ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Division of Funding Partner Relations (GLO/FPR) and GEF Focal Point in particular, serves as the main channel of communication and interaction between Member States, funding partners and UNIDO. It establishes, maintains, coordinates, oversees, and monitors the Organization's official contacts with Member States and establishes and maintains strategic and policy-level relations with funding partners.
In this capacity, GEF Focal Point acts as the focal point for the Organization's funding partners, including GEF/GCF/AF, which entails negotiation and coordination of programming and consultative processes with GEF/GCF/AF in close cooperation with relevant organizational units, providing necessary guidance to such units to enable timely submissions to funding partners; the provision of practical advice to all organizational units to facilitate UNIDO’s compliance and alignment with funding partner requirements, policies and regulations, as well as with the terms of funding agreements and UNIDO policies and procedures governing voluntary contributions; among others.
PROJECT CONTEXT:
UNIDO is in the process of finalizing its Green Climate Fund (GCF) accreditation process and operationalizing the partnership with both funds, the GCF and the Adaptation Fund. The operationalization of these funding partnerships is to be achieved by means of efficient UNIDO internal guidelines and increased capacity to develop GCF/AF/GEF projects, as well as continued compliance with the funds’ strict policies and standards, incl. ESS. In the medium term, it is expected that this cooperation will result in an increase in UNIDO’s climate change project portfolio volume allowing the organization to leverage larger scale support to developing countries in their struggle to mitigate and adapt to climate change towards transformational change. The growing portfolio also relates to an increasing need to provide compliance support to projects regarding external and internal policy requirements, such as ESS.

MINIMUM ORGANIZATIONAL REQUIREMENTS:
Education: Advanced university degree in a relevant field, preferably with a specialization in environmental management, social development, public affairs, international relations, international development, and/or economics, is required.
Technical and Functional Experience:
- A minimum of three (3) years experience with technical cooperation projects and programmes in the area of sustainable industrialization and safeguarding the environment is required. Exposure to the needs, conditions and problems in developing countries is desirable.
- Experience with proposal/project development in an international environment is required.
- Experience providing quality assurance services is required.
- Experience working with multilateral donors and project partners, and maintaining strategic partnerships is desirable.
- Experience with evaluating the needs, conditions and problems in developing countries, is desirable.
- Experience with or knowledge of the GEF/GCF/AF project development cycle is desirable.
- Experience with or knowledge of the climate finance architecture is desirable.
- Experience in a multicultural, international work environment, such as in UNIDO or in the UN system, is desirable.
Languages: Fluency in written and spoken English is required. Fluency and/or working knowledge of other official UN languages, particularly Spanish and/or French, is desirable.
