The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. Job Purpose

Within the Health and Care Department, the Lead, Digital Solutions and Data for Health, is expected to oversee the delivery and management of digital solutions, data analytics, and business intelligence to improve the effectiveness and efficiency of the Health and Care department to support the National Societies and contribute to the Digital Transformation (DT) strategy. This includes digital literacy, project support, as well as improving the data utilization for decision making and health systems strengthening and transformative partnerships. The lead shall:

1. Co-creating with DT the business value cases, including long-term sustainability and cost-recovery models.

2. Work closely with cross-functional teams, focus area/program leads and managers, regional and field staff, data scientists, and other stakeholders, to identify opportunities for innovation and continuous improvement with digital solutions and data analytics.

3. Contribute to the Implementation of the IFRC DT strategy, strategically analyse and prioritise health activities that benefit most from digital and data driven solutions. This shall include health business process design (following human-centred approach) and the implementation of processes and digital solutions for internal and external use in partnership with the DT team.

4. Be the authority on best-in-class specific health related digital products and services. This includes analysing trends of emerging technologies that can support health activities such as AI and recommending what should be used.

5. Play the role of health digital products program manager overseeing and supporting the health solutions portfolio. This includes closely working with project manages to implement and use health solutions and services. e.g., internal management solutions and externally used solutions such as RCHIS, and First Aid. For digital health products and services that only serve the Health and Care team and activities, the lead will act as digital product owner of these products and services.

The incumbent will be expert in both public health programs, health information systems, management of software lifecycle, data collections and analytics solutions that support public health goals with data driven decision making.

Furthermore, the role holder will develop and maintain relationships with within the Federation, National Societies, and key stakeholders, such as government officials, non-governmental organisations, and healthcare providers, to build partnerships and support effective implementation and use of digital health solutions and health data analytics.

Job Duties and Responsibilities

1. Promote collaboration to enable the health team to be an effective global player in supporting national societies.

  • Identify and evaluate new technologies and platforms that can improve the health team's ability to respond quickly and effectively to humanitarian crises and emergencies.
  • Engage and lead cross divisional collaboration with IFRC, National Societies, the health team, and external experts to analyse needs and select, implement digital health solutions that support national societies in achieving their goals to deliver health services.
  • Lead and engage the health team in selection or development of user-centred sustainable digital health solutions for National Societies.
  • In coordination with DT, lead the and implement standard operating procedures (SOPs) across the teams where digital tools are used.
  • In collaboration with DT and other units, develop and implement data-driven solutions and strategies to support the health team's activities.
  • Act as focal point for health related digital and data initiatives in relation to Secretariat and Membership Digital Transformation oversight structures and support.
  • Work closely, with other members of the other teams within the Secretariat, to ensure appropriate visibility and public awareness of the work of IFRC/RCRC.

2. Support National Societies with accessible solutions that can improve their outcomes.

  • Conduct assessments of National Societies' existing health information systems and identify opportunities for improvement, such as health applications, data quality, data management, interoperability, and use of standards.
  • Provide technical guidance and support to the health team and national societies to ensure they can effectively use digital health solutions effectively in the field and optimise their use of health data.
  • Lead the implementation of digital health solutions that can be easily adopted by National Societies, such as RCHIS, mobile health apps or web-based platforms.
  • Engage and provide technical guidance and support to the health team in the implementation of digital health solutions for National Societies.
  • Provide support both remotely and through in-country missions as requested from National Societies, including for activities around solution configuration, proposal development, project implementation, monitoring and evaluation and reporting related to digital solutions.
  • Work with health team to support national societies in developing or optimising data-driven strategies to improve health outcomes and efficiency, such as immunisations logistics, or improving disease surveillance.
  • Ensure health solutions enable the health team to respond quickly and effectively to humanitarian crises, emergencies, immunisation campaigns, and community surveillance.

3. Play a key role in providing insights for effective operations management.

  • Partner with other departments to develop and implement data governance best practices and data architecture.
  • Partner with other departments and National Societies to develop minimum common data standards for health and care.
  • Partner with other departments to identify and develop or select and maintain solutions that support effective data collection, validation, exchange, and use of data for responsive decision making.
  • Develop and implement data-driven dashboards and strategies to improve operations management, such as: activities visualisation, decision support, resource allocation, budgeting, and logistics.
  • Manage health team data, and analytics tools.
  • Lead the use advanced analytics, AI to analyse health data to identify trends, patterns, and areas for improvement, and communicate insights to internal and external stakeholders.
  • Support the development and implementation of decision support and quality improvement initiatives based on data analytics and insights.
  • Provide technical guidance and support to the health team and other stakeholders to ensure effective use of health data in operations management.

4. Contribute to highly effective team collaboration and teamwork.

  • Foster a culture of teamwork and collaboration, and work closely with other teams to contribute to the IFRC DT strategy implementation and ensure effective integration of digital health solutions and analytics.
  • Provide management and coordination support for all activities related to digital solutions offered by the health team (e.g., RCHIS, First Aid, etc...) and oversee and manage direct reports and consultants.
  • Provide mentorship and coaching to team members to ensure they have the skills and knowledge needed to support digital health solutions and data analytics.

  • Ensure health team digital solution projects budgeting, development, configuration, and implementations are carried out within budget, scope, and defined timelines.
  • Support the development and implementation of effective communication strategies, such as training programs, knowledge sharing platforms, and user feedback mechanisms related to digital solutions and data analytics.
  • Support the Director, Health and Care Department, in strengthening strategic plans and financial sustainability by ensuring regular reports on use of funds within the Health and Care

Undertake other duties as instructed by the Director to support departmental and focus area objectives.

Education

Required

  • Advanced university degree (master’s or equivalent) in a related field, such as health informatics, computer science, data analytics, or public health administration.
  • Professional certifications, such as in data science, business analytics, or project management.

Preferred

  • Post graduate training in healthcare information systems management and data analytics.

Experience

Required

  • At least 8 years relevant work experience in digital health solutions, data analytics, or a related field.
  • Results oriented individual, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations.
  • Strong leadership and teamwork skills, with the ability to build and manage cross-functional teams, and to work collaboratively with stakeholders at all levels of the organization.
  • Demonstrated professional credibility in the sector and experience working in an international or cross-cultural environment.
  • Experience as an application lifecycle as an analyst in building, configuring, and supporting health digital health solutions.
  • Experience with mobile data collection tools, secure storage, validation, and exchange.
  • Experience in high level programming, scripting languages or statistical packages commonly used in data science and analytics, such as Python, R, SQL, SPSS, or STAT.
  • Experience in business intelligence (BI) and reporting tools, such as Tableau, Power BI, and QlikView, to extract insights from operations or humanitarian data.

  • Experience in developing or configuring digital solutions and systems that address public health priorities by analysing how information is organised and used and evaluating how this work contributes to project goals
