Office / Unit / Project Description       

The United Nations Development Program (UNDP) is the frontier organization of knowledge for sustainable development within the United Nations system and serves as an integrator for collective action to achieve the Sustainable Development Goals (SDGs). 

The 2030 Agenda for the SDGs and the commitment to leave no one behind reflect the interdependence of health and sustainable development, including worsening economic and social inequalities, the climate crisis, rapid urbanization, the persistent burden of HIV and other infectious diseases (e.g. malaria, tuberculosis), the growing burden of noncommunicable diseases and the emergence of health threats. The scope and scale of health and well-being for all requires innovative partnerships and financing.

UNDP supports countries in health according to UNDP’s strategic plan 2022-2025 , summarized in its "3x6x3" framework, including strengthening institutions to progressively ensure universal access to basic services. services based on structural transformation, building resilience and leaving no one behind and  the HIV and health strategy Connect the dots 2022-2025:  Reduce inequalities that fuel disease, promote effective and inclusive governance for health, and build resilient and sustainable health systems. 

As a trusted and long-standing partner with extensive operational experience, UNDP supports Togo to effectively implement complex, multilateral and multisectoral health programmes while simultaneously investing in actions on gender, poverty, governance, development finance and the broader effort to achieve and sustain the Sustainable Development Goals. UNDP works in partnership with the country, WHO and other partners to respond to health emergencies and the health and vulnerability dimensions of populations in crisis/post-crisis situations.

As part of its support for the recovery of the economic and social fabric impacted by the covid 19 pandemic, UNDP Togo has set up a vast project to support the recovery of basic structures: "Support project for decentralization and community development", with a component to support the development of the health system, and the recruitment of a medical specialist in public health to support the office in the implementation of these Various projects to support the resilience of the health system. This substantial UNDP support to the recovery of the health sector through the implementation of innovative projects (digital health) and bringing about change (modernization and strengthening of the technical platform of hospitals) for the improvement of the living conditions of populations in a context of security fragility. 

Scope of work

Monitor the implementation of the health component of the Decentralization and Community Development Support Project by focusing on the achievement of the following results:

  • Follow the construction process of the nephrology and hemodialysis department at CHU Kara and the national digital health center in Lomé by finalizing the DAO, recruiting the construction company, project management and construction monitoring. 
  • Support the acquisition of medical equipment through the preparation of technical specifications of equipment.
  • Ensure quality assurance and identify potential risks.
  • Monitor the procurement process with suppliers. 
  • Coordination with partners
  • Ensure the follow-up of the PTAs by supporting the drafting and analysis of delivery plans and disbursement plans. 
  • Evaluates budget lines and ensures that expenditures are in line with the activities outlined in the approved annual work plan of the project. 
  • Prepare implementation and financial reports according to the established timetable. 
  • Prepare financial reports for the donor as well as other required reports.

Ensure the planning and monitoring of medical equipment acquisitions under the covid emergency project with the Islamic Development Bank, focusing on achieving the following results: 

  • Support the acquisition of medical equipment through the preparation of technical specifications of equipment.
  • Ensure quality assurance and identify potential risks.
  • Monitor the procurement process with suppliers. 
  • Ensure the follow-up of the PTAs by supporting the drafting and analysis of delivery plans and disbursement plans. 
  • Evaluates budget lines and ensures that expenditures are in line with the activities outlined in the approved annual work plan of the project. 
  • Prepare implementation and financial reports according to the established timetable. 
  • Prepare financial reports for the donor as well as other required reports.

Monitor the planning and implementation of universal health insurance project activities budget planning and financial management with a focus on achieving the following results:

  • Support the preparation, revision of the PTA and follow-up on Quantum.
  • Doing regular budget planning
  • Ensure the follow-up of the PTA by supporting the drafting and analysis of delivery plans and disbursement plans.
  • Evaluates budget lines and ensures that expenditures are in line with approved annual work plans.
  • Prepare reports and reconcile financial data at regular intervals.
  • Prepare financial reports for the donor as well as other required reports.

Provide programmatic support to the Governance, Inclusive Growth, USP units focusing on achieving the following results:

  • Plan procurement actions for individual consultants, goods, works and services according to the procurement plan. 
  • Schedule requisitions: receive contracts for individual consultants, goods, works and services in Quantum.
  • Carry out budgetary controls for requests, orders and follow up on supporting documents.
  • Develop and monitor disbursement plans, delivery plans and NEX advance clearance plans for health projects.
  • Support the mobilization of the Office's resources.
  • Facilitate knowledge development and sharing within the Office.

Represent the office with technical partners in the field of health and anyother task assigned by the Deputy Resident Representative in the management and monitoring of projects:

  • Strengthen partnerships with institutions.
  • Participate in site visits.
  • Support the follow-up of the PNDS.
  • Participate in PTF Santé meetings.

Institutional arrangement

  • The Health Specialist will work under the direct supervision of the Programme Officer for Inclusive Growth and Access to Basic Social Services and will be headed directly by the Deputy Resident Representative under the general direction of the Resident Representative.

Minimum Qualifications of the Successful IPSA

Min. Education requirements Generalist practitioner, with a Master 2 in Public Health and any other related qualification, related to the mission
Min. years of relevant work experience 
  • Practical experience of at least two (02) years in planning, administering, or managing projects in the health sector in national and/or international development organizations, 
  • At least 02 years of experience in a similar position with UN agencies/donors is required. 
Required skills 
  • At least 02 years' experience in project cycle management (identification, preparation, evaluation, supervision, and completion).         
  • At least 02 years' experience in developing funding proposals in the health sector.
  • Proven experience of at least 02 years working in the field of global health, including health systems support.
  • Excellent analytical and writing skills. 
  • At least 02 years' experience in audit preparation and follow-up.       
  • At least 05 years' experience in a similar position with UNDP or other UN agencies.
