Overview of position

Our client is in the process of negotiating a new engagement with the Iraqi government financed by IFAD for the “Rehabilitation of Irrigation Infrastructure Schemes in Southern Iraq”. The project will address the growing scarcity of irrigation water in & rehabilitate the target irrigation schemes in the south of Iraq. The project is part of the overall Smallholder Agriculture Revitalization Project (SARP), which aims at assisting rural people overcome poverty & achieve food security through remunerative, sustainable & resilient livelihoods.Upon the Ministry of Agriculture (MoA)’s request, our client will provide the necessary support to the Ministry of Water Resources (MoWR) through the present project in order to implement the first sub component of SARP, namely the modernization / rehabilitation of irrigation schemes. The Ministry of Water Resources (MoWR) have shared the following project types in 9 preselected project sites as below:

Closed irrigation (5 projects):

  • Khandaq creek preparation in Ur district to be a closed irrigation system - Thiqar.

  • Husseinia creek Preparation in Qal’at Sekar to be a closed irrigation system - Thiqar.

  • Closed irrigation grid on channel LF5 within Saad river & pumping station - Missan.

  • Altharama irrigation (3 - 5) district - Qadisiya.

  • Altharama irrigation (5 - 7) district - Qadisiya.

Water canals lining (4 projects):

  • Ghadeer canal lining in Hilal district - Muthanna.

  • Najariya creed lining in Hilal district - Muthanna.

  • Sawayer creed lining in Sawayer district - Muthanna.

  • Lining channels LF0, LF1 & LF2 within Saad irrigation creek / Kumeit district - Missan.

Role objectives

Our client in coordination with IFAD & the Ministries of Agriculture & Water Resources will be conducting 10 days technical preassessment for the above sub projects. The sub projects are located in 4 southern governorates namely Thiqar, Missan, Qadisiya & Muthanna. Under the overall guidance of the Partnership Unit, the Civil Engineer is required to perform the following specific duties & responsibilities ensuring their effectiveness, transparency & integrity:

Coordination, delivery & performance:

  • Conduct visual site inspections.

  • Accessibility of sites & land ownerships for all sub projects.

  • Consult with the responsible water authorities on the ground to collect data on technical needs & required works & social, environmental issues & agreement with the community & time needed to do the diversion of water canals.

  • Validate the types of works & the estimated costs provided by the MOWR.

  • For the closed irrigation, reassess the division between civil, mechanical & electrical works as there are some pumping stations that need to be built & recalculate the estimated costs for the works accordingly.

  • For the water canal lining, examine the sites that need diversion of existing canals to determine if rehabilitation or new lining of canals is needed / feasible.

  • Consult with MOWR (& the respective local water authorities) to find out the time needed from the ministry to hand over dried up water canals to our client to start works.

  • Assess possible environmental hazards & health & safety issues that might affect our clients intervention & if the mitigation measures are needed.

  • Recommend technical & operational feasibility of the required works of the pre selected sub projects.

Governance, monitoring & reporting:

  • The Civil Engineer is responsible for preparing a detailed mission report for the above tasks, including interviews with local water authorities, pictures of all candidate subprojects & detailed description of the required inspection of each site.

Project reporting
  • This role reports to the Program Advisor.

Key competencies
  • Secondary School Certificate with 6 years of relevant work experience is required or a Bachelor’s Degree from a recognized University in Civil Engineering or Construction Management is an advantage wit 1 year of relevant experience is desired or Master’s Degree from a recognized University is desired.

  • Membership of the Iraqi Engineers Association is required.

  • Prince2, PMP or similar project management certification is desired.

Required skills:

  • Buildings construction consulting services, design.

  • Residential buildings.

  • Computer drawings software, particularly AutoCAD.

  • Ability to use standard planning management software particularly MS Project or Primavera.

  • Health & safety management.

  • Quality control.
