The Republic of Belarus is committed to the ideas and principles of sustainable development. The provisions of the 2030 Agenda are reflected in strategic UN documents and national policy documents, such as the National Sustainable Development Strategy of the Republic of Belarus until 2035, state programs and plans. Effective implementation and promotion of the Sustainable Development Goals (SDGs) is key for accelerating the achievement of the 2030 Agenda. 

UNDP together with other UN agencies has been working with national partners to support the 2030 Agenda implementation in Belarus. The Joint Project “Support to the Efforts of the Republic of Belarus in Nationalization and Localization of the Sustainable Development Goals” shall support the efforts of the Republic of Belarus in nationalization and localization of the Sustainable Development Goals. The Joint Project envisages activities that:

  • support the national mechanism for achieving the SDGs; 
  • facilitate the process of incorporating the SDGs into the regional planning system; 
  • improve the system for collecting, monitoring and evaluating the SDG data.

The Project will be implemented through the Joint actions of four UN Agencies in Belarus – WHO, UNDP, UNICEF, and UNFPA. UNDP is appointed to act as the leading agency and is responsible for the coordination work within the Joint Project. 

To provide strategic guidance and supervision, there will be the Joint Project Steering Committee (JPSC) set up within the framework of the Joint Project. The JPSC will consist of the representative of the national partners, participating UN agencies, donor, and other interested parties.  

In this context, UNDP is seeking a Project Manager. Working with the National SDG Coordinator, Ministry of Foreign Affairs, other ministries and local authorities, relevant civil society organizations and in close coordination with UNICEF, UNFPA, WHO implementing SDG related interventions, as well as Donor, MPTF, and UN RCO, the Project Manager is responsible for the successful management and implementation of UNDP activities and the leading coordinating role for the whole Joint Project. The Project Manager will also perform the functions of the Joint Project Steering Committee Secretary.

Duties and Responsibilities

The Project Manager, under the day-to-day supervision of the UNDP Programme Analyst of the Partnerships and SDGs Financing Unit, will be responsible for the successful implementation of the Joint Project within UNDP activities and the achievement of planned UNDP Joint Project outputs. This will be done in accordance with UNDP rules, policies and procedures, legislation of the Republic of Belarus and in close cooperation with the focal points of UNICEF, UNFPA, WHO, RCO, MPTF together with the Ministry of Foreign Affairs, other ministries and local authorities, relevant civil society organizations.

Overall project management and implementation for results:

  • Supervise and coordinate the Joint Project in close cooperation with the focal points of UNICEF, UNFPA, WHO to ensure its results are in accordance with the Joint Project Document, UN rules and procedures and national requirements and procedures;
  • Assume overall responsibility for delivery of outputs and activities, meeting the targets set out in the agreed Joint Project annual work plans within the UNDP activities, project procurement and funds utilization, and related record keeping; 
  • Ensure that Joint Project activities of UNDP are implemented in accordance with the approved Joint Project work plans and established budgets; 
  • Assume overall responsibility for recruitment of Joint Project personnel and consultants, along with procurement of goods and services performed by the Joint Project within the UNDP activities in accordance with the Joint Project Document, approved annual Joint Project work plans and UNDP rules and procedures; 
  • Monitor in close cooperation with UNICEF, UNFPA, WHO project risks and mitigation measures, lessons learned, achievement of performance indicators, and assure quality management; inform UNDP, UN agencies and the Implementing Partner on the risks and issues, and actions undertaken to eliminate/reduces risks/issues;
  • Coordinate necessary arrangements and documentation for the Joint Project Steering Committee Meetings, perform the functions of the Secretary during the Meetings of the committee;
  • Ensure preparation in close cooperation with UNICEF, UNFPA, WHO, MPTF of all necessary documents for proper operational and financial closure of the project in line with the relevant UN, donor procedures as well as national regulations. 

Thematic and operations management:

  • Develop with close cooperation with the focal points of UNICEF, UNFPA, WHO detailed Joint Project annual work plans and annual progress reports, to be approved by the Joint Project Steering Committee, ensure adherence thereto;
  • Develop Annual Work Plans, including budget utilization and delivery targets plans, Annual Progress Reports on the results achieved within UNDP activities in the Joint Project; 
  • Ensure adequate management of the project resources and monitor expenditures, commitments and balance of funds under the project budget lines within the UNDP activities;
  • Ensure that UNDP delivery targets, both programmatic and financial, set out in the agreed Joint Project annual work plans are met;
  • Plan procurement, prepare Terms of Reference (ToR) for national and international consultants and subcontractors within the UNDP activities following relevant UNDP procedures; guide the work of consultants and subcontractors of UNDP and ensure compliance of procurement with the agreed Joint Project work plan and respective ToR securing high quality of the results and value-for-money approach;
  • Prepare in close cooperation with the focal points of UNICEF, UNFPA, WHO and timely submit any plans or reports, related to the implementation of the Joint Project,  requested by the Donor, the Implementing partner, UN RCO, MPTF or Steering Committee of the Joint Project;
  • Secure appropriate management of project assets by project personnel (both, for internal use and for subsequent transfer to national beneficiaries) attaining to the respective rules and procedures as well as national regulations;
  • Plan and supervise organization of the conferences, workshops, trainings, high-level meetings and other events or travels within the UNDP activities needed during the Joint Project implementation;
  • Ensure proper communication, PR, and visibility of UNDP activities within the Joint Project implementation. 

Personnel supervision:

  • Supervise and coordinate the work of the Project Team (NPSA personnel), motivate their best performance, provide effective feedback, engage proactively in their annual goal setting, review the work over the year, and assess their performance, team building; 
  • Guide and coordinate the work of national and international consultants as well as subcontractors and legal entities, oversee the compliance of their work with the contracts as well as overall agreed work plan within the UNDP activities. 
  • Contribute to strengthening the links within UNDP-wide knowledge management structure and networks and coordinate related activities within the team.

Partnership building:

  • Cooperate within UN RCO, UNICEF, UNFPA, WHO in Belarus as well as MPTF and the Donor on Joint Project implementation; 
  • Liaise with the National SDG coordinator, Ministry of Foreign affairs, other relevant ministries,  local authorities, civil society organizations and other relevant national institutions in order to leverage the capacities and achieve catalytic results within the Joint Project implementation; 
  • Ensure adequate information flow, discussions and feedback among the various stakeholders of the Joint Project; 
  • Coordinate project activities with other technical assistance projects and programmes in Belarus; 
  • Participate proactively in joint communication, PR, and media activities, coordinate distribution of the Joint Project related information;
  • Maintain regular contact with the UNDP Belarus Country Office and focal points of UN RCO, UNICEF, UNFPA, WHO in Belarus on Joint Project implementation issues of their respective competence to deliver for the results.

The direct supervisor for the position is the Programme Analyst of the Partnerships and SDGs Financing Unit of UNDP in Belarus.

Required Skills and Experience
 
Education:
  • Master´s degree in management, economics, law, administration, or any other related field.
  • Bachelor’s degree in related field with 2 additional years of experience will be given due consideration in lieu of Master´s degree.
Experience:
  • Minimum of 2 years (with Master's degree) or 4 years (with Bachelor's degree) of relevant professional work experience in the field of management, economics, law, administration, or any other related field.
  • At least two (2) years of progressively responsible professional experience in addressing the sustainable development will be an asset.
  • At least two (2) years of professional experience in management will be an asset.
  • At least two (2) years of experience of working within the UN system will be an asset.

Languages:

  • Native proficiency (or equivalent) in written and spoken Russian and working level of English are required.

Any travel (in Belarus and abroad) associated with performing the functions of the Project Manager will be payable by the Joint Project, as per the travel policy of UNDP.
