The Asia and Pacific Office (APAC) is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations and regional civil aviation bodies to promote the timely and harmonized implementation of ICAO’s policies, decisions, Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPS, Doc 7030) and the APAC Regional Air Navigation Plan (ANP). The Regional Office also provides technical guidance and assists States in their implementation activities when requested.

The incumbent reports to the Regional Director (RD) through the Deputy Regional Director (DRD) with whom s/he consults on complex technical assistance issues. S/he also coordinates with technical officers of the Regional Office and the Air Navigation Bureau (ANB) at ICAO HQ in order to promote the implementation of ICAO SARPs and regional air navigation plan with particular emphasis on air traffic management (ATM) and airspace safety monitoring, Aeronautical Information Management (AIM) and Search and Rescue (SAR) matters, and performs other duties as required.

The incumbent, in coordination with the respective Sections in ANB, is responsible for maintaining liaison and coordination with civil aviation authorities and service providers of States and international/regional organizations in the Asia Pacific Region and conducting technical meetings for the implementation of ICAO provisions, regional air navigation plans and regional agreements.

Responsibilities

Function 1 (incl. Expected results)
Collaborates closely with ICAO Headquarters’ staff for all air navigation matters, and particularly with respect to implementation of a performance-based approach to air navigation services planning, in order to promote the implementation of the APAC Seamless Air Navigation Services (ANS) Plan (incorporating regionally prioritized elements of the Global Air Navigation Plan (GANP) Aviation System Block Upgrades - ASBUs), the APAC ANP, SUPPS, SARPs and PANS, and related plans and policies, achieving results such as:
• Coordinate Regional programmes with HQ activities and those of the Regional Sub-Office on common Strategic Objectives and Activities so as to ensure coordinated planning.
• Follow up on States’ responses to State Letters and surveys originating from the Regional Office and HQ in order to close communication loop and encourage action.
• Support the efficient functioning of the Asia Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) and its contributory bodies, with a particular focus on the Air Traffic Management Sub-Group (ATM/SG) and Regional Airspace Safety Monitoring Advisory Group (RASMAG), and their respective subsidiary groups.
• Provide technical assistance/guidance to States regarding regional planning and implementation of ATM, airspace safety, AIM and SAR-related fields according to the APAC ANP, SUPPS, other APANPIRG-agreed regional guidance and implementation plans, and APANPIRG Conclusions.
• Ensure coordinated processes between ATM and other air navigation fields within the Secretariat so as to minimize duplication, enable seamlessness in planning and ensure efficiency.
• Develop and coordinate proposals for amendments to the APAC ANP and SUPPS.

Function 2 (incl. Expected results)
Acts as Secretary to meetings in fields of assigned responsibility and assist, as required, at other meetings, achieving results such as:
• Conduct, participate in and/or serve as secretary/technical adviser at ICAO technical meetings, seminars, workshops and technical events on ATM, airspace safety, AIM, SAR, and related matters and assist as required at other meetings.
• Initiate and carry out coordinated amendment of regional planning documents, within the Secretariat team and in meetings of relevant technical groups so as to ensure validity and effectiveness of the documentation.
• Facilitate inter-State and inter-regional cooperation/coordination so as to create/improve harmonious working relationships and harmonization of plans and implemented procedures.

Function 3 (incl. Expected results)
Implements the ICAO Regional Office Work Programme in the technical/operational field as directed, including preparation of analyses on technical/operational aspects of civil aviation, and preparation of working papers, reports, briefs, and correspondence, achieving results such as:
• Prepare analyses on technical/operational aspects of civil aviation including States’ needs/problems and initiate/propose solutions.
• Facilitate inter-State coordination for large scale programmes such as the Air Traffic Service (ATS) route network, Air Traffic Flow Management, etc. so as to achieve measurable progress.
• Organize, facilitate, and support seminars/workshops aimed at developing capacity or addressing specific challenges.
• Provide on-request assistance and advice to States in their efforts to implement SARPs and regional requirements and expectations.
• Conduct missions to States to assess the status of implementation of SARPS and regional requirements and expectations in the ATM, airspace safety, AIM and SAR fields and provide recommendations and other assistance as necessary for the development and implementation of corrective action plans.
• Participate as part of a team of qualified auditors, where directed, in ICAO Universal Safety Oversight Audit Programme – Continuous Monitoring Approach (USOAP-CMA) activities including audits, ICAO Coordinated Validation Missions (ICVMs) and Combined Action Team (CAT) missions. Provide pre- and post-audit assistance.
• Direct and supervise the activities of the ATM section and any seconded or intern personnel assigned to support ATM section, and guide and support individual and team performance in order to foster a professional, harmonious and productive workplace culture.

Function 4 (incl. Expected results)
Carries out ICAO Regional Office responsibilities for response to ATM contingency events, achieving such results as:
• Remaining abreast of factors that may potentially lead to disruption of ATS affecting international flight operations.
• Assessing the need for coordinated regional response to ATS disruptions.
• Forming, leading, and coordinating the activities of sub-regional and regional ATM Contingency Coordination Teams (CCTs), whenever necessary to respond to ATS disruption.
• Promulgating and regularly updating information on emerging, current, and recovering contingency operations.
• Developing and initiating, in close cooperation with States and airspace users, ATM contingency recovery plans to ensure progressive, safe recovery from ATS disruptions.

Function 5 (incl. Expected results)
Keeps abreast of current civil aviation developments, including relevant activities of other international organizations and individual States, and ICAO Bureaus, and ICAO technical panels of the Air Navigation Commission working in the ATM, airspace safety, AIS, SAR, and data link fields, achieving results such as:
• Assist States in their efforts to implement SARPs and Regional requirements.
• Follow up on specific ATM, airspace safety, AIM recommendations and priority elements that are deficient and/or unimplemented.
• Identify outputs of ANC panels that are relevant to the Asia/Pacific Region and develop regional initiatives to support implementation.

Function 6 (incl. Expected results)
Performs other related duties, as assigned.

Competencies

Professionalism: Knowledge of ICAO’s work towards the implementation of a global air traffic management system and of the supporting documentation (GANP, Global ATM Operational Concept, global ATM guidance and APAC regional guidance and plans). Familiarity with activities concerning ATM, AIM and SAR-related research, development, trials, and demonstrations in progress in ICAO Regions. Good knowledge of the AIM and SAR fields, civil aviation issues and challenges in the APAC Region, and familiarity `with the work of other related international organizations. Knowledge of the structure, purpose, operations and output of ATM, airspace safety, AIM and SAR-related technical panels of the ICAO Air Navigation Commission. Knowledge of ICAO functions, structure, and international activities in fields other than ATM, airspace safety, AIM and SAR. Education

Essential
A first level university degree in an aviation-related field, engineering, air transport economics, business administration, or aviation law, is required. A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, or Airframe and Power Plant Technician Certification may be accepted in lieu of the first-level university degree.

Work Experience

A minimum of ten (10) years of experience as a licensed air traffic controller in progressively more responsible positions, gained in at least two ATC specializations (area control, terminal area control and/or aerodrome control), and in both procedural and surveillance-based environments is required.

Substantial experience in the ATM field, including experience in the planning, implementation and operation of advanced air traffic management systems and procedures, with an emphasis on airspace management, and safety management and assessment, together with practical knowledge of Air Traffic Flow Management (ATFM) is required.

Experience participating in and providing service to international meetings related to ATM is required.

Experience working in a multi-national and multi-cultural environment is desirable.

Experience dealing with high level officials, government representatives or senior executives from States is desirable.

Languages

Essential
• Fluent reading, writing and speaking abilities in English.

Desirable
• A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
