About BRLF:
 
The Government of India set up Bharat Rural Livelihoods Foundation (BRLF) as an independent society under the Ministry of Rural Development. BRLF was established to upscale civil society action in partnership with the central and state governments to ensure better implementation and outreach of government schemes and programs in collaboration with civil society organizations.
 
The principal objective of BRLF is to empower rural India, improving the lives of vulnerable communities, especially the indigenous tribes, in coordination with CSOs, the Government of India, and governments of various states. BRLF aims to channelize better funds allocated by governments, banks, corporate and other philanthropic foundations for various public programs and ensure proper grassroots implementation to generate the best results.
 
Working in collaboration with civil society organizations with a local presence, BRLF ensures that the desired results are produced through the right strategies and efforts. BRLF supports a variety of projects across the breadth of the country, particularly in the states of Odisha, Jharkhand, West Bengal, Chhattisgarh, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, and Gujarat that form Central India.

ABOUT THE PROJECT & ROLE
 
The Jharkhand High Impact Mega Watershed (Jiwi-Daah-Hasa) Project focuses on revitalizing life, water resources, and livelihoods in disadvantaged areas of Jharkhand. It aims to enhance the planning and implementation capacities of Gram Panchayats in utilizing the MGNREGA program for comprehensive ecosystem revival based on watershed development principles. By leveraging MGNREGA and converging with other schemes, the project aims to double the income of communities, improve production, and regenerate the ecosystem while building resilience to climate change. The program covers 24 backward blocks in three major agro-ecological zones of the state and receives support from various stakeholders, including the government of Jharkhand and donor agencies. The project's duration is four years, starting from January 2021, and a State Level Project Management Unit (SPMU) has been established to coordinate with partners and stakeholders.
 
With the aim of maximizing the expertise of subject matter specialists, expedite processes, minimize desk-work in DPR preparation, and build stakeholder capacities, the Jiwi Daah Hasa project has incorporated ICT applications. By leveraging digital platforms and tools, the project can streamline collaboration, save time, enhance data accuracy, and empower stakeholders with technical skills for effective implementation.
 
Under Jiwi Daah Hasa Project, BRLF invites applications for hiring short term Consultants-Full Stack Developers to develop and maintain BRLF’s central and state specific MIS portals.
 
JOB DESCRIPTION/ RESPONSIBILITIES:
 
Reporting to Manager- Monitoring, Evaluation & Learning (MEL), the consultant shall be responsible for the following. The consultant is expected to start working on the assignment from 1st Sep 2023 and complete it by 31st Dec 2023.
 
Key Job Responsibilities:
  1. The Consultant will prepare and share a detailed end-to-end plan for developing and maintaining the central and project specific web portals/MIS system during the period of assignment and keep time for feedback and inputs. It is recommended that the consultant provide a Gantt chart clearly showing the steps of the tasks assigned to them.
  2. The consultant will develop/modify/change web portals/MIS systems after carefully assessing the need of BRLF and the projects. The final approval will be provided by BRLF after receiving the user satisfaction report.
  3. The Consultant will be responsible for designing the front-end website/MIS architecture.
  4. The consultant will provide the user-friendly interfaces on the web portals and MIS applications.
  5. The consultant will also be responsible for developing back-end website applications and creating servers and databases for functionality.
  6. The consultant will ensure the responsiveness of the application.
  7. The consultant will see through a project from conception to finished product.
  8. The consultant will be required to develop and design APIs.
  9. The consultant will ensure meeting both technical and consumer needs.
  10. S/he should stay abreast of developments in web applications and programming languages.
Expected Deliverables:
  • User Manual Guide:
  • Trouble shooting manual guide which majorly includes the following:
  1. List of common troubleshooting scenarios that need to address first.
  2. Identification of problem/error. Knowing the details helps anyone to understand the problem and the situation surrounding it.
  3. Find the fastest path to resolution: Develop a series of questions that help anyone to understand the scenario and lead them to the next step to resolve the issue.
  4. Facilitate the process: Make the troubleshooting guide in a flow that anyone can easily follow.
  5. Include visuals: The screenshots shows the step-by-step instructions as it explain how to complete them. Having visual examples enables anyone to decrease the number of mistakes.
  • Operation and maintenance manual guide: The consultant will prepare an operation and maintenance manual guide and deliver a training for the staff of BRLF to perform content upload, system maintenance and administration.
  • Source code handover: Full source code including all developed libraries shall be handed over to BRLF. The consultant will upload the source code in a google drive provided by BRLF, so that BRLF may download the source code from google drive to physical drive for further use. For proper understanding of source code, it needs to be run in presence of BRLF’s designated official.
  • The consultant should prepare a write up which include following things
  1. Development language with version no.
  2. Codification logics
  3. Any third party tools involved in development of portal.
  4. Any third-party API used in development.
  5. Development environmental details like operating system, development language, and third party tools installed etc.
  6. Cloud server credentials
  7. Hosting server IP details, web server details & credentials should be shared with BRLF.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: 

Qualification & Experience:
  • A degree in Computer Science/Information Technology. Consultants having related experience along with some diploma/certifications in the web development may also share their applications.
  • Proven expertise and adequate experience of developing large scale web portals/MIS applications. Preference will be given to the candidates having experience of the development sector.
  • Proficiency in fundamental front end languages like HTML, CSS and JavaScript
  • Proficiency in server-side languages like Python, Java, PHP and .Net
  • Familiarity with database technology like Oracle, MySQL, etc.
  • Consultant should have a minimum of 4-5 years of experience in the similar line. Preferences will be given to the applications having a complete project life cycle experience.  
  • Additional knowledge of Linux, Docker, Cloud services (Azure or AWS), Wordpress development, NodeJS will be an added advantage. raduate in any discipline with 3 to 5 years of experience in handling day-to day administration, procurement, and accounting etc. The person should be proactive with good communication skills and ability to organize and manage events.

COMPENSATION OFFERED: 
 
The remuneration package is budgeted for INR 80,000-90,000 per month. The offer to the selected candidate shall be commensurate with the qualifications, experience, and compensation history.

This is a contractual engagement for a period of four months. The engagement may be renewed/ extended based on the performance and requirements of the organisation.
