Manager- MEL & MIS

Key Details:

1. Position: Manager - MIS & MEL

2. Location: Kolkata (preferred); open to considering hybrid work.

3. Work Week: 5 days (Monday to Friday) .

4. Reports to: Programme Manager

5. Remuneration: INR 45, 000 to 60,000 per month, based on experience and skills.

Overview of the role: The role of a MIS cum MEL manager is to oversee the development, implementation, and maintenance of the organization's MIS, ensuring the effective collection, analysis, and reporting of data for monitoring and evaluation purposes, while also facilitating organizational learning and continuous improvement based on the insights gained from the data. The manager will play a crucial role in leveraging technology and data-driven approaches to support evidence-based decision-making, enhance program effectiveness, and drive organizational impact. Key Responsibilities:

MIS cum MEL Manager will be the key focal point of contact for the knowledge management and would report to the Programme Manager.

Core Responsibilities 70%:

Monitoring and Evaluation:

1. Regular Monitoring of programme at Output as well as Outcome level to measure deviations, shifts and make recommendations for the programme team and management

2. Support the Programme Head and the Senior Management in strategic decision making regarding the Programme/s through evidence based monitoring and Evaluations

3. Design and lead Impact Evaluations for the programme and documents achievements and bottlenecks for key strategic decision making

4. Field monitoring and evaluation: a) Regular field visits to monitor the MIS operation (at least 10 days in a quarter or more if required); b) Design monitoring and evaluation tools and ensure efficacy of the programme and reporting.

5. Ensure programme implementation as per the indicators, approved budget and timelines.

Managing web-based MIS and database use/utility:

1. Manage the web-based MIS interfaces – SANYUKT and UTTAR – for enhanced user experienced and improved utility for end users as well as Management

2. Coordinate with MIS Officer / external consultant / Tech Development Agencies to ensure smooth operation of the MIS

3. Ensure Data privacy Policy is in place and other relevant existing policies are adhered to.

4. Ensure Confidentiality of data and data owners and manage types of access of different users

Documentation and Reporting:

1. Prepare monthly, quarterly and annual project reports as per the mandate of the program/ Finance Partner requirement/s in coordination with programme team with support from MIS Office/Coordinator.

2. Facilitate baseline, midterm and end term evaluation in coordination with Programme Management team/ Finance Partner team / external consultant as may be required

3. Ensure MIS update timelines of Partner CBOs and Organisational reporting to Management and Finance Partners.

4. Any other reports required by the SMC/program team of Sanjog/Finance Partner.

5. Document, Lead and/or Facilitate Documentation of Good Practices and Lessons Learnt

Capacity Enhancement:

1. Support/ facilitate/ conduct training sessions for data management for the Partner CBOs, frontline workers, Survivor Leaders, Sanjog Programme teams and SMC as well as other relevant stakeholders and/or Government Dutybearers.

2. Ensure Frontline workers and Survivor Leaders (data owners and end users) are trained in generating their own reports

3. Ensure Frontline workers and Survivor Leaders (data owners and end users) are able to use their reports effectively to advocate, build campaigns and make government duty bearers accountable – train on interpretation of data and data presentation

4. Work in coordination with Programme team to support them with data understanding and interpretation

5. Work on enhancing academic and other capabilities for oneself by taking part in organization driven initiatives as well making her/his own efforts, so that programme gets delivered in best possible manner.

Link Responsibilities: (20% of the time)

1. Consultant Management for necessary documentation collateral building for different programme requirements.

2. Updating the Senior Management Committee regular with programme updates, challenges and learnings.

Systemic Responsibilities: (10% of the time)

1. Participate and contribute to other organizational development processes and programmes, as required, and contribute and strengthen the organisational resilience and expertise

2. Support the development of comprehensive reports/newsletter/other organisational documents as and when required.

Person Specification:

Post-graduation, MCA or other relevant Degree with an experience of at least 4-5 years, with relevant experience in Large scale Development/Social Impact programmes for MEL and MIS

Skills and Competencies:

· Proficiency in DBMS tools, MS Office, (MS Excel) and statistical tools is a must.

· Possesses a variety of skills – knowledge / program management, multi-tasking, time management, flexibility, and adaptability.

· Excellent communication skills in English and Bangla – both written and verbal; similar proficiency in Hindi will be a preference.

· Excellent Analytical skills and problem solver.

· Ability to work in the field, with communities, and in multi-stakeholder processes.

· Readiness to travel and commit to demanding program requirements.

· Responds positively to feedback and respects diverse points of views.

· Excellent team player and works independently with the ability to take on additional tasks.

· Ability to work in demanding situations.
