Office/Unit/Project Description
UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.
The Programme Analyst works in close collaboration with all teams in the Sustainable Infractructure Programme as well as liaises with HQ units and Country Offices as required for resolving programme and project related issues and information delivery. The Programme Analyst supervises and leads the support personnel as needed.

2. Programme support to the assigned policy advisory teams and initiatives:
- Assist in preparation of the workplans, prepare budget revisions and ensure compliance with donor requirements in terms of budgeting and reporting;
- Organization of regional events and other logistical arrangements, provision of updates on the team’s regional events in the established regional events calendar;
- Tracking, monitoring and reporting on the use of project and other allocated resources; providing COA authorizations; creation of requisitions; receipts; determination of unutilized funds, maintaining the internal expenditures control system;
- Proper control of the supporting documents for payments, review of projects financial reports.
- Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
- Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
- Assistance with procurement and contracting processes, compilation of contract documentation and preparation of documents related to human resource and procurement processes.
- Support with compliance of arrangements for project approval, implementation, general operations, and closure of projects with UNDP policies and regulations
- Review, verification and reconciliation of financial data and reports to ensure accuracy and conformity with UNDP programme and operations policies procedures; and
- Identification and escalation of programme and project related issues, proposing and contributing to the development of solutions.
- Backstop other Programme Analyst, as required.
3. Effective support to implementation of the global and regional projects focusing on the achievement of the following results:
- Coordinate preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements
- Creation of project proposals in Atlas, preparation of required budget revisions and operational closure.
- Provision of guidance to the programme staff on implementation of projects, tracking use of financial resources.
- Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports.
- Analysis of the situation in regional programme, identification of operational and financial problems, development of solutions.
- Compilation of donor financial reports, monitoring of the use of cost sharing funds and other resources. Tracking and reporting on mobilized resources.
- Support organization of project reviews (e.g. LPAC, Project Boards) and implementation of effective internal controls on project approval processes.
- Liaison with project implementation agencies and responsible parties to ensure that project reports are correct.
- Maintenance of an internal expenditure control system including timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers, journal vouchers. Makes budget check for requisitions and vouchers.
- Preparation of the projects’ recruitment and procurement plans;
- Facilitates implementation of programme/project related activities, organizes events, procures expertise and equipment.
- Maintenance of project files and supports effective documents management system.
4. Assistance with monitoring and evaluation of the regional programme and assigned projects:
- Provide guidance to projects on timely planning and reporting exercise and supports maintenance of corporate and internal planning and reporting systems for effective and efficient project monitoring and operational closure of projects.
- Preparation of budget monitoring and delivery information. Communication with UNDP HQ and COs on financial matters as required.
- Follow-up on internal assurance mechanisms and dashboards for the effective delivery of the regional programme results.
- Coordination of timely updates and maintenance of the project data in corporate systems and related tools. Effective implementation of the Transparency initiative.
- Update and maintain the evaluation plan in the Evaluation Resource Center (ERC) database, ensuring that all due dates are met and evaluation information and documentation is posted in a timely manner.
- Ensure proper utility of Internal Control Frameworks and Standard Operating Procedures in compliance with POPP.
- Preparation of various presentations and background information on various programme related matters.
- Provides programme and administrative support to the Evaluations commissioned by Istanbul Regional Hub.
- Assists in ad-hoc programme and operational issues and provides information within UNDP.
5. Implementation of programme strategies and regional initiatives:
- Presentation of researched information for preparation of regional analysis, regional programme and other strategies, effective application of RBM tools and support to establishment of management targets.
- Presentation of requested programme and financial information/ reports for identification of areas for support and interventions.
- Preparation of financial authorizations, delegation of authorities, operationalization schemes.
- Implementation of the IRH partnerships and resources mobilization strategies, preparation of reports.
- Preparation of the IRH related documentation and execution of the assigned management’s decision.
- Data collection on regional programme pipeline portfolio.
- Maintain the up to date project repository and ensure accuracy of data and documents.
6. Facilitation of learning, knowledge building and knowledge management
- Preparation of reports synthesizing lessons learnt and good practices;
- Learn from and contribute to corporate knowledge tools;
- Supports the development of training, learning materials and activities by developing substantive components.
- Organization and delivery of trainings for the staff, orientation programmes for newcomers.
- Facilitates knowledge building and knowledge sharing on programme/project management related matters:
- Administration of programme related networks and platforms and provision of inputs as needed
Institutional Arrangement
- The incumbent will work from home; and reports to the Operations Specialist
- The incumbent will be responsible for providing her/his own work station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection;
- Given the global consultations to be undertaken during this assignment, the incumbent is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.
