To support the design, implementation, evaluation, and dissemination of futures-oriented methods and events in the Western Pacific Region in the framework of WHO75.

On 7 April 2023World Health Day̶the World Health Organization observed its 75th anniversary. In 1948, countries around the world came together and founded WHO to promote health, keep the world safe and serve the vulnerable – so everyone, everywhere can attain the highest level of health and well-being. Beyond World Health Day and as part of the WHO75 campaign, WHO is hosting a series of celebratory events throughout the year.
WHO’s 75th anniversary year is an opportunity to look back at public health successes that have improved the quality of life during the last seven decades. It is also an opportunity to motivate action to tackle the health challenges of today̶and tomorrow. Taking only a retrospective approach may fail to prepare us for what may come next and the challenges posed by a rapidly changing world. By contrast, systematically looking to the future can help better inform today’s actions and decisions.
WHO’s Western Pacific Regional Office (WPRO) has built a unique experience in this area thanks to its overarching strategy “For the Future: Towards the healthiest and safest region” which enables a series of approaches for collectively responding to current and future health challenges in the Region. The Strategic Dialogue (DIA) team was set up in 2019 under WPRO’s Data, Strategy, and Innovation (DSI) Group to operationalize some of these approaches and engage the Region in strategic dialogues about the future(s) of health. The team leads the development of methods, tools, and processes to support Member States and WPRO in applying future-to-now approaches to create fit-for-purpose health systems and organizations. In 2023, the experience and knowledge accumulated over the past three years will be used to help shape a forward-looking year of celebrations in WPRO and beyond.
Under the guidance of the DIA Coordinator, the consultant will work closely with the team to implement and manage future-oriented projects and events to contribute to the WHO75 campaign for a future-fit Western Pacific Region.

Output 1: Support the design and implementation of forward-looking events as part of WHO75 celebrations, including a global virtual forum to engage internal and external audiences on health and well-being futures
<-- [if supportLists]-->-<--[endif]-->Deliverable 1.1: Provide operational support to ensure the quality and timely implementation of selected futures-oriented projects and events through the development and management of appropriate tools, including workplans, key performance indicators, communication materials, and stakeholder involvement matrix for each activity. As part of the projects, organize and facilitate dialogues and consultations based on foresight methodologies.
<-- [if supportLists]-->-<--[endif]-->Deliverable 1.2: provide support to the DIA team to deliver the second edition of the health futures forum. Support includes content development through proposals for topics and speakers based on the consultant’s research, an agenda with a proposed format and structure for each session, as well as the identification and monitoring of key performance indicators. Support stakeholder engagement around the forum both internally (by participating in the advisory committee) and externally (with potential partners and vendors). The forum is envisioned as one of the milestones of the WHO75 campaign, and it is intended to reach a wide audience and have an innovative format. It will aim to provide innovative, forward-looking perspectives to shape the future of health, well-being, and health systems, to inform the work of DIA going forward. Timeframe: Sept - March 2023

Output 2: Support the organization in building strategic foresight intelligence and mainstreaming futures-based approaches within WHO

<-- [if supportLists]-->-<--[endif]-->Deliverable 2.2: Support futures and foresight in health awareness initiatives, including webinars, regional events, and cross-division engagements. Collaborate with RO and CO leads to identify entry points for and scope out foresight initiatives resulting from awareness-raising and training activities carried out by DIA.

5.Specific requirements
- Qualifications required:
Essential: Advanced university degree in public health, business administration, economics, behavioural science, international relations, life sciences, or social sciences.
- Experience required:
Essential: 5 to 10 years of professional experience in international public health or international development.
Demonstrated experience in strategic planning and in managing consultative processes in international settings.
Demonstrated experience in workshop organization and facilitation.
Desirable: experience working with strategic foresight or futures-oriented methodologies. Previous experience in design-thinking or change management. Evidenced experience in effective communication with governments, international organizations, and technical experts.
- Skills / Technical skills and knowledge:
Excellent in report writing and data analysis;
Good knowledge of the dynamics of international public health work;
Ability to plan, design and implement complex projects;
Ability to provide technical support to countries;
Ability to work harmoniously as a member of the team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

Manila or home-based (remote) provided that the consultant can work during Manila office hours. Manila

The selected Consultant will be expected to provide a medical certificate of fitness for work.

While the position can be home based, the Consultant may be expected to travel to Manila and other countries in the WPR to support Member States.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on a mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
