Terms of Reference – ILEP Data Analyst

Background:

ILEP India is a group of nine affiliate members who share a common goal of eliminating leprosy in India and improving the overall well-being of affected persons and their families. ILEP provides technical assistance to the Government of India as well as state governments and currently supports 14 NLEP consultants who provide technical assistance to the states. Aside from providing technical assistance, ILEP India members are also motivated by their respective mandates to provide holistic services to improve the quality of life of persons affected by Leprosy in India.

ILEP India works in close collaboration with the Central Leprosy Division (CLD) and supports them in acquiring state-level data from NLEP Consultants, existing data on leprosy in India, analyzing and interpreting the results, and setting evidence-based indicators to achieve the targets of the National Strategic Plan (NSP) for Leprosy. For this purpose, an ILEP Data Analyst is appointed by ILEP India, who works in close collaboration with the CLD to support data collection, analysis, reporting, and efficient management of the databases.

The objective of the ILEP Data Analyst:

The objective of the ILEP Data Analyst is to assist the CLD and ILEP India in identifying the appropriate data sources, analyzing trends in leprosy, and developing the best strategic approaches in order to create metrics for tracking the success of leprosy projects under NLEP as well as ILEP which will lead to sustainable results and systems.

The Role of the ILEP Data Analyst:

Under the supervision of the CLD and ILEP India Coordinator, the Data Analyst is responsible for the management of data related to Leprosy. The data analyst will make recommendations for data improvement and ensure timely, accurate, and thorough data collection, input, and reporting.

Specific tasks of the ILEP Data Analyst are:

  • To interpret the data and analyze the results using appropriate statistical techniques using software like SPSS, STATA, or R and provide ongoing reports to CLD and ILEP India.
  • Develop data collection systems and implement strategies to optimize statistical efficiency and data quality.
  • Acquire data from primary and secondary sources and maintain the databases and data systems.
  • To identify, analyze, and interpret the trends or patterns of complex data sets.
  • Filter and clean data and reviews computer reports and performance indicators to locate and correct code problems.
  • To work in close collaboration with CLD and ILEP to prioritize the program needs.
  • Analyze the monthly reports of the NLEP Consultants and provide feedback to the Central and State departments.
  • Disseminate the results of the analyzed data to higher authorities for decision-making.
  • Provides training to employees in the latest statistical procedures or support in the installation of new technologies.
  • To recognize the functional and technical needs of the CLD, ILEP, and other relevant stakeholders for the implementation of the NSP and help to create process flow documents in accordance with the target indicators.
  • Conduct a timely SWOT Analysis, situational analysis and needs assessment, determine the training needs with the Deputy Coordinator, and develop the methods for carrying out training programs.
  • Liaison with CLD members to operationalize and incorporate the analytical and conceptual frameworks within current systems.
  • Assist in the analysis of various studies, MIS data, and survey reports, and on the basis of the outcomes, make recommendations for setting realistic targets and indicators.
  • Ensure maintenance and regular updating of the database. ?Provides basic technical support as and when required.
  • Coordinate with the respective coordinators for timely preparation of progress reports.
  • Carry out any additional tasks that the reporting authority may assign from time to time.

Deliverables

The ILEP Data Analyst will provide the following deliverables:

  • Conduct thematic reviews on topics of interest or concern and provide reports as needed.
  • Submit a monthly report on the analysis of data received from NLEP consultants.
  • Quarterly report on activities from NLEP and ILEP with a focus on progress towards the NSP targets and recommendations with a scope of improvement as needed.
