Job Description

Background of the project

The International Rescue Committee (IRC) an international non-governmental humanitarian organization implementing relief and development activities for refugees and populations affected, by conflict. The American University in Beirut (AUB) a teaching-centered research university based on the American liberal arts model of higher education. The IRC and AUB are collaborating on Elrha’s Research in Health in Humanitarian Crises (R2HC): NCDs Research Priority Setting exercise: A focus on Cardio-Metabolic Syndrome (CMS). The project is led by a team of NCD researchers and practitioners from IRC and AUB with strong engagement from the members of the Informal Inter-Agency Working Group (IIAWG) on NCDs. This exercise will generate a consensus on priorities for NCD research in humanitarian settings for the next decade with a focus on Cardio-Metabolic Syndrome (CMS).

Methodology

The project methodology involves deploying two consecutive surveys and conducting engagement meetings. The first survey was deployed in June 2023 and targeted various types of stakeholders including academics, frontline- workers, bodies representing health professionals, focal persons from local ministries of health, and NCDs patients’ representatives, to source priority research questions guided by the Evidence Maps. A second survey will be sent to respondents with the request to score the research questions against the pre-defined criteria. The scored data will be calculated and ranked. A detailed and summary report will be developed for dissemination to various stakeholders and as well development of an academic article to be published in a peer-reviewed journal.

Scope of Work

The Consultant will work closely with the research team and support in the dissemination of the second survey, data consolidation and analysis, report writing and development of manuscript for publication based on the analyzed data and their understanding of the expectations of the terms of reference. The consultancy activities will be conducted remotely, the analysis and the report should be utilization-focused as IRC/AUB/Elrha intend to use the findings to inform current and future CMS research in humanitarian settings.

Key activities should include, but are not limited to:

  • Support in dissemination of the second survey
  • Conduct analysis of the second survey
  • Translation of priorities into tractable research questions and propositions for funding
  • Developing detailed and summarized report,
  • Developing a manuscript for publication,
  • Support in dissemination including presenting findings to Elrha.
  • Email updates of progress as requested by the Hiring Manager

Outputs:

  • Results analysis and report of the second survey completed.
  • Elrha NCDs RPS Report completed.
  • Manuscript prepared with draft ready for publication.

Evaluation Roles and Responsibilities

IRC and AUB will:

  • Provide all necessary program documents, data, and contacts of relevant stakeholders.
  • Review the consultant’s outputs based on deliverables.

The Consultant will:

  • Be responsible for entire data analysis, support in report writing and manuscript production.
  • Be responsible for their working tools such as computer and data analysis software.
  • Ensure the highest research ethical standards and transparency are upheld during data analysis and report writing.
  • Attend all scheduled meetings with IRC and AUB (1 – 2times) per week.

Qualifications

Requirements

  • Bachelor’s degree (or higher) in a related subject such as public health, research methods, or Biological/ social sciences.
  • Strong quantitative and qualitative data analysis skills.
  • Experience in NCD programming and/or research in humanitarian settings.
  • Understanding of research ethics and researcher bias, and ability to minimize bias.
