Duties and Responsibilities

UN Environment Programme (Energy and Climate Branch) implements the International Methane Emissions Observatory (IMEO) and Gas Methane Partnership (OGMP), an ambitious reporting initiative to facilitate methane emissions reductions from the oil and gas sector. A consultant in the methane detection and mitigation process is needed to provide technical advice and support to the Programme Managers in charge of the OGMP and of the IMEO.

The OGMP is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework (OGMP 2.0) launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices.

OGMP reported data will be integrated by the International Methane Emissions Observatory with other data streams (remote sensing data, scientific measurements data, national inventories).

The Consultant (OGMP 2.0 senior advisor) will work with the OGMP2.0 companies on the improvement of the accuracy of methane emissions data quantification and reporting. He/she will lead the review of the implementation plans and annual reports submitted by companies, with a focus on upstream companies, and will provide technical feedback. He/she will support the data analysis team with measurement and industry expertise. The consultant will also support companies' recruitment (presentations, company meetings, investor engagement) with a specific focus on the Americas and Global Upstream companies. He/she will rely on his/her knowledge of technologies and methods to quantify methane emissions. He/she will also contribute to the work of technical task forces on the development of technical guidance documents; guides on implementation, uncertainty and reconciliation; and on methane detection, quantification and mitigation technologies and methodologies.

Qualifications/special skills

Academic
- Advanced university degree (PhD degree or equivalent) in an environmental, sciences or engineering relevant field,
- A Master university degree in combination with ten additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Professional Experience
- At least eight years of relevant work experience in an environmental science, policy analysis, environmental advocacy or related field,
- Familiarity with the oil and gas sector, particularly related to major methane emissions sources,
- Expertise in scientific data collection & analysis.

Language
- For the post advertised, fluency in oral and written English. Additional languages are an asset.

Skills
- Senior experience in detection and mitigation methane emissions methodologies and technologies within the O&G industry,
- Strong quantitative skills and experience in performing rigorous analyses,
- Demonstrated skill in synthesizing primary research,
- Ability to summarize and translate technical data appropriately for a variety of audiences,
- Intellectual agility and comfort with working on a wide variety of environmental topics;
- Excellent written and oral communication skills,
- Experience with database and GIS software,
- Experience / knowledge of remote sensing and top down measurement technologies a plus,
- Strong computer proficiency, including Excel, Word, and Internet research; experience with statistical programs (e.g., SPSS/STATA, R) a plus,
- Ability to work independently and support a multi-disciplinary team, using independent judgment to plan, prioritize and organize a diverse workload in a fast-paced environment,
- Ability to work with colleagues and partners of varied backgrounds and experience.

Additional Information

The consultant will perform the following tasks:
1) Provide guidance and work closely with OGMP2.0 companies on the improvement of the accuracy of methane emissions data quantification and reporting relying on his/her knowledge of technologies and methods to quantify methane emissions while reducing uncertainty and ensuring the completeness of the data reported.
2) Review, analysis and aggregation of OGMP companies’ annual reports covering:
• Review of the methane emission reported at asset-level, source-level data from oil and gas companies’ operated and non-operated assets reported to the OGMP, reported emissions completeness, identify inconsistencies among and between operator, region, facility type, source type
• Review of methodologies used by OGMP companies, representativeness of collected samples, assess robustness of reconciliation processes
3) Aggregation of data from OGMP companies to feed into overall OGMP report:
• Analysis of companies emissions, focusing on data patterns, quality gaps, and consistency
• Analysis of companies’ performance target commitment, compare to UNEP targets and document progress.
4) Lead Implementation Task Force:
• Draft materials/guidance within task force
• Participation in Task Force calls
• Written inputs and feedback on deliverables produced by the Task Force
5) Member recruiting
• Develop materials and deliver presentations to individual or groups of companies and investors
• Participate in engagement meetings and strategy development
• Facilitate information sharing between prospective and existing companies
