| Role objectives |
Coordinate the daily provision of post-arrival humanitarian assistance to vulnerable undocumented Afghan migrants returning through IOM reception and transit centers within the Area of Responsibility (AoR). Coordinate regular deployment to both reception and transit center facilities for the physical distribution of materials, registration of returnees referred from DoRR as IOM beneficiaries, recording of relevant statistical information, and monitoring the quality of service provision to IOM by local service providers in coordination with the relevant IOM Head of Sub-Office (HoSO).
In coordination with the CB-PAHA Program Coordinator and National Program Officer in Kabul and the relevant HoSO, lead access coordination with relevant government, NSAG, and partner agencies across the AoR to support daily feedback into operational decision making, including the deployment of teams in the field.
Monitor the maintenance and update of all program records and files on a daily, weekly, and monthly basis with the provision of information as requested by the central office in Kabul towards weekly situation reports, donor reporting, and related materials.
At the direction of the Programme Manager and the Head of Kandahar Sub-Office, liaise with relevant departments and other humanitarian stakeholders working in the AoR on the coordination of assistance in the border area, particularly the Directorate of Refugees and Repatriation (DoRR), UNHCR, NRC, DRC, UNICEF, WFP, UNFPA and their respective implementing partners, OCHA, and others as operational within the AoR.
Facilitate observation and the provision of feedback to CB-PAHA management on the beneficiary screening and selection process for onward analysis and remedial action in order to contribute to maintain accuracy and quality control.
Verify that the screening committee members adhere to implementation procedures that lead to collective decision-making on returning migrant vulnerability, accurate application of Persons with Specific Needs (PSN) criteria and consistent identification of beneficiary eligibility.
Coordinate with other IOM program units operating across the AoR, including, Protection, DTM, MHU, SRR, WASH, and the Humanitarian Assistance Programme (HAP), and operating implementing partner agencies. Provide feedback to CB-PAHA management making recommendations on coordination enhancement strategies.
Work closely with the Kabul-based CB-PAHA National Program Officer to assist in the development and submission of advisory updates indicating any gaps and or deficiencies in reception/transit centre CB-PAHA operations that require action and any opportunities for programmatic, systematic or procedural enhancement/further development.
Monitor the satisfactory and comprehensive undertaking and completion of administrative tasks as required, such as organizing Beneficiary Selection Assessment Forms, translation, statistics, and meeting minutes as resources for periodic reporting.
Support the conducting of SWOT and TOWS analyses of the CB-PAHA operation within the AoR at least twice a year and the further presentation of findings to the relevant field team, CB-PAHA management and the HoSO.
Receive and facilitate M&E, media, training, and research missions and visits involving IOM personnel, current and potential donors, and other stakeholders.
In coordination with the CB-PAHA Program Coordinator and National Program Officer in Kabul, travel to other provinces with ongoing CB-PAHA operations to assess those operations, provide feedback, and make recommendations for improvement.
Take part in and contribute to regular online and in-person meetings with line management including Field Coordinators and Kabul-based management personnel to discuss ongoing operations, raise any difficulties or challenges experienced, and advise on resolutory actions that could be taken to reduce the impact of bottlenecks and prospective steps towards greater levels of operational effectiveness.

Education:
·University or Bachelor's Degree in Business
Administration, Management, Political Science, Social Science or equivalent
from an accredited academic institution with four years of relevant
professional experience, or
·High School Diploma with six years of relevant professional experience
Experience:
·A minimum of 4 years of program experience with the
UN is required for this position.
·and professional experience in the related
programmatic area and humanitarian coordination with specific experience
working with undocumented returnee programming and health-related responses for
the provision of essential primary care and COVID-19 interventions.
·Experience working in complex emergency response
situations.
·Experience working in Afghanistan’s Kandahar province
is mandatory for this position.
·Staff management experience is required.
SKILLS:
Knowledge of Security procedures and protocols, UN Security management System and CTG security management system
Knowledge of principled humanitarian access concepts, such as access constraints categories etc.
Humanitarian negotiation skills
Knowledge of how to conduct contextual assessments and stakeholder analysis.
Strong contextual awareness and understanding of dynamics that impact humanitarian operations.
Solid computer skills, including proficiency in MS Office suite (Word, Excel, PowerPoint, Outlook), web-based message distribution systems, Google Earth.
Languages:
Fluency English Dari and Pashto (oral and written).
