Contract Term: 1 year, with the possibility of extension

Salary Range: Commensurate with experience
Travel Requirement: Locally within the project locations, in country and on occasion within Africa
PROJECT SUMMARY
The Co-operative Development Foundation of Canada (CDF) has obtained a five- and half-year project funded by the Global Affairs Canada (GAC), and Fertilizer Canada (FC). The project entitled 4R Nutrient Stewardship Project (4R-NSP) focuses on enhancing agricultural production, formation and strengthening of farmer co-operatives, increasing the women acceptance of women in leadership positions, and integrating the 4R principles into policies and practices.
POSITION SUMMARY
The Country Project Officer is a key position within the CDF Canada project team, with the in-country implementation of 4R. The Country Project Officer works closely with the headquarter team members, partner organizations, beneficiaries and reports to Country Director and Program Manager based in Ottawa to provide leadership in project implementation, coordination and monitoring overall performance. She/He is also responsible for managing relationships with implementing partners, beneficiaries, volunteers, and other stakeholders.
The Country Project Officer leads activities around sustainable capacity building for country partners and beneficiaries, as well as reporting compliance and monitoring of the project to focus on achievement of project goals and objectives.
As a successful Country Project Officer, you will ensure that activities and the project align with the overall objectives of 4R and the Annual Workplan. The Country Project Officer will also be responsible for identifying new opportunities and overseeing program and proposal development.
The Country Project Officer should be a motivated self-starter with the ability to work with little or no supervision and possess the ability to manage staff and understand the needs of beneficiaries. This position will need an outgoing individual who is comfortable working in a team-oriented setting and possesses the ability to work with a diverse group of people.

PROGRAM MANAGEMENT

Manage the project life cycle, including planning, implementation, monitoring, evaluation, and reporting.

Support implementation of the Performance Measurement Framework (PMF).

Support collaboration between the project team, implementing partners and other stakeholders.

Support efforts to strengthen policies, mechanisms, and legal frameworks that protect, respect, and promote women and girl's right
-
Play an active role in promoting the project and its gender equality objectives by participating in relevant meetings and forums at the national and regional levels: Monitor news, trends, and policy developments impacting the project's key outputs.

Strengthen the advocacy and communication skills of implementing partners.

Support the development and implementation of CDF Canada Sexual Exploitation and Abuse Policy and Procedures.

Prepares project reports as needed.
FUNDING AND BUDGETS

Review partner monthly requests for submission

Monitor partner spending and review financial reports
-
Understanding of budgets and experience in financial reporting.

Work closely with other partners, vendors and financial supporters in developing, maintaining and ensuring adherence to budgets.
REPORTING

Generate reports on a weekly, monthly or quarterly basis as required.

Contribute to Annual Work Plans, Mid-Year and Annual Reports, Mid Term and Final Evaluations.
 REQUIREMENTS

Minimum of bachelor's degree and five years of relevant experience.

Strong interpersonal, communication and organizational skills.

Analytical multi-tasker who consistently meets deadlines.

Experience in project management, monitoring and evaluation, and business development.

Understanding and experience in gender mainstreaming, innovation and environmental sustainability.

Apply project management knowledge regarding development, staffing, budgeting and scheduling

Researching grant proposals and funding opportunities

Developing relationships with various community, governmental and other non-profit organizations to raise funds and awareness and build resources

Fluency in English, written and spoken is a must
ADVANCED SKILLS

Knowledge of other regional languages (especially English) is an advantage

Knowledge of MS Word and Excel.

Strong understanding of financial management and budgets.
