, hygiene and health care waste management, or hospital hygiene/Infection prevention and control. Training in risk assessment and management of water, sanitation and hygiene services in health care facilities and/or water safety planning.

Experience

Essential: At least seven (7) years of relevant experience at the national and international level, in the design and implementation of water and sanitation assessments and/or the design and management of related projects in emergency situations. Experience in developing and promoting collaborative actions with national authorities.

Desirable: Knowledgeable of WHO mandates and goals. Some experience in UN organizations/agencies, health cluster partners, recognized humanitarian organizations, international institutions or NGOs.

Skills

  • Demonstrated knowledge of water, sanitation, hygiene and health care waste management in emergency response
    situations in the field of with proven ability to identify and solve technical problems in difficult circumstances.
  • Excellent analytical and organizational skills, with proven ability to elaborate and implement projects.
  • Excellent interpersonal skills with ability to promote cohesive action and convince officials with tact and diplomacy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3615 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
