About the Position
PHIA Foundation, is seeking to hire a qualified candidate to fill the position of Programme Technical Advisor. The position is for the project title “Implementation of a pilot project in the Forest Fringe Block/Villages of Jharkhand, India to demonstrate Integrated Forest and Watershed Management Planning (IF&WMP) for drought proofing of climate vulnerable regions”. The project is a part of Infrastructure Climate Resilient Growth (ICRG) programme being implemented in seven states of the country with the donor support of Foreign, Commonwealth Development Organisation (FCDO). The project’s main focus is to build local capacities and strengthen community participation to ensure that local voices are included in climate resilience planning.
Under the ICRG programme a web and mobile based GIS aided tool (CRISP-M) has been developed as a GIS and planning tool to support in planning, implementation and monitoring of MGNREGS. The tool has been customised for its implementation in the State. The tool is in its current phase of development with the technical support of International Institute of Environment and Development (IIED), UK. During its initial phase, the project is being implemented in select villages of Mahuadanr block of Latehar district, Jharkhand. The piloting and upscaling of the tool in the State is being done by PHIA foundation with technical support of IIED, UK. As a part of the project, a Climate Action Unit (CAU) will be set up with the collaboration support of Department of Rural Development (MGNREGA Cell) and Department of Environment, Forest and Climate Change, Jharkhand which will act as a Project Management Unit (PMU) and assist supervision, monitoring and convergence support.
The project is expected to achieve the following objectives:
1. Climate risk informed participatory planning of Integrated Forest and Watershed Management planning for drought proofing to strengthen climate resilience.
2. Develop a convergent planning model in forest fringe villages.
3. Creating transparency and accountability by remote sensing- based monitoring and planning
4. Drought concurrent monitoring and reporting system to support early warning and early action.
Job Description
The programme intends to engage the Programme Technical Advisor for overall planning, implementation, supervision and guidance for the effective implementation of project in the State.
Duties and Responsibilities:
- Overall Coordination, management and delivery of the project within the project ambit.
- Develop a detailed project plan, budget control and monitoring mechanism for the project
- Ensure capacity building of the team on the use of GIS based planning and climate information tool CRISP-M developed by IIED, UK and JSAC.
- Onboarding of all relevant stakeholders involving government departments at State, district and block, CSOs and other such institutions relevant for the project
- Responsible for facilitating necessary planning and implementation, building capacities of stakeholders and supporting the team in activity implementation on the different components of climate resilience infrastructure development in the operational area.
- Design and lead training of Govt officials, MGNREGS functionaries, project team, PRI members and communities on climate information services, climate risk management and monitoring of climate impacts.
- Meet budgetary objectives and make adjustments to project constraints based on financial
- analysis
- Guide the project team in developing mini and micro watershed plan with the inclusion of forest fringe villages to strengthen climate actions on the basis of ridge to valley approach.
- Plan and guide the team to undertake activities to increase participation of marginalised communities promoting climate resilience approaches in MGNREGA planning and NRM works.
- Undertake day-to-day management of the overall project including effective implementation and document progress towards the achievement of outputs.
- Prepare work plans, produce timely reports – financial and progress reports, generate periodic updates/ reports to be shared with donors and external stakeholders.
- Support and mentor the team in preparing block specific plans/ strategies within the agreed outcome framework to ensure progress of the project in a time bound manner.
- Organize regular project review sessions with Gram Panchayat implementers, Districts and Block implementers and monthly meetings with other team members of PHIA, with the aim of establishing and/or verifying emerging needs, update progress, gaps and priorities.
- Overall coordination with different project teams in the state and support in implementation and monitoring of the project.
- Contribution to other leadership functions and roles in the state of Jharkhand.
Qualifications/Experience/skills/knowledge and expertise
Essential(s)
- She/he should be Masters/Post Graduate Diploma in Rural Development/ Management with at least 10 -15 years working experience of working in development sector.
- Fluency in English and Hindi oral and written communication, with demonstrated experience/ writing samples in English and Hindi.
- Proficient in MS-Office with excellent MS-Excel knowledge, internet, outlook and email.
- Relevant experience of at least 5 years in NRM/watersheds/Disaster Risk Reduction/ Institutional Development planning and implementation,
- Data management, analysis, report writing
- Experience in coordinating/dialoguing with state and district block departments.
- Organized, team player, self-starter and results-oriented individual.
- Ability to work with a range of people from diverse backgrounds in an open-minded, non-dogmatic manner.
Desirable
- Previous working experience of bilateral/ multilateral projects
- Speak/ understand Chotanagpuri link language
- Proficient in using digital tools
- Commitment for the entire project duration
- Readiness to travel to remote village areas and be adaptable to forest areas with minimum support.
