Saameynta: Scaling up Durable Solutions is a UN Joint Programme led by the Government of Somalia at federal and member state level (Ministry of Economy (Durable Solutions Unit), the Ministry of Interiors, the Ministry of Public Works, and the municipality of Bossaso. The project outcome is that investments toward mixed-use land development packages and urban public works in Bossaso, Beletweyne and Bossaso will “generate land value increments that, combined with advancements in land tenure security and employment, will increase opportunities for self-reliance and access to social services, hence, contribute to durable solutions at scale in displacement affected communities in an inclusive way”.

The Community Action Plan Platform uses digital technology to develop participatory budgets for service delivery in line with the Bossaso Community Action Plan.  It aims to create a space for stakeholder consultations on financing of investment to support sustainable city development, for financial literacy and fund management as well as social and economic integration of DACs with special attention to the needs of women. The platform is expected to boost efficiency, quality and access of service delivery, bolster government-citizen interactions, and modernize core government operations while facilitating a multiple stakeholder approach in the design and implementation of development solutions-focused programming.
 


 
Duties and Responsibilities

 

The Citizen Engagement & E-Participation Coordinator provides support to the Saameynta Project Manager in designing-participation tools, planning, managing, coordinating and facilitating citizens’ active engagement with Bossaso Office of the Mayor in Bossaso and displacement affected communities targeted by the project. This platform has already been developed in Baidoa under Saameynta Joint Program. With the program now expanding to Bossaso, the position will build on experience of Baidoa and develop the platform in Bossaso.

1.   Designing and planning the citizen engagement process:
•   Assist to set the goals and purpose of the citizen engagement process, select the right tools and technologies, map community’s needs, insights, and relevant data.
•   Assist to coordinate with the relevant stakeholders, partners, and donors for the implementation.
•   Prepare KPIs and outputs of the citizen engagement process; concept notes, project documents, support procurement plans and budgets.


2.   Assist coordination with the local government authorities of Bossaso and displacement affected communities:
•   Liaise with local government institutions in Bossaso on the implementation of citizen engagement process.
•   Support coordination with Bossaso local government institutions in targeted communities for citizen engagement process to support coordination with ongoing similar efforts such as those led by UNDP within the Saameynta Joint Programme.

3.   Development and management of e-Participation tools and platforms
•   Develop selected e-Participation tools and platforms for the targeted communities in Bossaso.
•   Support in the recruitment the needed vendors for digital programming, coding, and installing the tools and platforms.
•   Support management of the e-participation tools and platforms a long with Bossaso local government focal points team to meet the planned results and indicators.

4.   Planning and delivery of relevant training sessions and workshops on citizen engagement and e-participation tools:
•   Support planning for and lead implementation of training and workshop sessions for Bossaso local government focal points team on managing and use the e-Participation tools and platforms.
•   Assist in the preparation manuals and toolkits for using the e-participation and support to translation into Somali language.
•   Assist in planning and implementation of capacity building program for selected local startups and innovation hubs in consolation with UNDP Accelerator Labs.

5.   Planning and implementation of the platform e-participation communications strategy:
•   Support preparation of the communications strategy for Bossaso city and coordinate with Bossaso local government focal points team in the office of the mayor to reach out to influencers, celebrities, and community leaders to engage with the targeted communities 
•   Support to recruitment of local vendors for supporting the communication materials of each platform in Somali language.
•   Support promotion and dissemination of advocacy materials for citizen engagement and e-participation.
•   Coordinate with local media to promote e-participation platforms and drive traffic to them.

6.   Follow up and evaluation of e-participation platforms progress and community results with focus on the differentiate use of and benefits accrued to women and men:
•   Monitor disaggregates user engagement (gender and age) in the e-participation platforms and evaluating the local government response and implementation of required activities with special attention to the need of women.
•   Facilitate engagement and participation of women leaders on the platform and civil society to forge partnerships for advocating the GEWE agenda and to ensure women's representation 
•    Document and assist in the dissemination successful practices and challenges to create an enabling environment that address attitudinal and cultural biases against women through strong accountability and reporting frameworks and continued building of evidence-based advocacy.

Required Skills and Experience

 
Education:
  • Master’s degree in social innovation, communications, external relations and outreach, citizen engagement, digital transformation, and ICT for development.
  • Bachelor’s degree may be accepted with additional 2 years experience i.e. 4 years’ experience. 
     
Experience:
  • 2 years of relevant experience at the national or international level in social innovation, communications, external relations, citizen engagement, digital transformation, and ICT for development.

Language:

  • English

Required  skills:   

  • Technical knowledge of e-participation open-source tools, data visualization, digital platform development and management, social media management, citizen engagement, capacity building and events management.
  • Previous experience of working in Somalia or other regional countries.
