Organizational Setting
The main aim of the FAO Country Offices, which are headed by an FAO Representative, is to assist governments in developing policies, programmes and projects to achieve food security and nutrition and reduce hunger and malnutrition, promote sustainable agricultural development, reduce rural poverty, develop inclusive agri-food systems and strengthen livelihood resilience – in line with the Organization’s Strategic Objectives and United Nations’ global and Government of Egypt’s national Sustainable Development Goals.
In its effort to support the Government of Egypt with respect to enhanced climate resilience and efficiency of natural resource for all/rural people in a sustainable environment, FAO has been working towards improving management of land, water, fertilizer, pesticide and other agriculture inputs for efficient, more sustainable, healthy, income-generating agriculture production.
Within this context, FAO is implementing projects in Egypt to support smallholder farmers in adopting modern irrigation techniques and consolidating land use to improve water productivity, food security and livelihoods.
The position is located in the FAO Office in Cairo.
Reporting Lines
The Technical Adviser reports to the FAO Representative in Egypt, under the technical guidance of the respective Lead Technical Officer (LTO) and works in close collaboration with the staff of project and all other FAO staff in Egypt, as well as with concerned stakeholders, and will liaise with relevant technical and programme staff at the FAO Regional Office and headquarters.
Technical Focus
The incumbent will lead the supervisory and technical support to the implementation of the project focusing on adoption of modern irrigation systems, consolidating the use of agricultural land in Upper Egypt and providing leadership and technical expertise for the planning, development and implementation of project work in accordance with FAO Strategic Objectives.
Tasks and responsibilities
• Leads the development, implementation and evaluation on technical issues of assigned programmes/projects; directs the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies and initiates follow-up actions;
• Coordinates programmes and reviews the assessment of issues and trends for the implementation of programmes and projects as well as the preparation of impact evaluation or equivalent studies;
• Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports as well as studies, and inputs to publications;
• Directs substantive support to consultative meetings and conferences, to include the proposition of agenda topics, identifying participants, preparation of documents and presentations;
• Manages outreach activities; designs and conducts training workshops, seminars; and makes presentations on assigned topics/activities;
• Leads field missions, including provision of guidance to external consultants, government officials and other parties;
• Provides advice to develop policies and strategies as well as national protocols and guide lines for projects with specific domains related to FAO's work.
• Leads, in coordination with the national project coordinator, the development, implementation and evaluation of all technical aspects of the assigned project;
• Leads preparation of project progress reports and the terminal report, in accordance with the FAO standard format and in consultation with stakeholders, identifying lessons learnt, issues that require timely resolution and corrective actions and presents recommendations to ensure meeting project targets and results;
• Under the leadership of FAO Representative and in direct coordination with the National Project coordinator, ensures:
- Preparation of annual work plan and expenditures to ensure appropriate clearance by the resource partner and FAO
- Selection of project staff and experts was conducted based on agreed Terms of Reference;
• Supervises preparation of various written outputs, including assessments, studies, reports and any material for dissemination and/or publication;
• Supervises preparation and organization of the project Steering Committee and other technical and coordination committees meetings;
• Contributes as relevant to the planning and preparation of outreach activities as well as training workshops, seminars;
• Participates in field missions ensuring provision of technical guidance to external consultants, government officials and other parties;
• Assists the Project management Unit, consultants and the support staff in carrying out their duties and participates in the briefing and debriefing of all consultants and carefully reviews their reports after each mission;
• By the end of the programme, ensures proper hand over process is carried out, prepares the final terminal report of programme in consultation with relevant stakeholders;
• Leads all discussions with the government and resource partner and ensures compliance with the reporting requirement to both the government and the resource partner;
• Leads and provides advice to the project team on implementation follow ups and project activities including compliance to the project logical framework;
• Prepares the final report of work and drafts project's terminal report Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in irrigation, water management, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or related field.
• Seven years of relevant experience in technical cooperation' related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes.
• Working knowledge (level C) of English and limited knowledge (level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish). For PSA, working knowledge of English.

• Work experience in more than one location or area of work, particularly in field positions is essential

• Extent and relevance of experience in establishing and maintaining partnerships with UN agencies, NGOs as well as donors and government institutions and agencies
