The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The Corporate Services Directorate (CS) delivers client-oriented, integrated services, to optimise the work environment and enable the CEB to deliver its mandate. As a business partner, CS supports a capable workforce that is digital and connected, in an adapted and safe working environment, and with efficient travel and visa services. The Directorate comprises four Divisions: Corporate Responsibility & ESG Reporting, Human Resources, Facility & Travel Management and Information Technology Divisions.
CS is currently looking for an experienced leader, driven by the social mandate of the Bank, to lead and manage the Directorate and its teams in a results-oriented way according to the CEB’s mandate and objectives set by the Governor, the Governing Board, the Administrative Council and the Auditing Board.
The successful candidate will lead and motivate a multicultural and multidisciplinary team of approximately 40 professionals with the support of CS’s management team. Reporting directly to the Governor, the Director of Corporate Services will be a member of the senior management team and contribute to the implementation of the Bank’s 2023-2027 Strategic Framework.
Main Responsibilities:
Contribute to the development and execution of CS’s core activities to support the efficient functioning of the Bank and the implementation of the Bank’s 2023-2027 Strategic Framework.
Prepare and implement the Corporate Services Directorate’s work plans through cost-effective operations and development activities in the areas of corporate responsibility & ESG, human resources, facility management, security, travel, and IT.
Manage and motivate team members around the Directorate’s mission, vision and business expectations by providing clear directions and priorities and appropriately involving them. Delegate responsibilities and supervise the work of the Heads of Division providing guidance on financial and human resource management and motivation to drive maximum performance.
Ensure that corporate policies and guidelines are transparently communicated and followed.
Lead by example and encourage Heads of Divisions to manage performance and development of their teams in an equitable manner to strengthen the CEB’s culture of diversity and inclusion.
Anticipate and appraise conflict situations that arise and take action to solve them.
Act as chairperson for specific committees or high-level meetings to facilitate discussion and decision-making.
Build strong networks and partnerships at the highest levels to contribute to the CEB’s brand image and growth.
Academic background:
An advanced university degree in business administration, management or equivalent.
Professional background:
Proven experience in developing strategic and business plans in an international environment, preferably in an International Financial Institution and/or in the banking sector.
Demonstrated successful leadership experience of multidisciplinary and multinational teams.
Strong understanding of the CEB’s activities, policies and procedures.
Outstanding ability to analyse situations, assess implications and evaluate results in order to make the best decisions.
Excellent leadership skills to encourage and build team spirit among staff, bringing about mutual respect and cooperation.
Strong ability to handle complaints and resolve disputes and conflicts.
Language skills:
Excellent command of one of the two official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
Knowledge of one or more other Member State language(s) is an asset.

Employment Conditions
1) The CEB offers an initial 3-year appointment (including a one-year probationary period), with, under certain conditions, the possibility of renewal.
2) Grade and salary:
- A6/A7
- Depending on level of experience, monthly salary range starts at €14,000, plus allowances based on eligibility, minus deductions for medical and social insurance as well as for pension; remuneration exempt of French income tax.
- Grades are established without any discrimination (including gender discrimination)

As an international organisation, CEB remuneration is exempt of income tax in France. In addition, our offer includes allowances* and medical and personal insurance. Staff members benefit from a contributory pension plan which provides them with either a pension or a leaving allowance.
