Overview of position

This project intends to provide substantive & technical assistance to the government in mainstreaming social & economic development in the national policies at all sectors. The ultimate objective of this intervention is to create a strong foundation for efficient, evidence based decision making relevant to socio economic development in line with the Saudi Vision 2030. The conceptual framework on which this intervention is conceived is that the government will embrace a role to deal with socio economic development in a holistic manner away from the conventional development paradigm of disconnected policies for sectors. Through this umbrella cooperation between the Ministry of Economy & Planning (MOEP) & our client, the strategic objectives of MOEP will be initially framed in 5 specific outputs as follows:

  • Supporting the social & economic development.

  • Sustainable development concept integrated into national policy. 

  • National policies formulated for robust sector based economic.

  • National policies for regional development. 

  • Capacity developed for strong computer systems.

Role objectives

Under the overall supervision the Chief Technical Advisor (CTA) & in close consultation with the Assistant Deputyship for Sustainable Development in the Ministry of Economy & Planning & the National Project Manager (NPM), the Regional Development Planning Expert will be responsible for undertaking SDGs research related activities & support the conceptualization & implementation of SDGs. S / He will work closely with Regional & Sectoral Planning Deputyship & will coordinate the work under this assignment with the other Deputyships & departments within the ministry as relevant. The following responsibilities present the key areas of focus under this consultancy:

  • Provide research & studies related to sustainable development.

  • Analyse & interpret data & prepare top quality analysis & synthesis reports.

  • Support the quality assurance & audit of the national voluntary review of the Kingdom by supervising the process, content & provide guidance.

  • Support assessment of data availability, both official & alternative data sources, for measuring SDG indicators in liaison with the General Authority for Statistics & other relevant entities. 

  • Use appropriate communication tools, reports, publication, policy brief to support participation in the G20, high level political forum & other events.

  • Must provide an inspirational basis & an overall umbrella for development initiatives in the region.

  • The ability to create innovation & develop more valuable solutions in order to improve the global position & competitiveness.

  • Adopt a more proactive & cooperative role in relation to regional growth & development.

  • Provide coaching & on the job training for staff at the Regional & Sectoral Planning Deputyship (with focus on supporting newly joined staff) to enable them implement their roles.

  • Perform any other relevant tasks requested by the supervisor.

Duties & responsibilities include but not limited to:

Provide technical management & assistance:

  • Formulate GIS applications & interactive Dashboards to support regional development plans, strategies, studies, initiatives & projects at the Deputyship.

  • Ensure efficient GIS data & services integration from stakeholders for all sectors & regions for a robust decision making system.

  • Perform GIS workflow processes such as data consolidate, update, validation, integration, publishing, mapping & analysis for precise measurements to competitive advantages & territorial development among regions & governorates.

  • Provide GIS technical guidance for alignment of regional development plans & sectoral strategies to the Saudi Vision 2030 & the SDGs.

  • Provide technical advice & awareness on GIS applications & its use for regional economic development.

  • Promote the use of GIS data & applications to achieve balanced sustainable development.

Advisory support:

  • Advise / lead research activities on the impact of the GIS issues on sectoral & regional plans & their contributions to the achievement of Saudi Vision 2030.

  • Support the identification of comparative & competitive advantages of the different regions in Saudi Arabia.

  • Research & advise on best practices & approach for fostering GIS solutions to regional development planning & issues.

  • Perform any other relevant substantive tasks required by the project.

Capacity development:

  • Build GIS capabilities, knowledge transfer & technical support to regional development team.

  • Assess the scope & capacity of GIS employees at the Ssectoral & Regional Deputyship. 

  • Coordinate & support the development of a capacity development program (training) for the employees of the Deputyship.

  • Provides direction & guidance to assigned staff; evaluates & reviews work performance for acceptability & conformance with Deputyship standards.

Project reporting

The Regional Development Planning Expert will be under the supervision the Chief Technical Advisor (CTA) & in close consultation with the Assistant Deputyship for Sustainable Development & the National Project Manager (NPM).

Key competencies
  • Bachelor in Regional Planning, Urban Planning, Local Economic Development, Urban Infrastructure, Engineering, or other closely related fields.

  • 10 years of experience in Urban Development 

  • Leading multicultural teams is an asset.

  • Knowledge of Saudi Arabia’s Vision 2030 is an asset.

  • Strong analytical & writing skills & a track record in producing relevant reports & other materials are required.

  • High level of communication & interpersonal skills & experience in working effectively in a multi cultural environment is required.

  • Creates confidence among stakeholders, by delivering authoritative positions, compelling analysis & contextual acumen.

  • Demonstrates integrity & fairness by modelling UN values & ethical standards.

  • Demonstrates professional competence & is conscientious & efficient in meeting commitments, observing deadlines & achieving results.

  • If unforeseen travel outside the consultant’s duty station city is requested by our client & not required by the Terms of References (ToR), such travel shall be covered by our client in line with applicable rules & regulations & upon prior written agreement. In such cases, the consultant shall receive living allowances not exceeding the United Nations (UN) Daily Subsistence Allowance (DSA) rate for such other location(s).

  • A written approval from our client & relevant authorities will be required to facilitate the consultant's travel to any locations than stated on this TOR on official missions where necessary.
