Team Leader for multi-country resilience building programme in the Western Balkans and Türkiye
Introduction
The Swedish Civil Contingencies Agency (MSB) is currently recruiting a Team Leader with overall operational responsibility for the implementation of a 6-year EU funded capacity development programme for risk management of earthquakes and health emergencies that started 1 March 2023.
The duration of the assignment is initially 12 months with the possibility of extensions. Start date is approximately September 2023. Possible duty stations are Albania, Bosnia-Hercegovina, Bulgaria, Croatia, Kosovo, Montenegro, North Macedonia, Romania, Serbia or Slovenia. MSB cannot employ locally, which means that you need to be deployed outside your home country.
"Capacity for Risk Management of Earthquakes and Health Emergencies – IPA CARE” is an EU funded (12,8 M EUR) capacity development programme. Partner countries include Albania, Bosnia-Hercegovina, Kosovo, North Macedonia, Montenegro, Serbia and Türkiye. The overall objective of the Programme is to contribute to increased resilience in the partner countries in particular to earthquakes and health emergencies. Specific objectives include enhanced institutional and legal frameworks and capacities on disaster risk reduction related in particular to earthquakes and health emergencies; increased prevention, preparedness and response capabilities at regional, cross-border and local levels, and increased participation in and cooperation with the EU Civil Protection Mechanism (UCPM), including regional cross-border cooperation. Target groups are civil protection agencies and other relevant national agencies, institutions or organisations on seismic risks or health emergencies.
The implementing consortium is led by MSB as coordinator and in addition include the Italian Civil Protection Agency, CIMA Foundation (Italy), the Eucentre for Seismic Risk (Italy), the General Inspectorate for Emergency Situations – Ministry of Interior (Romania), the Civil Protection Directorate – Ministry of Interior (Croatia) and Karolinska Institute (Sweden).

MSB recruits committed and skilled experts for resilience, humanitarian and peace support operations worldwide on a daily basis. MSB has extensive experience of collaborating with international organisations such as the EU and the UN in crises, conflicts or other disasters.
When employed by the MSB on an international mission, you will receive a monthly salary as well as a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support.

Duties
Overall operational responsibility for timely, sustainable and high-quality implementation of the Programme, ensuring fulfilment of Programme objectives. Responsibility for planning, coordinating and supervising all Programme activities, including monitoring and reporting.
Collaborate extensively with and report to MSB Programme Management in Sweden who is responsible for the development and implementation of the programme at a strategic level.
Comprehensive collaboration and communication with partner countries, stakeholders, public authorities and representatives which requires extensive field presence (50% of work time) in all partner countries.
Lead, coordinate and support the teams of experts to ensure delivery according to Programme plans, ensuring individual and collective performance.
Represent the Programme in regional and international forums, foster cooperation and dialogue with EU, UNDRR, WHO and regional and international stakeholders to ensure synergies. Ensuring the integration of cross-cutting perspectives such as gender equality, human rights and environment into Programme planning and implementation.

Qualifications
Experience
At least 5 years relevant professional experience, of which a minimum of 2 years in the field of disaster risk or emergency management, health emergency management, civil protection or similar fields.
A minimum of 3 years relevant operational experience with responsibility of project implementation and fulfilment, including planning and coordination.
Demonstrated experience of leading teams. Good professional knowledge of the public sector and work experience of partnership development and cooperation with different stakeholders, including public authorities and representative roles.
Understanding of EU/UCPM policies and international frameworks is essential.
Knowledge of the institutional set-up and good practices in the field of disaster risk management/ civil protection is desirable as well is experience of multi-stakeholder international cooperation.
Good understanding of the value of integrating cross-cutting issues, such as gender equality, human rights and environmental perspectives into Programme planning and implementation.
