Overview

Reporting to the Finance Manager, the Payroll Specialist is accountable for the accurate, timely processing of Jhpiego payroll actions and changes in accordance with Johns Hopkins University policy. The Payroll Specialist works closely within the Finance & Administration Team, with Jhpiego Global Human Resources Office, and with Johns Hopkins University Human Resources Payroll Shared Services. The incumbent will serve as the SAP Payroll resource for Jhpiego.

Responsibilities

Payroll Processing

  • Processes full-time, part-time, and casual payrolls
  • Retains and ensures accurate Payroll documentation required including regular reporting.
  • Supports payroll of university-employed Jhpiego staff by ensuring hours are appropriately tracked and reported, and all federal/state regulations followed.
  • Acts as point of contact for payroll support to all US based Jhpiego employees.
  • Anticipates potential payroll issues and questions, taking pro-active action to prevent development of problems or resolves problems.
  • Maintains payroll data information systems including the Jhpiego’s JEMS timesheet entry and JHU Payroll Systems.
  • Initiates all ISRs and EAs, and monitors for completeness, accuracy and compliance. Reconciles all payroll actions.
  • Ensures that information regarding new hires is set-up in JHED and any changes for existing staff are appropriately communicated to update JHED.
  • Processes employee leaves of absence on Jhpiego payroll via SAP/EA and administers the Family Medical Leave Act, JHU Leave of Absence policies, and Short/Long Term disability as it relates to payroll.
  • Works with JHU Departments regarding any overpayment issues, prepares overpayment letters and works with staff to coordinate repayment plans.
  • Maintains confidentiality of payroll/personnel information.
  • Provides support in Jhpiego Effort management, including e-forms, during surge periods

E210 Processing & Monitoring

  • Administers the e210 timekeeping system as appropriate, pro-actively ensuring information is updated to permit appropriate manager access and records approval.
  • Determines appropriate leave usage and codes, and updates staff time keeping system to reflect correct use of accrued sick or vacation, short term disability and/or leave without pay for all staff on family medical or other leaves of absence.

Payroll Systems Development and Management

  • Works within the Payroll team to develop and document standard operating procedures for the department.
  • Identifies areas for continuous process improvement and streamlining.
  • Develops efficient electronic request system to track a significantly high volume of payroll transactions, ensuring security of information.

Payroll Analysis

  • Analyzes actual payroll expenditures at budget holder request
  • Identifies any inconsistencies, potential problems, conducts appropriate research and follows-up on any problems, including contacting and working with management and staff regarding overpayment issues and ensuring restitution.
  • Develops, manipulates and structures financial reports for financial analysis forecasting, trending and results analysis, as it relates to payroll expenditures.
  • Conducts regular audits on payroll procedures and records.
  • Assists the Finance Manager in various projects that have a payroll component.

Record Keeping

  • Ensures the secure storage of sensitive, confidential employee information in accordance with record keeping best practices and applicable legislation
  • Maintains electronic files of personnel, and payroll records in SAP and SharePoint
  • Provides support in Jhpiego Effort management, including e-forms, during surge periods
  • Supports JIRA payroll service request initiative- work with ISTS and end-users to determine needs, standardize workflows, and triage related support inquiries.

Required Qualifications

  • Bachelor’s Degree with 3+ years’ payroll administration experience.
  • Significant knowledge of and experience administering payrolls.
  • Knowledge of electronic records administration, systems development and security, including file content management and records retention.
  • Strong working knowledge of federal/state regulations regarding I-9, taxes, disability, student employment, FLSA, FMLA, and independent contractors.
  • Excellent organizational skills; highly detail-oriented.
  • Strong math and analytical skills, including intermediate experience with MS Excel and MS Outlook.
  • Ability to research, organize, analyze and summarize payroll data for analytical projects.
  • Ability to identify and implement systems and process changes and enhancements.
  • Excellent verbal and written communication skills.
  • Ability to work as an effective team player, respond proactively and efficiently in obtaining and providing essential financial information
  • Understanding of principles and procedures for accounting, compensation and benefits, and personnel information systems.

Preferred Qualifications

  • Bachelor’s Degree in Finance, Accounting or Business
  • Experience with international, non-profit organizations (larger than $10M), as well as a multi-office, multi-national environment preferred
  • 5+ years Payroll experience in a college/university setting is strongly preferred.
  • Experience with electronic payroll systems, specifically SAP, is strongly preferred.

The salary range for this role is expected to be: $55,470 - $66,564

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
