Summary
To assess whether Medair’s current security management framework and system is fit for purpose and in line with the sectors best practices.
Background
Medair’s International Board of Trustees (IBoT) has decided to commission an external Audit of Medair’s security management framework and systems.
Medair has previously undertaken organisation-wide Security Audits in 2007 and 2015. Since then a number of steady improvements have been made in regards to organisational Security Risk Management, also reflecting the ever-changing nature of the risk environments Medair works in.

The Consultancy
Objectives:
- Assess whether Medair’s Security Policy and other key security framework documentation is complete, comprehensive and reflects best practice.
- Assess whether the Security Policy and other policies and procedures are adequately implemented in country programmes (to the extent possible in such an Audit).
- Provide clear recommendations and rationale for improvements and refinements to Medair’s current system.
Outputs:
Final Report with a clear summary of current progress against best practise/industry standards and prioritized recommendations for improvement.

Methodologies & Tools:
The IBoT would like the Audit to use a credible methodology. The Audit in 2015 followed the EISF (now GISF) Audit Tool. Consultants are expected to use a similar established methodology but are free to propose and explain their preferred methodology.
Regardless of the exact methodology used, the Audit is expected to include:
- Document Review. Desk-based review of Medair’s security Policies, Procedures and Guides with feedback and recommendations for improvements.
- Interviews. Key Informant Interviews to be conducted with a range of Stakeholders including Security Advisors, International Programme Director and selected Heads of Country Programmes, Country Directors and other country programme staff.
- Online Surveys. To assist in gathering wider feedback than possible with targeted interviews, feedback should be gathered from a wide variety of staff via surveys.
- Drafting and final Report with a clear summary of current progress and prioritized recommendations for improvement.
RESPONSIBILITIES
Consultant Responsabilities
Within the necessary timeframes:
- Submit proof of registration as Consultant to Medair before the starting date of the contract.
- Provide laptop, software, or any other relevant and necessary equipment for report writing and personal use (not chargeable to or reimbursable by Medair).
- Provide all raw data (eg. survey responses, interview notes) to Medair at the end of the contract in addition to the Final Report. All and any data and documents generated during this consultancy remain the property of Medair and cannot be used for any other purpose without Medair’s explicit permission.
Medair Responsabilities
- Provide access to all necessary documents for the desk review
- Provide and facilitate access to key staff for interviews
- Provide timely feedback on the draft report to allow it to be finalised in time

Application Instructions
Consultancy fees and terms of payment
- The consultancy fees are calculated on the basis of an estimated number of days of work, with a fee per day.
- Half of the consultancy fee will be paid into a bank account designated by the Consultant upon completion of the main activities.
- The remaining amount will be paid when the final version of the Consultant’s report has been finalised and approved by Medair.
Experience
Expert-level consultant(s) in the field of humanitarian security risk management. Consultants bidding for this piece of work are expected to meet the following criteria:
- At least 10 years’ experience in the humanitarian sector with a minimum of 5 years’ experience in senior security management roles (eg. Country Director, Deputy Country Director etc).
- At least 5 years’ experience in security management consultancy and training.
