Organizational Setting and Reporting Relationships:  The UN Office for the Coordination of Humanitarian Affairs (OCHA) is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

This national professional position is located in the Office for the Coordination of Humanitarian Affairs (OCHA ) based in Mogadishu ; Somalia .

Duties and Responsibilities

Responsibilities: Under the general supervision of the Administrative Officer at OCHA in Somalia. The ICT Analyst  will perform the following duties:

Within limits of delegated authority, the ICT analyst  will be responsible for the following duties:

1) Ensure effective, reliable network administration focusing on the achievement of the following:

results:

  • Update and maintain network and systems to ensure that they are secure and using the most
  • current technology
  • Make sure Microsoft Office 365 suite functions properly with close cooperation with HQ
  • ICT
  • Maintain security firewall system, maintain and update antivirus software, maintain back update
  • Respond to ICT Support requests in a timely fashion to ensure minimum disruption
  • In charge of network monitoring services

2) Ensure high-level professional supports with a solution-oriented approach for hardware and software at all time with focusing on the achievement of the following results:

  • Prepare hardware specifications for users align with ' One ICT Box"- standard conformity
  • HQ and ensure adequate stock
  • Liaise with vendors for maintenance, delivery of nonstandard hardware, software, and other
  • services
  • Make sure the hardware is functional in the OCHA office
  • Support software selection and troubleshooting
  • Ensure printers are functioning, and periodically maintained.
  • In charge of the office and LAN management blueprint. Support and troubleshoot office networking.

3) Ensure high-level professional support for ICT functioning by focusing on the achievement of the following results:

  • Facilitation on remote connections for teleconferences using VTC/Webex/teams-any
  • connection using a web-based streaming
  • Periodic upgrade of OS to all hardware
  • Ensure adequate stock supplies of ICT consumables (cartridges/non-standard IT equipment) by maintaining tracking of the usage and replenishment of stock with no disruption in operation
  • Established a tracking system for the hand-over of office equipment/loan to staff members, recovery of loan equipment
  • Maintain inventory of equipment, propose to the head of the administrative unit for any disposal of obsolete office equipment.
  • Establish guidelines on the protocol for using office smartphones during missions outside the country/personal usage
  • Provide support for tips on minor troubleshooting and advice on how to apply business apps

4) Ensure support for IT and business continuity plan, disaster recovery, and security-related matters:

  • Update and circulate regularly Business Continuity Plan (BCP), and support for testing it twice/year
  • Performs any other duties as may be assigned.

Required Skills and Experience
Education:
  • Advanced (Master) Degree or equivalent in International Relations, Political Science, Economics, Business Administration, or related social sciences is required or  
  • First-level university degree in computing, information technology, and management information system with a combination of 2 years of relevant work experience may exceptionally be accepted in lieu of the advanced university degree. 
Experience:
  • A minimum of two years of progressively responsible experience in Networking support or related field is required.
  • Experience in Microsoft Operating Systems, Microsoft Office Solutions, system installation and configuration or related areas is required.
  • Experience supporting clients using MS365 applications is required.
  • Experience in using cloud services is desirable.
  • Experience in ICT inventory management processes and systems is desirable.
  • Experience in working in the UN Common System rules and procedures or other comparable organizations is desirable.
  • Experience in international humanitarian response is desirable

Language Requirements: 

  • Fluency in both English and Somali is required.
