The GlobalABC plans to host a Buildings Pavilion at COP28 (see video of the COP27 Buildings Pavilion), in close collaboration with and sponsored by members and partners of the GlobalABC, in particular the International Code Council (ICC), the We Mean Business Coalition (WMB) and the World Business Council for Sustainable Development (WBCSD). The Buildings Pavilion should serve as hub and home to the buildings and construction community at COP28 and highlight the key role buildings and construction have for effective climate action. A buildings and construction programme for the duration of COP28 is anticipated, in close collaboration with GlobalABC partners such as the BuildingToCOP coalition. A special focus will be on high level commitments, actions, and meetings between private and public sector actors of buildings and construction.
At COP27, the Buildings Breakthrough co-leads - France and the Kingdom of Morocco, together with supporting countries, joined forces issuing an official call to all countries to join the Buildings Breakthrough to accelerate the transition to sustainable buildings for everyone everywhere. To date, 21 countries have joined the Buildings Breakthrough and 15 initiatives have announced their support to be listed as leading initiatives. In March 2024, the Government of France and UNEP, in partnership including with the GlobalABC, will co-organise a Global Forum on Buildings and Climate. A first of its kind, this Forum will take place during 3-4 days in Paris, France, bringing together national governments, policymakers, international organisations, local authorities, the private and financial sector, industry experts as well as a section of the civil society, to accelerate the achievement of the Buildings Breakthrough by 2030.
To these ends, an experienced consultant leading the logistical and organisational aspects of COP28 Buildings Pavilion and 2024 Global Forum on Buildings and Climate is needed. This includes all organisational and logistical matters such as:
- Coordinating sponsorship; liaising with the COP28 contractors on setting up the physical pavilion; coordinating the technical set-up; ensuring the pavilion meets with COP28 and UNEP requirements; and coordinating the programme.
- Coordinating the Forum’s logistics, partnership UNEP/France, travel support, agenda and sessions, connection between the Forum and the 2024 GlobalABC Assembly, venue, invitations, participants, etc.

Duties and Responsibilities
Since 2015, UNEP hosts the Secretariat of the Global Alliance for Buildings and Construction (GlobalABC), launched during the first Buildings Day at COP21. With 280 members, including 39 countries, the GlobalABC is the leading global platform for governments, private sector, civil society, research, and intergovernmental organisations committed to a common vision: A zero-emission, efficient and resilient buildings and construction sector. GlobalABC’s mission is to connect governments, private sector and organisations to drive the transformation towards a zero-emission, efficient, and resilient buildings and construction sector towards this vision. GlobalABC does this through three strategic aims:
¿ Be a global advocate and a catalyst to action: GlobalABC advocates for market transformation and focuses on catalysing action by defining a carbon neutrality strategy for the built environment.
¿ Be a trusted platform to set targets and track progress: GlobalABC tracks progress in its annual Global Status Report for Buildings and Construction (Buildings-GSR), and its Building Climate Tracker, a new index to track progress in decarbonization in the sector.
¿ Support countries in setting priorities and measures based on their situation: GlobalABC develops policy guidance and global, regional, and national buildings and construction roadmaps outlining aspirational targets, timelines, and key actions for essential policies and technologies, and offering a model for national and city-level buildings and construction roadmaps to support and raise the ambition of NDCs.
The consultant will be the focal point and responsible for all organisational and logistical matters relating to the COP28 Buildings Pavilion and 2024 Global Forum on Buildings and Climate. Tasks will include the following, all in close collaboration with the GlobalABC Secretariat, GlobalABC members and partner’s in particular the International Code Council (ICC), We Mean Business Coalition (WMB) and the World Business Council for Sustainable Development (WBCSD), as well as UNEP and the Government of France.
1. Coordinating sponsorship for the pavilion, including with the ICC and pavilion sponsor.
2. Liaising with the COP28 contractors on setting up the physical pavilion, including the construction and the design of the Buildings Pavilion.
3. Coordinating the technical set-up including audio, visual, and live-streaming.
4. Ensuring the pavilion meets with COP28 and UNEP requirements, rules and regulations.
5. Coordinating the programme including ensuring logistical and organizational needs for key sessions are met.
6. Serving as main coordination focal point for and among GlobalABC sponsors, members and partners of the Buildings Pavilion and the GlobalABC.
7. Coordinating with the GlobalABC Communications lead to ensure successful website set up, e.g., embedding of Pavilion content via the GlobalABC website.
8. Supporting session preparation e.g., agendas and speaker briefing.
9. Preparing calls/meetings with sponsors, partners and members of the Buildings Pavilion and the GlobalABC.
10. Liaising closely with the Buildings Pavilion communications focal point.
11. Coordinating the logistics for the 2024 Global Forum on Buildings and Climate (the Forum)
12. Liaising closely with the co-organisers of the Forum, i.e. UNEP and the Government of France
13. Coordinating any potential travel support for participants of the Forum
14. Liaising closely with the GlobalABC Secretariat for the Forum, including for communications, programming of the Forum’s agenda and sessions potential connection between the Forum and the 2024 GlobalABC Assembly.
15. Coordinating for matters relating to the venue, invitations, participants of the Forum.
16. Perform other tasks as may be requested by the Programme Officer, Buildings and Construction (supervisor).
Advanced university degree (Masters or equivalent) in business administration, public policy, economics, environmental or social sciences, or engineering with a buildings and construction focus. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 5 years of experience in the field of logistics and/or organizing large events or set-ups similar to COP, pavilions, or international forums. Experience in sustainable buildings, environment, climate change or related field is desirable. Experience of working with international organizations is an asset. Experience with intergovernmental processes is desirable.
Excellent oral communication and writing skills in English is a must. Knowledge of an additional UN language in particular French or Arabic is an asset.
