The purpose of the work is to support the Team Coordinator, Pacific Climate Change and Environment (PCE), Division of Pacific Technical Support (DPS), WHO-WPRO in the following tasks:

<-- [if supportLists]-->a.<--[endif]-->Green Climate Fund-funded project on Enhancing the resilience of health systems to climate change and emerging pandemics in the Republic of Marshall Islands (ongoing until March 2024);

<-- [if supportLists]-->b.<--[endif]-->The Global Environment Facility-funded project, Building Resilience of Health Systems in Pacific Island LDCs to Climate Change (Kiribati, Solomon Islands, Tuvalu, Vanuatu) (2023-2028)

<-- [if supportLists]-->( 2)<--[endif]-->Contribute to various climate change, environment and health activities of PCE, as needed.

The Western Pacific Region is one of the most vulnerable regions to climate and environmental changes. Environmental determinants of health are responsible for more than a quarter of the burden of disease in the Region. Enduring shortage of safe drinking-water and sanitation, air pollution, presence of hazardous chemicals in the environment and climate-change related disasters heighten the threat of communicable and non-communicable diseases, negatively health equity and contribute significantly to morbidity and mortality in the region.

In building resilience into the health systems, WHO is working closely with Member States in the preparation project proposals and their successful implementation. The proposed consultancy is to support the Team Coordinator in the implementation of the following projects and provide technical support for specific project activities, including:

<-- [if supportLists]-->(1)<--[endif]-->Project 1 (GCF-funded project for the Republic of Marshall Islands, RMI) – the project commenced July 2022 with a kick-off event on 07 October 2022. In close coordination with WHO PCE team, the WHO Country Liaison Officer, and the Ministry of Health and Medical Services in RMI, support implementation of project activities, with a primary focus on supporting MHMS counterparts in conducting assessments on target islands, participating in the Project Management Unit (PMU)’s regular coordination meetings with project partners and stakeholders, planning and contributing to any project related events, coordination meetings, trainings, or workshops, coinciding with relevant activities, and preparation of quarterly and annual reports.

<-- [if supportLists]-->(2)<--[endif]-->Project 2 (UNDP/GEF-funded project for 4 Pacific countries) – support planning for the project Inception workshop meeting (to be held 26-28 July 2023), the development of detailed workplans with the four project countries – Kiribati, Tuvalu, Solomon Islands and Vanuatu, and facilitate day-to-dayproject related activities with the national PMUs, especially technical components of quarterly and annual reports. In addition, there are two other KOICA funded projects focused on climate change and health in Fiji and Kiribati, in which technical support will be required, by the PCE Team Coordinator and Member States.

The consultant will be engaged for 240 days within the period above. This will include travel to Suva, Fiji, as well as travel to project countries, namely the Republic of Marshall Islands, Kiribati, Solomon Islands, Tuvalu, and Vanuatu. The dates of travel will aim to align with key project activities and meetings and will be subject to WHO travel approval process. Specific tasks include, but are not limited to:

GCF-funded project (RMI)

<-- [if supportLists]-->·<--[endif]-->Develop and support training on climate-resilient and environmentally sustainable healthcare facilities and climate change and health assessments.

GEF-funded project for four Pacific countries

<-- [if supportLists]-->·<--[endif]-->Assist in developing detailed workplans, including supporting workplan development for each project country, working with country stakeholders.

<-- [if supportLists]-->·<--[endif]-->Support preparation for project Inception workshop and Project Board meeting (26-28 July 2023), including developing concept note, drafting of presentations, and engaging with project country representatives.

<-- [if supportLists]-->·<--[endif]-->Develop, test, and implement an adapted assessment tool that incorporates relevant WHO publications and country level resources. including Climate Change and Health Vulnerability and Adaptation Assessments (V&A), Climate Resilient and Environmentally Sustainable Health Care Facilities (CRESHCF), surveys of health information systems for early warning systems, and community level knowledge, attitudes, and practices (KAP) survey, among others.

Output 2: Technical support for implementation of GEF-funded project in four Pacific countries

Deliverable 2.1:Climate change and health integrated assessment tool, adapted for use in four project countries.

- Qualifications required:

<-- [if supportLists]-->·<--[endif]-->The candidate should have advanced degree (Master’s or Doctoral) in public health or environmental health, with a focus on climate change and health impacts resilience and adaptation in health systems.

- Experience required:

<-- [if supportLists]-->·<--[endif]-->Should have at least 8-10 years of relevant work experience at the international level (e.g., experience working with WHO and other UN and bilateral agencies an advantage)

<-- [if supportLists]-->·<--[endif]-->Must have work experience and advanced knowledge of climate change and health impacts and adaptation in the context of Pacific Island countries.

<-- [if supportLists]-->·<--[endif]-->Must have direct work experience with one or more climate change and health project development in the Pacific, such as on Green Climate Fund, the Global Environment Facility, and KOICA-funded project and other UN agencies.

This work will be a combination of remote inputs and in-country field work. Depending on feasibility, including travel restrictions related to COVID-19, travel will likely be to the WHO Office in Suva, Fiji, as well as mission trips to project countries, namely the Republic of Marshall Islands, Kiribati, Solomon Islands, Tuvalu, and Vanuatu, as needed and approved by the PCE Team Coordinator.

For remote working, the applicant must have a stable internet connection to allow teleconferences with WHO and Member States.
