The purpose of this project is to provide technical advisory service to the drafting of the new Western Pacific regional innovation strategy, specifically:

  • <--[endif]-->perform research and literature review as necessary to capture relevant information related to the studies
  • <--[endif]-->support the design of interview questions, conduct interviews with relevant stakeholders to collect data
  • <--[endif]-->support the analysis and interpretation of data from interview and literature review
  • <--[endif]-->support the writing of case studies
  • <--[endif]-->support on other related activities that may be pertinent to these terms of reference

The Data, Strategy and Innovation (DSI) Group was set up in 2019 in the Western Pacific Regional Office (WPRO) in response to the Regional Director’s white paper “For the Future” and focuses on innovation, data and strategic engagement with countries on health systems transformation. The Innovation and Research unit (INR) under DSI is mandated to provide support to Member States in harnessing innovation to develop future-proof health systems.

It is proposed at RC73 that a Regional Innovation Strategy shall be developed for the Western Pacific Region, a strategy inspired by the myriads of health innovation happening in the Region and the role of public sector in accelerating health innovation. In preparation of the Strategy document, a compendium of case studies will be produced to capture health innovations where the public sector has played an enabling role. Through the identification and analysis of challenges and enabling factors in the innovation process from ideation to implementation, lessons can be drawn to serve other Member States facing similar challenges. The finished case studies are expected to follow a consistent template provided by the INR unit.

The work shall be performed virtually and will require regular meeting with the technical unit. The service provider is required to:

  • <--[endif]-->Prepare, implement and document interviews and group discussions with relevant stakeholders involved in case study projects
  • <--[endif]-->Conduct background research
  • <--[endif]-->Collect, analyse, and interpret data
  • Develop detailed case studies consistent with the template provided
  • Assist the communication with internal stakeholders involved in case study production
  • <--[endif]-->Submit the final case studies

Output 1: A compendium of innovation case studies

Deliverable 1.1: A summary of interview notes with stakeholders

Deliverable 1.2: A set of case study documents using a consistent template

Deliverable 1.3: Develop presentations on completed case studies in a clear and concise manner

Output 2: Agenda setting for future health innovation case studies

Deliverable 2.1: A technical summary of identified topics of common interest across the Region through needs assessment.

Deliverable 2.2: A technical report on case study prioritization, practical implication and proposed agenda for 2024

Deliverable 2.3: A technical summary of health innovation cases that are relevant to the topicsidentified, grounded in rigorous background research. This shall include a mix of different types of
health innovations

Deliverable 2.4: Case study write-ups in a series in collaboration with country offices and technical divisions

Output 3 : Support other related activities that may be pertinent to this Terms of Reference

Qualifications required:
The applicant should have a master degree in public health or other relevant field from a recognized university.

Experience required:
A least five years of experience in research for public health with demonstrated experience in quantitative and qualitative methodologies

Skills / Technical skills and knowledge:
- The applicant should have proven track record for professional delivery of high-quality products

- Demonstrated ability of working in a high-level environment at an international level, and ability to
collaborate across different disciplines

- Demonstrated analytical skills using quantitative and qualitative methods

- Relevant work experience with WHO and/or UN agencies, governmental agencies and/or non-
governmental organizations

- Excellent writing skills in English, including for technical and general audiences

- Strong communication skills

Language requirements:
Written and spoken fluency in English (expert: read – write – speak)
