ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) under the overall direction of the Director General, and in close collaboration with all relevant organizational entities within UNIDO, headed by a Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.
The Directorate houses the technical Divisions of Capacity Development, Industrial Policy Advice and Statistics (TCS/CPS); Circular Economy and Environmental Protection (TCS/CEP); Decarbonization and Sustainable Energy (TCS/DSE); SMEs, Competitiveness and Job Creation (TCS/SME); and Digital Transformation and AI Strategies (TCS/DAS). The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in the Directorate of Global Partnerships and External Relations (GLO) and the Directorate of SDG Innovation and Economic Transformation (IET).
The Division of Decarbonization and Sustainable Energy (TCS/DSE) under the supervision of the Managing Director of the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), and in close coordination with other organizational entities within UNIDO, assists Member States in the transition to a sustainable energy future through the application of renewable energy solutions for productive uses, adoption of the efficient concepts of energy use by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change are an integral part of the Division's activities, as is the dissemination of relevant knowledge and technologies and paths to plan, manage and finance the energy transition. It collaborates closely on relevant and converging issues with the Climate and Technology Partnerships Division (IET/CTP) and analytical and strategic matters with TCS/CPS and ODG/SPU.
This position is located under the Energy Systems and Industrial Decarbonization Unit (TCS/DSE/ESD) which focuses on promoting sustainable energy solutions and infrastructure for industrial development. It promotes industrial decarbonization through crosscutting solutions, such as optimized energy management systems and the deployment of renewable energy technologies. Bringing together the supply and demand side for disruptive energy solutions, both technical and business related, the Unit fosters transformative change on the system level driven by the convergence of key technologies such as distributed generation, digitization and storage. The Unit is also responsible for coordinating dialogues and partnerships at national, regional and global levels to promote disruptive energy solutions and shape policy change for this. Finally, the Unit positions UNIDO strategically in the global energy and climate change forums and coordinates the Global Network of Regional Sustainable Energy Centres and related partnerships.
PROJECT CONTEXT
Morocco’s imported energy mix is composed largely of fossil fuels, which accounts for almost 90% of total primary energy supply and 80% in electricity supply. With the country’s economic growth, the industry sector’s energy consumption increased by more than 40% between 2004 and 2014 alone. To address these issues, Morocco set the ambitious target of 52% renewable energy by 2030 and energy saving target at 20% by 2030 (compared to business-as-usual scenario). With a dependency on imported energy, the government has strong incentives to realize these targets through concrete actions that will both reduce considerably the country’s energy intensity and accelerate the development of the country’s significant renewable energy resources.
The key challenge is how to reduce energy dependency through an effective dual strategy of renewable energy deployment and reduction in energy consumption. In this context, the project will support Morocco in its efforts to reduce its dependency on imported fossil fuel consumption by supporting the accelerated adoption of low-carbon technologies and best practices within the industrial sector.
The project furthermore aims to strengthen the capacity of local market actors such as energy efficiency service providers and technicians in designing and implementing industrial energy efficiency and renewable energy projects. Specifically, the project will deliver capacity building programme on implementation of ISO 50001 Energy Management System (EnMS) and Energy System Optimization (ESO) measures including Motor Systems Optimization (MSO) and Steam Systems Optimization (SSO) to local energy intensive industries and energy efficiency professionals. The project’s main outcomes are the creation of specific investment projects and job creation linked to energy efficiency and renewable energy, increased renewable energy installed capacity and a reduction in GHG emissions and waste.
Outline of the UNIDO EnMS/ISO50001 Capacity Building Program
The UNIDO EnMS Capacity Building Programme comprises of the following elements:
- 2-hr Awareness raising session to the top management of companies on benefits of EnMS and Industrial Energy Efficiency.
- The EXPERT training, which is an intensive four module training course, delivered by leading international EnMS/ISO 50001 experts to energy intensive industrial companies and industry energy managers. National experts are trained through classroom, on-the-job and coaching by international EnMS/ISO 50001 experts and equipped with the expertise and the tools required to:
- Develop and implement ISO 50001/EnMS and Energy Performance Indicators
- Providing technical assistance to enterprises and coaching facility personnel for developing and implementing EnMS in line with ISO 50001
Outline of the UNIDO Energy System Optimization Capacity Building Program
The UNIDO ESO Capacity Building Programme comprises of the following elements:
- The two day USER training, which is targeted to person(s) designated by enterprises as responsible for energy management.
- The EXPERT training, which is an intensive training course, delivered by leading international ESO experts to national energy intensive industries and local energy efficiency professionals. National experts are trained through classroom, on-the-job and coaching by international ESO experts and equipped with the expertise and the tools required to:
- Develop and implement motor systems optimization course
- Providing technical assistance to enterprises and coaching facility personnel for developing and implementing energy system optimization.
FUNCTIONAL RESPONSIBILITIES
Under the supervision of the UNIDO Project Manager in TCS/DSE/ESD and in coordination with National Project Coordinator (NPC) in Morocco, the National Energy Expert is required to conduct a full Expert Level EnMS Training Course (Module I–IV) as well as a full SSO Training Courses with guidance from International Experts. The National Expert will work as a member of an EnMS and SSO training team to deliver modules of the EnMS/SSO Training Course in Morocco. This is to include all candidate support functions such of webinar hosting, assessment review and exam development and marking. In addition, the Expert provides technical support with the implementation of EnMS/SSO to assisted enterprises as required.
The other training team member will also be a UNIDO International/National Trainer. The Expert shall also prepare and review national case studies on implementation of EnMS/SSO in industries in cooperation with the International Experts. Under the EXPERT-Level Training, the Experts will work together as equal course presenters having previously decided on the delivery order of the course Modules and corresponding sections and materials. Specifically, the National Expert will be expected to carry out the following tasks/duties:
Main Duties
1: Preparatory work for training delivery
Participate and coordinate with international lead EnMS/SSO experts in preparing training sessions to the industries on implementation of EnMS/SSO measures.
- In cooperation with the project management unit and direct supervision of UNIDO PM:
(a) assist lead experts in the preparation of the EnMS/SSO training programmes to the selected Industries including the translation of training materials;
(b) assist with the coordination of selected participants; and
(c) assist with the logistical arrangements.

- Four well-prepared module delivery courses with updated and adapted EnMS Module.
- Updated training materials for the SSO course (awareness sessions, 2-day USER training, and EXPERT-level training)

2: Training delivery of EnMS Module I– “EnMS Commitment”
The technical and managerial expertise and supervision work for the Module I delivery will include the following activities:
i. In collaboration with the other EnMS experts The Expert shall provide coordination support, facilitate, and participate in the 3-day Module I EnMS Expert Level training programme to two groups of candidates.
ii. Visiting five plants

4: Review and follow-up on Module I Training Delivery
i. Together with International EnMS Experts and the NPC, provide guidance, supervision and coaching for the Expert Course Candidates on Module I ‘EnMS Commitment’ self-study and corresponding assignments.
In coordination with the other EnMS experts, technical, managerial, communication and coaching support will be provided in-person/remotely through periodic webinars; review of progress and intermediated deliverables of enterprise/plant teams in advance of the webinars; communication via emails, phone calls (where language allows) and other.
ii. The Expert should use their experience to assist the PMU with planning the inter-module candidate support and webinar matters.

- Support to national PMU to set up and manage the EnMS Expert-Level Course Candidate Support and self-study mechanisms, etc.

The Expert shall deliver Module Two of the Expert-Level EnMS Course as part of the two-person training team.
This technical and managerial expertise and supervision work for the Module II delivery will include the following activities:
i. Jointly deliver the 4-day Module II EnMS “Planning and Energy Performance” Expert Level training programme for 2 groups in collaboration with the other EnMS expert.
ii. Review first EnMS initiation work within the first partnering/recipient EnMS pilot enterprises.
The Expert should do a quality check on their Module I work with the enterprises in question.
This will include visiting the enterprises to observe its operations as well as liaise with the enterprise owners/management.

12: Development of case studies

13: Candidate Review and Examination

14. UNIDO Reporting (Overall Course Report)
The Expert should supply the following reporting to UNIDO:
1. Progress Reporting – the Expert should submit a report on the work undertaken during/after each module conducted by the Experts detailing the corresponding Module delivery, EnMS/SSO implementation progress along with suggestions for improving subsequent module delivery and the post-module candidate support.
2. Final Contract Report – the Expert should submit a final report on overall training programme, task and achievements undertaken by the Expert and lessons learned and recommendations from the training delivery.

MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Advanced university degree in engineering, energy or other relevant discipline, is required.
Technical and Functional Experience:
- At least five (5) years of work experience in the relevant field, including industrial energy efficiency, energy management system and energy system optimization implementation is required.
- Experience in the development and implementation of industrial energy management systems in compliance with national as well as international standards is desirable.
- Experience in the development and implementation of energy efficiency projects and programs in industry, including energy/utility system optimization (including steam systems, refrigeration systems, pumps systems and compressed air systems), energy auditing and development of energy efficiency monitoring and tracking/ verification systems is desirable.
- Experience in dealing with methodological aspects and issues related to the execution of energy auditing, development and implementation of energy efficiency measures, establishment of energy management systems, and monitoring and verification of energy savings is required.
- Ability to write on the subject of energy management system and industrial energy efficiency, deliver training and provide technical guidance is required.
- Ability to have very good communications skills, strong ability to liaise and engage with stakeholders and willingness to work alone as well as part of a team is desirable.
Languages: Fluency in written and spoken English and French is required. Fluency and/or working knowledge of another official UN language, particularly Arabic is desirable.

REPORTING
In addition to the deliverables and outputs listed in the table above, the Expert will have to submit a final report summarizing key findings and recommendation, as well as listing all activities performed. Deliverables produced during the assignment will have to be enclosed as annexes to the final report. All reports shall be in English and submitted in electronic format.
