Mission and objectives

UN-Habitat is working with the government of the Republic of Zambia in formulating the National Urbanisation Policy (NUP). This is a deliberate Government-led process of coordinating and rallying various actors for establishing a shared vision for the desired urbanization within 20-30 years horizon or more that intends to support poverty reduction, spatial planning, land management, housing, basic and social services, infrastructural development and coordination of large-scale investments. In the recent past, UN-Habitat supported the Government and selected local authorities in Disaster Risk Reduction, consultations for the draft Land Policy and land tenure security in customary and informal settlements. In support to Government efforts to resettle and integrate former refugees in the Northwestern and Western part of the country, UNHabitat under the UN-Government Joint programme, on Promoting Human Security through Sustainable Resettlement, assisted in the opening up of access roads and construction of low-cost demonstration houses using green technology in Meheba and Mayukwayukwa Refugee settlements.

Context

This assignment is part of UNHABITAT ‘s Country Programme implementation in Zambia particularly supporting the Government of Zambia efforts to build inclusive, safe, resilient and sustainable cities and communities. It includes providing technical support to policies and innovative projects that promote urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. The program contributes to the achievement of sustainable urban development in Zambia through the following areas: urban planning; secure land tenure, access to urban basic services, housing and slum upgrading; climate change, urban resilience, and disaster risk reduction and recovery. Key stakeholders include, Ministry of Lands and Natural Resources, Ministry of Local Government and Rural Development, Local Authorities, traditional leaders, and other Non-Governmental Organizations (NGOs). The programmes' main expected outcome is increased access for women to secure land that ultimately will enhance their livelihoods.

Task description

Under the direct supervision of the National Technical Advisor the Programme Assistant will perform the following tasks: • Assist in planning, organizing and setting up meetings with key partners and stakeholders including Government Ministries, local authorities, and NGOs etc;. • Participate in organizing and holding awareness/engagement meetings with local communities in relation to the projects under the Country Programme that includes informal settlements and rural areas; • Participate in capacity building programmes including training of key stakeholders and communities; • Contribute to planning programme work with local community’s particularly in relation to specific projects; • Participate in project implementation at local and community levels especially in informal settlements and rural areas; • Assist in communicating and capturing live stories of the informal settlements upgrading, customary land documentation and other project areas including informal settlements; • Assist in drafting various reports for planned project and implemented activities; • Perform any other related tasks as may be required or assigned by the supervisor;
