Terms of Reference for the post of National Mission Manager- Financial Inclusion for DAY National Rural Livelihood Promotion Society

The Government of India has launched DAY--National Rural Livelihoods Mission (DAY-NRLM) under the Ministry of Rural Development (MoRD). The mission aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihoods and improved access to financial and public services. To implement the mission, GoI has constituted National Rural Livelihood Promotion Society (NRLPS) to provide Technical Assistance to all states. A multidisciplinary professional team, has been constituted in NRLPS. This team consists of senior professionals, experienced consultants and young professionals among others. In light of above, Rural Livelihoods Division requires to invite application for the service of professional expert at Level 1 for the post of National Mission Manager- Financial Inclusion at NRLPS, New Delhi.

Remuneration L-1 - Minimum Rs. 1,20,000/- to 195,467/- per month plus travel related reimbursable as per NRLPS norms.

Educational qualifications and desired skillset required are provided below.

Position/ Level : L1, National Mission Manager- Financial Inclusion

Educational qualification : PG/ MBA in Finance/ Rural Management/ Social Work/
Development Studies or any other discipline from a reputed university or institution

Key competences required:

Work Experience:
Minimum 15 years of experience out of which S/he must have at least 5 years’ experience at middle/senior management level of working in field of SHG Bank Linkage, Financial Inclusion, microfinance.

Skills and Competencies:

Working experience with rural poor particularly in the area of SHG Bank Linkage, enterprise development. The Candidate should have experience of working with large scale Poverty Reduction/ microfinance/ enterprise development/Livelihoods programme. The person should have hands on experience in the areas of SHG credit linkage/ micro finance lending operations.

S/he should be well conversant with policies and regulations related to Self Help Groups, microfinance & microenterprise development. The person should also have ability to handle MIS and large data related to SHG, microfinance and microenterprise development. The person should have a proven track record of closely working with rural poor communities.

The person should have strong Data based decision making and data analysis skills. Should have excellent negotiation, interpersonal, and communication skills and should have displayed a problem-solving attitude.

Job Description :-
• Support SHG Bank linkage intervention under DAY-NRLM.
• SHG Credit Target Planning – State-wise & Bank Wise and monitoring of achievements; Devise Strategies for accelerating credit off-take; NPA management
• Engagement with Senior Officials of banks at Head Offices, Zonal; Circle office & SLBCs;
• Training and Orientation of bankers; module preparation for bankers etc
• Capacity building of SRLM Functionaries and Community cadres
• Conduct workshop/ Review Meeting with banks; SRLMs on SHG Bank Linkage
• Inputs to senior officials representing various committees/ boards on SHG Bank Linkage;
• Anchoring entire Digital database related to Financial Inclusion under DAY-NRLM
• Preparation of various reports for timely decision making; furnishing response to Parliament questions and queries from other departments.
• Provide technical inputs on maintaining various portals related to SHG Bank Linkage, SHG Loan Application; Interest Subvention, Enterprise promotion etc
• Training of SRLMs and Bankers on IT systems developed under DAY-NRLM for Financial Inclusion
• Engage with Technical Agencies to design and develop new systems to aid Financial Inclusion.
• Conceive innovative ideas for introduction of IT for Financial Inclusion sector
