Job Title: Operational Information Management Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

 

 

The Emergency Operations Division (EME) supports WFP’s Regional Bureaus, Country Offices, and partners to stay ahead of the curve by preparing and responding to current and future emergencies in a changing humanitarian environment.

The Division contributes to WFPs strategic goal of achieving Zero Hunger through ensuring the organization is ready for the future while using innovative emergency and response approaches towards reducing food insecurity and vulnerability, and through the management of an emergency preparedness and response portfolio  It provides a field focused, service oriented, steering and convening role focusing on forward looking preparedness and support to emergencies to ensure a swift, coordinated, and integrated response.

The position can be based in Head Quarters, Regional Bureaus, and Country Offices. Under the supervision of the hiring unit, the incumbent will support in all Operational and Capacity Support Information Management and Performance Reporting activities, hereby contributing to the establishment and presentation of a standard operating picture of the WFP portfolio and associated results to facilitate informed and timely decision-making at all levels throughout the organization.

 

 

The OIM Roster is a database to fill OIM and Reports officer positions in the field, Operational Center (OPSCEN) Emergency Officer positions in HQ and temporary surge staffing needs in emergencies, including IM roles in emergency-related clusters and programmes.

 

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

    • Lead the production of Operational Information Management (OIM) products in line with established review and approval workflows. Products include but are not limited to situation reports for WFP and external audiences, donor reports, briefs, dashboards, Daily Operational Brief entries, project proposals, talking points, among others.
    • Analyse the political, humanitarian and policy landscape pertaining to WFPs current and future responses, including donor policies, trends and preferences, to inform WFP's strategic information provision to key decision-makers.
    • Build innovative solutions to further improve WFPs Information Management Products and Processes.
    • Liaise with Country Office, Regional Bureau and Headquarters teams as relevant to channel information requests and cooperate on editing needs
    • Provide emergency reporting and Information management guidance to OIM officers at CO and RB level and provide analytical and technical support in streamlining reporting tasks.
    • Analyse inputs and draft relevant, concise and engaging content to inform programme redesign and adaptation, as well as advocacy and fundraising efforts.
    • Build relevant information and data from media and local internal and external sources to build 'Essential Elements of Information', facilitate and maximize the exchange of information and data flows between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
    • Lead the collation and dissemination of political and humanitarian analysis pertaining to WFP's current or future responses and donor policies, trends and preferences to ensure country-specific input to WFP's operational reporting.
    • Lead the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting through assisting in the delivery of the OIM & PR training on core competencies.
    • Lead COs or RBs in emergencies by preparing, organizing, and providing secretarial support to Operational Task Forces (OTFs).
    • Provide administrative support to the OIM unit and/or the relevant Division, as needed.
    • Deploy to emergency operations to take on Operational Information Management and Communications activities as required.

 

Additional Accountabilities that may be requested

 

    • Development in consultation with cluster partners, of response plans, strategy and logframe (e.g. HRP), including definition of targets and financial requirement;
    • Periodic monitoring of the response against the clusters’ response plans, strategy and logframe;
    • Put in place a funding tracking system to have up-to-date and reliable information on funding activities.
    • Draft and publish stories, articles, blog post and social media posts for publication on relevant WFP and IT/ETC platforms;
    • Collaborate with counterparts internally and externally to ensure consistency in humanitarian information.
    • Assist in the procurement of visibility materials (banners, t-shirts, stickers) for emergency operations and events.

 

 

Please note that as various roles come up and the pre-vetted candidates are selected from this roster to fill them, the selected candidates will be offered Short/Long term Consultancies or Stretch Assignments (TDY) based on their current contractual level and modality.

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:

 

Education:

 

 

Advanced University degree in International Relations/Affairs/Development, Political Science, Conflict Analysis, Information Management, Journalism, Data Science, Social Sciences, International Law or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.

 

 

Experience:

 

 

At least 5 years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

 

 

Knowledge and Skills:

 

 

  • Strong writing skills with a demonstrated ability to research, draft and clear concise information products or analyses.
  • Excellent analytical and conceptual skills.
  • Excellent knowledge of humanitarian operations, methods and systems.
  • Knowledge of current political events; advanced, region-specific knowledge is an advantage.
  • Strong ability to use standard office software (MS Office) and Interest for new technologies and business intelligence solutions
  • Knowledge of design or graphic software is an advantage.
  • Knowledge of data visualization and/or base management is an advantage.
  • Knowledge of analytics and data management software is an advantage (e.g. Tableau)
  • In-depth knowledge and experience in one or more WFP focus areas (emergency humanitarian assistance, food security, logistics, nutrition, etc.)

 

 

 

Languages:

 

 

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
