The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation.  The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy (countries beyond IEA). The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.

The IEA Energy Data Centre (EDC) is responsible for collecting and disseminating a broad portfolio of energy statistics to monitor developments in the energy sector and to provide to its Members and beyond a sound basis for policy decisions. EDC seeks a data analyst to strengthen the IEA’s work on data, developing new indicators and consolidating existing processes.

Main Responsibilities

Within the Energy Data Centre, your mission will be to develop data and timely indicators related to innovation, employment and help the IEA in its mission to become a dynamic hub for the collection, analysis and dissemination of real-time energy data using digital tools. An important component of the mission will be related to the analysis and development of people-centered energy transition, including indicators on gender in energy.

Developing datasets and indicators\:       

Further develop and maintain the Gender portal for indicators related to gender on areas such as employment, innovation, policy and entrepreneurship.

Generate indicators from a large scale household survey to analyse households behaviour regarding their energy usage

Explore how data from social media (Twitter, LinkedIn) can be used to develop behavioural indicators relevant for analysis on people-centered energy transitions.

Develop  indicators for employment in the Energy sector in collaboration with ILO (International Labour Organisation)

Develop and implement scrapers in order to capture new sources of real-time energy data (electricity, gas, emissions); Explore work in new areas related to energy use (aviation, maritime transport) and emissions (CO2, methane) where real-time data can be extracted and converted into valuable indicators.

Contribute to the modernization of EDC data processes by creating robust scripts and implementing best practices.

Working with databases\:

Work with Data Engineers to ensure the data is stored and structured in a way that maximises accessibility and usability, and facilitates dissemination.

Converting data into descriptive and empirical analysis

Generate BI reports to visualise observed data in the domains set  out above, and develop tools for the generation of automated reports converting such trends into insightful stories.

Work with policy analysts across the Agency on data analysis and the preparation of reports that seek to explain observed outcomes in the areas set out above.

Work with the Communications and Digital Office to generate powerful visuals and data portals.

Ideal Candidate Profile

 Academic Background

An advanced university degree in quantitative fields such as Mathematics, Statistics or Data Science

Professional Background

At least 1 to 2 years of relevant experience in the production and/or use of data or statistics gained in the private sector, university, public research institute, national administration or or international organisation.

·       Experience with the use of applied econometric techniques for policy analysis, and familiarity with associated software (e.g. Python, R, STATA) strategies would be an advantage

Demonstrated experience in quantitative analysis and/or knowledge in the energy field would be an advantage.

Tools

Python or other relevant languages

SQL and more generally understanding of databases structure and logic

Power BI or other BI tools

Skills

Drafting skills

Strong communication skills, including capacity to present technical content to non-technical audiences.

 Languages

·     Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn the other.

Knowledge of other languages would be an asset.

Contract Duration

6-month temporary contract, with the possibility of renewal.

Ideal start date\: late August

 

This opportunity is primarily open to serving officials. It is also open to temporary staff.

Selection process

Short-listed applicants will be invited to an interview with the hiring manager in early September.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.

 

Salary Information

 Salary and conditions will depend on the experience of the selected candidate as well as on her/his status (temporary staff or official).

·    Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.

For temporary staff, monthly gross salary of 2,740 EUR
