Associate Programme CBI Officer
Organizational Setting and Work Relationships
The Associate Programme CBI Officer is an active member of the bureau/field operation/division and is normally supervised by a professional member who manages and oversees the UNHCR cash assistance programmes. The incumbent supports to ensure that operations are compliant with the technical guidance and administrative instructions on CBI, use CBI coherently and strategically and are adequately monitored.
S/he normally receives guidance and direction from the Senior Programme CBI Officer - or Programme CBI Officer - or Programme Officer or other more senior staff. S/he may maintain close links with CBI staff in UNHCR HQ.
Internally the Associate Programme CBI Officer will also liaise with UNCHR field offices and country offices. Externally s/he will liaise with Implementing and Operational Partners, National Governments, line ministries and UN agencies.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support the strategic and coherent use of CBI's in the operations, assisting to ensure that CBI is maximised in assistance and service provision, strongly linking it to CRRF, MYMP and development, including linkages with Social Protection and Financial Inclusion.
- Support the review of and assist in coordinating the final clearance with DFAM of the CBI Standard operating procedures (SOPs) for the operations, with support from more senior staff.
- Support the development of cash assistance programmes and support the senior management to ensure that CBI is fully, effectively integrated into the country operations plan for protection and solutions and Annual Program Planning and COP.
- Assist in ensuring compliance to HALEP and that CBI is included in the preparedness and response planning and be a first responder to new emergencies/ and returns situations to ensure operations are using CBI as a modality, in collaboration with more senior staff.
- Support the effective and coordinated procurement and contracting of Financial Service Providers by procurement/supply and finance.
- Provide technical support on planning and assist in policy making on activities within the area of CBIs as an integral part of UNHCR programmes including assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities and coordination.
- Support and collaborate with sectors to increase the use of CBI in education, shelter, livelihoods and where applicable in health and WASH programmes.
- Support the adequate inter-agency coordination mechanisms on CBIs and assist in building and maintaining strong relations with partners, regional entities and represent UNHCR in CBI coordination, with support from more senior staff.
- Support the establishment of a sound monitoring process for cash assistance, with proper collection, use and monitoring of baselines, standards and indicators needed to measure and analyse CBI¿s performance. Analyse trends and target interventions including CBI expenditure, upstream and downstream activities.
- Assist in assessing the technical soundness of the operations and generate data for evidence-based decisions.
- Assist in fulfilling CBI related reporting requirements.
- Support the use of UNHCR corporate tools and systems.

Honduras is the second-largest country in Central America, and shares borders with Nicaragua, El Salvador, and Guatemala. The land borders are extensive and porous with many irregular crossing points. The population is multi-ethnic, plurilingual and multicultural, which includes indigenous and African descent population groups.
Honduras faces increasing multidimensional and overlapping risks in a context of extreme fragility, due to political and social conflicts exacerbated by the COVID-19 pandemic, the effects of climate change, forced displacement and migration.
Violence strongly impacts the population, mainly in urban areas, but it also affects rural areas. Gangs and “maras” impose restrictions in urban centres, particularly affecting marginalised areas where they exercise total control and are involved in extortion, forced recruitment, and drug dealing.
Since 2022 the CBI programme has improved and increased the capacity and converge in Honduras through the capacity strengthening of the case management partner (NRC) and the scale up of the Direct implementation modality in the first half of 2023. Currently 70% of the cash assistance is provided through direct implementation mainly to beneficiaries of the resettlement program. In 2024, we expect an increase up to 90% in direct assistance. The incumbent will report to the Programme Officer and will supervise GS staff.
Living and Working Conditions:
Honduras is a tropical country in Central America, bordered by the Caribbean Sea in the north, El Salvador in the south, Guatemala in the west and Nicaragua in the east. Due to its proximity to the equator, Honduras has a rainy season and a dry season. The climate varies from tropical in the lowlands to temperate in the mountains. The temperature in San Pedro Sula varies between 23 º-35 ºC, and in Tegucigalpa between 19 º-25 ºC.

Limited access to infrastructure (health, housing, banking, transportation, telecommunications) and limited access to leisure and recreational facilities due to security restrictions. Due to the Covid-19 pandemic, limitations in many aspects of daily life for staff (leisure, cultural activities, attractions) have increased and the levels of insecurity, as well as basic development indicators (poverty, food security, etc.) have worsened. The possibility of walking in the main cities is non-existent due to lack of security (assault, robbery) and lack of sidewalks or sidewalks in poor conditions, lack of lighting.
There is no lack of private schools, although the number of bilingual or bicultural schools is not so high.
Security: high level of violent crime, including murder, robbery and threats of kidnapping, a growing number of femicides, lack of safe and reliable public transportation and of safe public spaces for socializing and deficiency off health services. It is strongly advised to exercise extreme caution and maintain a high level of personal security awareness.
Due to the number of robberies and armed assaults suffered by UN staff and some visitors, it is discouraged to walk alone at all times in Tegucigalpa, San Pedro Sula and La Ceiba, personal or official movements should be done in a vehicle.
