Ensuring healthy lives and promoting the well-being for all at all ages is essentialto sustainable development which specifically aims to increase government capacity to addressinequality in the health sectorand stimulate other actors (e.g. private sector, other orders of government, civil society) to find innovative solutions to health system challenges, including preventive health interventions and multi-sectoral approaches.
For years, UNDP has contributed to the development of a better management and health system to improve health outcome. A health system includes governance, access to medical product and technologies, health financing, health workforce, health information and research. Within the Indonesia Midterm Development Goal (2020-2024), National Health Strategic Plan (2020-2024), Ministry of Health Digitalization Blueprint 2021-2024 and the UNDP 2021-2025 Country Programmme Document for Indonesia, UNDP will seek strategic direction and resources mobilization to fill in the gaps in improving access to health in Indonesia under UNDP Health Governance Programme managed by the Health Governance Cluster Democratic Governance and Poverty Reduction Unit (DGPRU).
UNDP health governance Programme in Indonesia focuses on 2 areas in support of Universal Health Coverage (Jaminan Kesehatan Nasional / JKN):
- Strengthening an enabling policy,regulatory and institutional environment for accessto new health technology
- Capacity Development and Innovative Solutions for implementation of national health programmes (programmatic, grant management, logistics management information systems, procurement)
Under area of support 1, UNDP Indonesia implements activities related to the regional programme “Access and Delivery Partnership” (ADP project).
ADP focuses on strengthening the capacity of stakeholders in LMICs to facilitate the development of the systems and processes required to effectively access new health technologies and introduce them to the patients in need. Led and coordinated by UNDP, ADP is a unique collaboration among UNDP, WHO, the Special Programme for Research and Training in Tropical Diseasesat the World Health Organization (TDR) and PATH (as an organizational non-profit global healthorganization). Working together,the ADP partners leverage the expertise within each organization to provide the full range of technical skills necessary to strengthen capacity in Low Middle-Income Countries (LMICs). This support will enable LMICs to enhance their capacity to access, introduce and deliver new health technologies for TB, malaria and Neglected Tropical Diseases/NTDs.
The Project Associate’s key functions will be to enable the smooth implementation of the ADP project on a day-to day basis. The work will contribute to the achievement of Target 3.8 of the 2030 Agenda for Sustainable Development, which focuses on the achievement of Universal Health Coverage (UHC), including financial risk protection, access to quality essential health care services, and access to safe, effective, quality, and affordable essential medicines and vaccines for all. This work is also in alignment with UNDP’s Strategic Plan: 2022-2025 and its HIV, Health and Development Strategy2022-2025 similarly recognize resilient and sustainable health systems as the foundation for achieving health and development broadly.
Scope of Work
Support the implementation of project activities and project management
- Support to the UNDP CO HealthGovernance Cluster leader in the formulation of country and ADP workplans and activity planning including budgets;
- Assist with monitoring the day to day requirements of delivery and results accountability;
- Support the roll-out and organization of in-country activities in line with agreed workplans; ensure regular activity monitoring towards successfulcompletion;
- Support the reporting on project results and achievements and ensure knowledge material are available to showcase the progress and impact of the project;
- Support the preparation of substantive and financial reporting to ADP regional and HQ units as needed;
- Perform other program supportduties as requested by the UNDP Health Governance Cluster Leader in relation to ADP and Digital Health Reform including the National Health Logistic Management and Information System (SMILE), Biomedical Genome & Science Initiative and relevant future projects.
Support the provisionof administrative and procurement supportservices
- Working with HEART Project management Unit financial and administrative team, support the arrangement of logistical, administrative and procurement services for the organization of meeting, seminars, and workshops arrangements as needed;
- Support the Health cluster leader in developing TOR for consultants and work closely with UNDP HR and Procurement units for recruitments of consultants;
- Maintain adequate filing systemfor supporting documents related to travelsor procurement actions for audit purposes according to UNDP Rules and Regulation;
- Track and maintain records of assets and inventories purchased from ADP budget in compliance with UNDP rules and regulations (i.e. POPP);
- Provide support to translation activities to and from BahasaIndonesia, if and as required;
- Perform other administrative and procurement support duties as requested by the UNDP Health Governance Cluster Leader in relation to ADP, the National Health Logistic Management and Information System (SMILE), Biomedical Genome & Science Initiative and relevant projects
Support project partnerships building and communications activities
- Support the establishment of effective partnerships with government officials, ADP project partners, UNDP CO colleagues and other relevant institutionalstakeholders;
- Contribute to the development and dissemination of communications materials showcasing the work of ADP in the country, liaise with ADP colleagues and focal points in other ADP program countries as needed;
- Support the convening of capacity building activities or training initiatives, liaising with the country office operations team as needed;
- Assist in compiling lessons learned and findings from ADP interventions and activities into knowledge and communication products;
- Support the regular maintenance of key stakeholders list with updated contact details to be used for event or meeting organization;
- Perform other partnership building and communications building activities as requested by the UNDP CO Health Governance Cluster Leader in relation to ADP and SMILE program activities.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The direct supervisor of this activities is the National Technical Specialist for Health Governance Programme (HEART)/ HEART Cluster Lead. She/He will work/liaise closely with the ADP team in BKK/BRH. The organigram in Annex shows the position of this function within the office and unit structure.
