Framework for Monitoring and Evaluation for Shoruq Organization Project: Equipping Palestinian Youth with the Knowledge, Skills & Tools
Background: This project aims to enhance Palestinian youths aplenty to advocate for their causes and goals through media and cinematography, which fails in Shrouqs area of expertise, and that is why when SWEDO’s pre-study came into fruition, Shrouq looked into the project with great interest and was influenced to be part of the group SWEDO established. 
Per SWEDO’s “2021 pre-study” project’s final recommendations, SWEDO in partnership with Shoruq and JLAC developed a project to address one of the problems facing Palestinian youth, especially young women, in attaining their basic human rights or challenging violations against them, therefore SWEDO collaborated with Shoruq and JLAC to help in equipping Palestinian youth with the knowledge and tools that would allow them to mobilize and advocate for their human rights fulfillment in the West Bank. 
Equipping Palestinian youth with the knowledge and tools that would allow them to mobilize and advocate for their human rights fulfillment in the West Bank, through Promoting the engagement of Palestinian youth through capacity building in advocating for human rights and community mobilization, Contribute towards enhancing the culture of human rights amongst the right holders and duty bearers in the oPt, Contributing towards the LPs enhanced capacity by providing institutional expertise, and supporting existing local networks for enhanced, joint work for youth human rights and empowerment.
The role of Shoruq organization in the project is to first provide training which includes Videography training, Social media, digital marketing, and Advocacy training. Second, toconduct advocacy campaigns addressing different human rights and societal issues.
Objectives
 The purpose of this consultancy agreement is to effectively incorporate monitoring and evaluation (M&E) principles and methods into the existing manuals, policies, and procedures of Shoruq Organization and its partner JLAC. The main goal of the M&E Expert is to offer specialized knowledge, direction, training, and assistance to Shoruq and its partner in this Project, in addition to developing M&E manuals and measurement tools to enable them to effectively execute M&E policies, practices, and programs. This will be achieved through close collaboration with Shoruq staff, partners, and stakeholders. 
Roles: 
During a duration of 6 months, the M&E Expert will be responsible for carrying out the following primary duties:
Conducting a comprehensive assessment:
- The M&E Expert will assess the manuals, policies, and procedures of both Shoruq and JLAC's Organization to identify any shortcomings related to monitoring and evaluation (M&E).
 Reviewing training materials and approach to advise on how the anticipated M&E strategies will be enforced.
Developing an M&E strategy and materials:
-  Creating an M&E plan for both Shoruq and JLAC that is precise, actionable, and in line with the project’s objectives.
- Aligning the organizational frameworks and manuals of the two organizations to promote a complete strategy and ensure alignment with M&E policies.
- The M&E Expert will create essential resources, including a "Do No Harm", selection strategies, and M&E Policy, and provide necessary guidance and knowledge to ensure compliance with M&E principles. Also, help in rewriting and rephrasing the existing manuals and policies.
The M&E Expert will actively participate in meaningful consultations with pertinent staff members from Shoruq and JLAC, seeking valuable insights and perspectives to ensure the successful integration of monitoring and evaluation principles.
Workshops & trainings
The M&E Expert will organize and deliver at least 4 extensive training sessions for both organizations, fostering a deeper comprehension of M&E concepts. These sessions will also cover the presentation of newly developed materials related to monitoring and evaluation.
M&E development and implementation:
- The M&E Expert will evaluate and update the M&E policies and procedures of both organizations to ensure their inclusivity and non-discriminatory nature.
- Establishing policies and procedures for meeting various demands and establishing an M&E environment.
- The M&E will need to report in his/her final report the areas and topicsthat are covered during the upgrade of the manuals, and how areas of concern were addressed and properly mitigated.
-  Engage in meaningful consultations (around 6 in-depth meetings) with relevant staff members from Shoruq and its partner JLAC, eliciting valuable insights and perspectives to ensure the effective implementation of M&E principles.
In other words, the role of the M&E expert in this project is to help all parties to understand how well did the project achieve its goal, and how it can be improved in the future.
Experiences / Competencies/ Skills The M&E Expert shall have the skills and competencies the following: 
Education Requirements for M&E Expert:
1. A minimum of a bachelor's degree in a relevant field, such as social sciences, international development, economics, statistics, or any relevant field
2. A master's degree in a related field would be highly desirable.
3. Strong knowledge and understanding of monitoring and evaluation principles, methodologies, and best practices.
4. Familiarity with quantitative and qualitative research methods.
5. Proficiency in data analysis software and statistical tools.
6. Demonstrated experience in designing and implementing monitoring and
evaluation frameworks and systems.
7. Knowledge of project management concepts and techniques.
8. Understanding of the development sector and experience working with NGOs or international organizations.
9. Excellent written and verbal communication skills in English. Proficiency in additional languages, particularly Arabic, is a plus.
10. Proven ability to work collaboratively in diverse teams and engage with stakeholders effectively.
Experience Requirements for M&E Expert:
1. A minimum of 5 years of professional experience in monitoring and evaluation, preferably in the development sector or related fields.
2. Proven track record of designing and implementing M&E frameworks, systems, and tools.
3. Experience in conducting evaluations, assessments, and data analysis.
4. Familiarity with the use of technology and software for data collection, management, and analysis.
5. Demonstrated ability to develop and deliver M&E capacity-building initiatives, including training sessions and workshops.
6. Experience in working with marginalized groups and promoting inclusivity in monitoring and evaluation processes.
7. Knowledge of result-based management (RBM) approaches and logical frameworks.
8. Previous experience in working with NGOs, international organizations, or similar entities.
9. Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
10. Experience in writing reports and communicating findings to diverse audiences.
Skills and Knowledge:
- Strong analytical and problem-solving skills to effectively evaluate and interpret data.
- Proficiency in using M&E tools.
- Good communication and interpersonal skills to effectively collaborate with stakeholders, facilitate discussions, and build relationships.
- Attention to detail and accuracy in data collection, and analysis, related to M&E
- Ability to work independently and take initiative, while also being a strong team player.
- Strong written and verbal communication skills (English and Arabic to convey complex information clearly and concisely.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.) and data visualization tools.
- Knowledge of monitoring and evaluation frameworks, methodologies, and tools.
-  Adaptability and willingness to learn and stay updated with the latest trends and developments in the field of M&E.
 Agreement Duration:
 This consultancy agreement has a duration of 6 months, The start date will be determined upon discussions and preferably upon signing the contract. The M&E Expert shall report directly to the project manager, providing regular reports on the above-mentioned roles.
