Standard Job Description

Senior Finance Associate Organizational Setting and Work Relationships The Senior Finance Associate is normally supervised by the (Senior) Finance Officer who defines general work objectives and provides necessary advice and guidance. The incumbent also refers to UNHCR Manuals and relevant policy papers on financial issues. The incumbent works quite independently on regular assignments with an oversight from the supervisor. The incumbent assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials to exchange information. The incumbent normally supervises some support staff. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Oversees the processing of financial transactions and reconciliations in line with relevant policies and procedures. - Provide financial reports as per financial guidelines and when required. - Maintain ledgers and accounting records for classification and recording of financial transactions and for the reconciliation of accounts and preparation of recurring or special reports. - Ensure timely and accurate calculation and payment of salaries, allowances, travel claims and other payments to staff members, experts and consultants, vendors and other claimants. - Contribute to the preparation and processing of monthly accounts. - Prepare financial data for budget estimates and financial planning. - Ensure reconciliation of cash books with bank statements. - Maintain liaison with officials of local banks and financial institutions to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations, and matters pertaining to maintenance of office bank accounts. - Assist colleagues in all aspects of accounts maintenance and budget control by providing reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems. - Perform other related duties as required. Senior Finance Associate (Insurance) G7

General Background

The Accounts and Financial Section (AFS) of the Global Finance Service (GFS) in DFAM is responsible for the financial accounting and reporting of UNHCR in accordance with International Public Sector Financial Accounting Standards (IPSAS), the Financial Regulations of the United Nations and UNHCR’s Financial Rules. This position reports to the Associate Finance Office (Insurance) Accountant within the General Ledger Unit in AFS/GFS/DFAM. The incumbent is required to have - or to demonstrate ability to acquire through practical experience - the technical knowledge of insurance accounting and operations, preferably in the context of UN and After Service Health Insurance (ASHI) schemes required to perform this role effectively.
In the context of ASHI finance accounting and reconciliation work stream, UNHCR follows a hybrid model for ASHI premium collections, by deductions from either UNJSPF Pension Benefits or by direct cash recovery from retirees. The position requires insurance accounting and IT technical affinity for the implementation and stabilization of a new calculation, collection and accounting model in the Oracle Cloud System and reflecting the interfacing requirements with UNJSPF of the ASHI IPAS/ESS Portal. The incumbent will be responsible for the monthly ASHI financial processes for the MIP fund including exception handling and account reconciliation of ASHI related liability and receivables accounts. He/she will assist the Associate Insurance Officer in the implementation and stabilization phase of the new Oracle Health Insurance (OHI) and Oracle Cloud systems to automate and streamline the ASHI collection and accounting process.

Detailed Responsibilities

- Assist Insurance accountant/team lead in the implementation of a hybrid model for ASHI accounting, cash collections and reconciliation processes, including the drafting and maintenance of accounting and reconciliation processes and procedures
- Prepare and verify monthly ASHI calculations and manage UNJSPF exceptions in the ASHI authorization files, in close cooperation with DHR/MIP Administration
- Run and verify retroactive ASHI calculations
- Reconcile monthly ASHI authorization files and explain variances.
- Reconcile monthly ASHI authorization files against UNJSPF’s records in original currency and USD
- Act on errors and failed deductions in the monthly ASHI Reports and inform the DHR/MIP Administrator of changes in retiree profiles.
- Perform booking and application of the ASHI-related cash receipts
- Set up retiree customer records in Accounts Receivable and support maintenance of the customers data base in the ERP AR Module
- Monitor OHI transactions interfaced to Oracle Cloud Financials and act to resolve exceptions with claim payments and accounting
- Perform reconciliation of ASHI related liability and receivables accounts and resolve reconciliation issues
- Prepare ASHI payment vouchers and journal vouchers on monthly basis and at year-end
- Assist in data validation for actuaries’ calculations and assist the insurance accountant/team lead in providing input for the calculation of annual ASHI liability UNHCR’s Financial statements
- Other tasks as assigned by supervisor

Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year).

Pension system: Staff members holding granted a minimum of 6 months temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
