Summary of Responsibilities
 
Based at our northeast regional office located in Guwahati, the State Data manager will be responsible to undertake all data monitoring, evaluation, analysis and reporting-related tasks under the assigned programme. The person will work closely with the national and state-level programmes team members of Alliance India and our sub-sub recipient organisations in the northeast region. The person will support the team in data validation activities from the field and also capacitate the sub-sub-recipients (SSR) in data collection, its entry and initial level analysis and reporting. The position will be located in Guwahati, Assam.
 
Key responsibilities of the position are outlined below:
 
  • The Data Manager will primarily manage the data collection at the field level and its analysis based on the agreed framework.
  • Responsible for contributing to the implementation of effective monitoring, review, and evaluation strategies and activities for the program against agreed project deliverables
  • Compile the data received from various SSR partners in the required reporting format, ensuring the quality of data submitted, which includes monthly, quarterly and annual reports and review and re-planning reports, workshop reports, etc.
  • Provide timely feedback on program reports and other documents relating to the program and partner NGOs.
  • Work with other Program team members to liaise with SSRs in finalising and submitting programme and other reports adhering to its timelines, for internal and external use.
  • Provide handholding support to the team members responsible for data collection and compiling in an ongoing basis.
  • Review the impact of advocacy initiatives, etc, at the State level and provide information to the national team for documenting the best practices to enhance the visibility of the program.
  • Maintain up-to-date, accurate records on all program activities and lead partners.
  • Support in program implementation and budgets with SSR partners/CSCs.
  • Organise orientation for the newly joined team members and facilitate refresher training for team members on data collection, entry, quality adherence, and its initial level analysis for reporting.
  • Support assessment processes within respective SR and reporting SSRs.
  • Support the development of capacity-building plans for needs identified, especially in monitoring and evaluation.
  • Provide support to the delivery of the capacity-building program to SSRs.
  • Monitor, review, and evaluate the progress and impact of the capacity-building program.
  • Participate in the planning and implementation of the Programme work plan.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
 
We are looking for a self-starter who works independently with excellent skills in prioritising tasks and their completion in a timebound manner. The suitable candidate should have hands-on experience in Data collection, validation, analysis and reporting. 
 
Qualifications/Education:
  • Bachelor’s degree (Honours level) in any stream
  • Post Graduation in social sciences, statistics, or demography in health or development field (or equivalent) will be an added advantage.
Experience:
  • 3 to 4 years’ hands-on experience working in data management at the district/state levels.
  • Experience working in the Health domain, especially in HIV/AIDS programming will be an added advantage.
  • Proven experience in advance level Excel
  • Experience in data analysis using statistical analysis applications will be an added advantage
Personal qualities/skills:
  • Confident and well-organised self-starter who can work effectively.
  • Excellent analytical, writing, and verbal communication skills.
  • Experience in extending handholding/capacity-building support to grass root level NGOs in relevant area of work.
  • Excellent interpersonal skills with a demonstrated ability to use judgment, initiative, tact, and discretion as appropriate.
  • Excellent coordination skills.
  • Ability to work effectively in teams as well as independently.
  • Ability and willingness to undertake extensive travel within the responsible state(s)
  • Fluent in English and Hindi. Knowledge of regional language(s) will be an added advantage.
The position requires a strong commitment to HIV/AIDS and sexual and reproductive health and NGO activities in India, and a strong interest in and understanding of the relevant issues.
