Mission and objectives

UNICEF works to help the children of Indonesia reach their full potential. We assist our partners to monitor and measure progress against these rights via the child-focused Sustainable Development Goals, with an emphasis on the most vulnerable children. Our programme interventions are rights-based, cut across different sectors, respond to the specific needs of girls and boys and address the vulnerabilities and strengths of children in their first and second decades of life. UNICEF has a strong on-the-ground presence in Indonesia, with seven regional and sub-regional offices. These are primarily in areas with the greatest disparities and service gaps. They complement our high-level policy and programme advice with practical support for planning, financing and service delivery, especially to advocate for quality, equity and sustainability. Indonesia has the world’s fourth largest child population. UNICEF's presence in the country means we have the potential to impact more than 80 million children. Context

UNICEF is the global custodian/co-custodian for child-focused indicators. At the country level, UNICEF supports in generating, analysing, and using of child focused indicators for the benefit of children and adolescent. The works are including leading in methodological works, advocating to adoption of international standards, supporting the monitoring of SDGs achievement while also establishing mechanism for compilation and verification of national data to be submitted into global database. In Indonesia UNICEF has developed a good partnership with BPS – Statistics Indonesia to strengthen the various national surveys and census in order to filling data gaps in term of availability, accessibility and use of quality disaggregated, not only data for child focused SDGs indicators but also for other child related data. UNICEF has been also partnering well with BAPPENAS for developing and implementing the National SDGs Dashboard to allow a proper monitoring the achievement of SDGs by national and sub-national government. The dashboard is also become a strategic mechanism to promote regular updating of data for child focused SDGs indicators as those indicators are well featured in the dashboard. Starting last year, UNICEF has been also supporting the Ministry of Women Empowerment and Child Protection (MoWECP) to improve their capacity and attention to good quality of children related data as well as child focused SDGs indicators, which in turn will support in promoting the improvement of child related data in Indonesia. In relation with using of the data to strengthen government’s evidence-based policy formulation and programme strengthening for children, UNICEF has also been working to strengthen various analysis, studies, and research for utilizing the improved quality data in addition to other secondary and qualitative data. Among others, UNICEF is currently collaborating with SMERU to conduct studies/research on various topics such as child poverty, landscape analysis of children with disabilities, and the impacts of Covid-19 pandemic to the progress of child focused SDGs. In order to support the above tasks, a national UNV on data and research will be recruited who will provide technical support as well as liaison with key government counterparts. In consultation with national and international experts, the UNV will assist in the implementation of UNICEF role as custodian of child focused SDGs, support to UNICEF work on promoting national and sub-national monitoring of SDGs and will provide support in various data and research works of Social Policy Cluster. The UNV will also provide support to Social Policy in supporting other UNICEF Program Cluster in data related works especially in liaising with BPS, BAPPENAS, and MoWECP as necessary. The UNV will be placed in the UNICEF Indonesia Social Policy Cluster. Under the guidance of the supervisor, the UNV will be expected to provide a cross-sectoral support to other UNICEF sections and units (child protection, social policy, health, communication, etc.).

Task description

Under direct supervision of the Social Policy/Statistics Specialist in charge of data and research, who work together with data and innovation team and other specialist under the leadership of Social Policy/Statistics Specialist, the UNV will undertake the following tasks: 1. Provide technical support in the implementation of UNICEF role as custodian/co-custodian of child focused SDGs in Indonesia, including advocacy for integrating MICS Mod-ule/topics into national household surveys. 2. Provide support in updating data on children from national households surveys. 3. Play main support role in liaising as well as deliver active support in coordination and con-sultation with relevant parties (BPS, Bappenas, MoWECP, SMERU/other research part-ners and internal UNICEF) to ensure smooth implementation of programme cooperation and good quality of results. 4. Provide technical support in the implementation and further development of National SDGS Dashboard, through UNICEF collaboration with BAPPENAS/National SDGs Secre-tariat. 5. Provide support to support Social Policy Cluster in programme reporting, particularly linked to midyear, annual reporting and for the preparation of the Annual Work Plan as well as the Mid-Term Review. 6. Provide technical support in UNICEF works with BPS, including in supporting other clus-ters in data and research related works with BPS. 7. Provide support in compilation of national child related data for submission to CRAVE and Global SDGs database.
