Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, the Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The food insecurity situation across Africa remains of high concern with more than 800 million people facing the hunger crisis and over 115 million people in need of immediate humanitarian interventions. Almost 60 million children in Africa do not have enough food. The Horn of Africa is experiencing its fourth season of drought, which is one of its worst in 40 years. In West Africa and Sahel, the number of people in crisis or worse increased 11-fold between 2016 and 2021. In Southern Africa, the most severe outcomes are ongoing in Southern Madagascar and Angola and the crisis situation persists in Zimbabwe, Lesotho, Malawi, Mozambique and DRC. According to the forecast produced, this situation is expected to worsen in most of all affected countries. Especially in Somalia, South Sudan and Ethiopia projected at high risk of famine. National Societies have been mobilized to respond to this crisis and the IFRC is providing strategic, technical, and financial support with 6 ongoing Federation-Wide Emergency Appeals launched and 3 stand-alone DREF operations. The consultancy reports directly to the Regional Operations Manager – Hunger Crisis, with technical reporting to the Regional Head, Strategic Engagement and Partnerships – the Partnership and Resource Development Coordinator is part of the PRD team in Africa Regional team. The position holder works in close liaison with, regional technical teams (DCPRR, Health, Logistics, PMER, Finance, Communication etc. ) as well as Country Cluster Delegation Offices in Africa to enhance partnership and fundraising outcomes in emergencies across relevant income streams (Movement, public, private, multilaterals) and to foster highest accountability standard across the region.

Job Purpose

With a reporting line to the Regional Head of Strategic Engagement and Partnerships and working in collaboration with the Regional Strategic Engagement and Partnerships (SEP) team, the Partnership and Resource Coordinator is responsible for coordinating and strengthening resource mobilization for the hunger crisis in Africa. The incumbent will increase funding coverage of current and future Emergency Appeals for hunger in Africa to enable continuity and scale-up of emergency operations. General tasks: The consultant shall adhere to standard operational procedures (SOPs), Code of Conduct, Principles and Rules for Red Cross and Red Crescent Humanitarian Assistance and other standards

Job Duties and Responsibilities

• Coordinate resourcing and fundraising efforts including the development and implementation of a fundraising strategy for the emergency response. • Work proactively to engage partners in maximizing funding in support of Emergency Appeals and any emergency fundraising opportunities. • Coordinate and strengthen relationships with donors and partners supporting Red Cross Red Crescent response. This includes a consistent effort to build trust with partners and generate resources. • Ensure a thorough follow-up on the ongoing emergency operations and associated pledges with a view of providing partner stewardship through the monitoring of the implementation rate, strict respect of reporting timeline and proactive advice to budget holders and operational managers. • Monitor compliance with accountability standards and ensure proactive reputational risk management regarding partners. • Act as focal point in any emergency task force or initiative for the coordination of all partnerships and resource mobilisation issues in times of emergency response operations in Africa Region. • Ensure a consolidated overview of the funding situation of all running emergency appeals across Africa Region, and lead on measures to be taken to maximise their realization and bridge any identified gaps. • Lead on developing and implementing protocols as well as surge capacities for emergency fundraising and external relations. • Lead on partner engagement and in close coordination with Head of Country and Operations manager/Head of Emergency Operations (HEOPs) and ensure accountability to donors. • Ensure effective coordination between Country Cluster Delegation offices, regional SEP and technical teams to ensure compliance with donor requirements, and that agreed to earmark criteria are understood and adhered to. • Negotiate pledges and contributions with partners, ensuring that earmarking and other requirements are in line with operational priorities. • Effective and thorough grant/pledge management in close coordination with operational leads and budget holder(s) and facilitate a consistent income tracking and risk assessment process. • Provide regular reporting and analysis of partner and funding landscape including trends, gaps, income and expenditure and quality and nature of contributions. • Propose and coordinate actions to increase funding coverage, advising colleagues in the Country Cluster Delegations office and operational leads on fundraising strategies and approaches to partners. • Coordinate proposal development and submission processes, in close liaison with operational and technical leads as well as relevant partners. • Facilitate external relations, both within the RCRC Movement and with non-RCRC partners, including proactively coordinating donor field visits, and planning partnership meetings and conference calls. • Close coordination with SEP counterparts in host NS as needed. • Organise collection of fundraising data and analysis from the RC movement • Implement the IFRC-Wide Resource Mobilisation strategy for emergencies, in line with agreed IFRC and Movement Cooperation Principles.
