The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, Economic Recovery and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.
To strengthen DRC’s Programme in Rakhine State, DRC is looking for highly motivated and capable candidates to fill the position of
Water, Sanitation & Hygiene (WASH) Officer (1 Post)
Duty Station : Mrauk Oo Office, Rakhine State. frequent travel to Sittwe, Kyauk Taw and Minbya townships
Reports to : Water, Sanitation and Hygiene Team Member
Direct report for : WASH Assistant and Field-Based Staff
Overall purpose of the role:
The WASH officer works as part of DRC’s team in Rakhine. The position is based in Mrauk U, with regular travel to Kyauk Taw, Minbya, Sittwe townships and other project areas.
Overall responsibility includes contribution to ensure quality and timely planning, implementation and follow up of WASH projects in villages and IDP camps across Rakhine state, as well as extended provision of technical and administrative support in coordination with other DRC departments and with communities, field-based staff and partners.
Sector responsibilities not limited to: Emergency water supply, WASH NFI distribution, hygiene promotion, hardware construction, sanitation, solid wase management, water treatment, data entry and supporting partners.
Geographic scope: Area (Mrauk Oo, Rakhine)
This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.
Main Duties and Responsibilities
Programming & Operations
- Ensure efficient and effective program implementation while following the budget and work plan with the support of the WASH Team Leader
- Ensure quality definition of BoQ and technical drawings in line with international WASH standards and minimum guidelines.
- Regular monitoring of ongoing rehabilitation activities to ensure that all activities are executed as per design, specifications, and work schedule.
- Provides support to WASH assistants and partners, ensuring capacity building, and assist WASH Team Leader in developing project tools.
- Lead and support data collection to assistants and partners as well as monitoring and evaluation activities
- Develops and encourages new and innovative solutions.
- Adhere to DRC policies, tools, handbooks and guidelines.
Coordination and representation
- Collaborate with relevant internal and external technical experts on sector relevant technical issues.
- Represent DRC at meetings and other relevant technical coordination meetings.
- Coordinate with other DRC team members and partners in the field, including Incentive Workers and Field Based Staff
- Coordinate and engage with targeted communities and partners.
- Ensure integration with other DRC sectors and partners.
Project development and reporting
- Support the WASH TL and Manager in preparing monthly/quarterly/annual reports
- Support development of proposals and provide updates to WASH Team Leader and Project Manager for grant review meetings.
- Draft weekly, monthly work plans, challenges and share regular progress reports with WASH Team Leader
Logistics/Finance
- Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
- Plan and coordinate proactively logistics and movements of staff including field-based staff from and to different operational areas.
- Initiate procurements and payments and ensure their execution.
- Prepare and verify the work done at the site and recommend the payments to contractors/casual labor etc. accordingly.
- Participate to tender evaluation committees and provide technical feedback on offers received.
- Ensure distribution plans are prepared and shared with logistics, MEAL and partners in a timely manner.
*Any other duties relating to the nature of the job as requested by the Manager.
Experience and technical competencies:
- Minimum 2 years of relevant work experience in construction or WASH related sector.
- Previous 2-year experience in NGO projects, working in conflict contexts or humanitarian response.
- Demonstrated technical knowledge and practical experience in at least 3 of the following: emergency water supply, WASH NFI distribution, hygiene promotion, construction works, sanitation, solid waste management, water treatment and experience working with CSO.
- Knowledge of international minimum standards of Hygiene, Sanitation, and shelter service delivery (i.e., SPHERE)
- Excellent skill in Microsoft Office Pack and AutoCAD
- Good interpersonal and communication skills
Education:
- Diploma or bachelor's degree in architecture, engineering, geology, water resources management or equivalent technical professional qualification or experience
Languages:
- At least intermediate English proficiency
- Fluency in local language

We Offer:
