Purpose of consultancy
To contribute to the technical activities related to UHPR and IHR (2005) for the department of health security preparedness.
Background
The Health Security Preparedness department supports Member States in enhancing national preparedness across the IHR core capacities to manage all-hazard risks and emergencies, and to build multisectoral approaches for health security. It ensures that WHO supports Member States to build sustainable preparedness capacities and scale up the implementation of the IHR (2005), and support the implementation of the Sendai Framework, the WHO Health Emergency and Disaster Risk Management Framework, Paris Agreement on Climate Change and other related global and regional frameworks. The department also establishes strategic links to and supports the advancement of global initiatives such as GPMB, GHSA, EU ACP, Health and Security Alliance, Foreign Affairs for Global Health initiative and the UN System Plan for Disaster Risk Reduction for Resilience. HSP works with partners and the broader global heath security community to ensure that the most vulnerable communities in all countries are protected from the impact of health emergencies.
Deliverables:
- Output 1: Contribute to the technical activities as follows:
- Activity 1.1: Prepare technical materials and briefs related to IHR (2005) assessments, planning, implementation, monitoring and evaluation as well as the Universal Health and Preparedness Review (UHPR).
- Activity 1.2: Follow-up and track documents, training materials, guidance for timely and quality delivery. Contribute to the development and implementation of milestones under the strategic plan, establishing and implementing timelines and support technical teams in meeting those.
- Activity 1.3: Coordinate the technical review of documentation developed by units and teams for approval and any other areas of work.
- Activity 1.4: Collaborate with the regional offices and country offices to develop proposals, promote key partnerships, and coordinate the technical inputs and exchanges with key stakeholders.
- Activity 1.5: Contribute to preparation of documents in responding to ExD and DGO request for briefs and technical content.
Qualifications, experience, skills and languages.
Educational Qualifications:
Essential:
- Advanced university degree in global health, public health, project management or other relevant field.
Desirable:
- Project management certification (Project Management Professional, Certified Associate in Project Management, PRINCE2 or similar).
Experience
Essential:
- A minimum of 5 years of relevant experience in health-related sciences.
Desirable:
- Demonstrated experience in project management and in international public health.
Skills/knowledge
- Ability to write well in English and produce engaging materials.
- Solid organizational and project management skills.
- Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus.
- Well-developed partnership-building and strategic-thinking skills.

Remuneration:
Band level B-USD 7,000 – 9,980 per month.
Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
