GBV Unit

UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. An unprecedented 82.3 million people around the world have been forced from home. Among them are nearly 26.4 million refugees. Responding to the needs of children is a core component of UNHCR's protection mandate.

Gender-based Violence (GBV) is a human rights abuse and women and girls are disproportionately affected by GBV around the world. In displacement contexts, GBV is often heightened, particularly during emergencies. Individuals who are asylum-seekers, refugees, stateless, internally displaced, and who are returnees (collectively referred to as persons of concern (PoC) to UNHCR) are at-risk of GBV, irrespective of age, gender or other diversity considerations. For UNHCR, preventing, mitigating and responding to GBV is a core part of the mandate to protect.

The Field Protection Service within UNHCR Headquarters’ Division of International Protection helps to strengthen preparedness and response to the most critical protection risks, faced by the persons of concern, through analysis, operational guidance to field operations, emergency deployments, and mobilization of partners and other stakeholders. It also analyses and strengthens protection knowledge and skills within UNHCR and partners to address acute protection concerns arising from conflict, disasters and the adverse effects of climate change.

An essential part of GBV programming is case management. Under the leadership of the Global GBVIMS Technical Team, UNFPA developed the GBV Case Management E-Learning tool to allow frontline GBV caseworkers working in different countries to participate in a self-paced and guided e-learning on the Interagency GBV Case Management Guidelines. As a member of the Global GBVIMS Technical Team, UNHCR in collaboration with UNFPA is leading the review and finalization of the GBV case management e-learning tool. In order to achieve the expected outcomes of advancing practitioners’ skills and competencies and knowledge on GBV case management, UNHCR is seeking a consultant to work with to review, edit and finalize the e-learning modules. This includes supervision of institutional design expertise to revise and edit GBV case management e-learning modules in and from English to Arabic, and Spanish, encompassing learning trends throughout the training.

Overall Purpose and Scope of Assignment:
Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (time lines, value of the service rendered in relation to the cost, timeliness) and work plan:

Under the direct supervision of the GBV officer, the incumbent will be responsible for undertaking activities for the following workstreams:
- Review and organize case management e-learning modules.
- Oversees instructional designer (s) who will edit the e-learning modules and tools in and from English to Arabic, and Spanish, encompassing learning trends throughout the training.
- Coordinate the process closely with the GBVIMS inter-agency coordinator, the UNFPA Humanitarian Learning Specialist (as the 'custodian' of the e-learning platform), and the GBV Case Management Working Group of the GBVIMS.
- In collaboration with the inter-agency team, support the instructional designer (s) to design the multimedia content for integration in Articulate Rise.
- Work with the global GBVIMS Technical team to operationalize of GBV case management e-learning guidelines
- Organize meetings and communication with the Global GBVIMS Technical Team to discuss the status of achievement and clarify any outstanding questions.
- Operationalization of these guidelines to increase access to GBV case management services that meet international standards for GBV survivors across the world.
- Ensure a logical and smooth transition from one activity to another with a clear linkage to the skills tackled by each activity.
- Organize a total of five (5) webinars targeting UNHCR and Interagency GBV actors to disseminate the e-learning modules and tools, in coordination with the GBVIMS global team and UNFPA.
- Prepare 2 training plans, an Inter-agency case management training plan as well as an UNHCR targeted case management training plan, incorporating the GBV CM e-learning.
- Support with other GBVIMS technical team initiatives as appropriate

Qualification and experience required (degree required, years of work experience, field of expertise, language required):
a. Education (Level and area of required and/or preferred education)

- Advanced degree in a relevant field such as Social Science, Public Health, Psychology, Human Rights, International Development, Political or Equivalent.
- Work Experience (in relation to education level, please refer to the annex; List minimum number of years and area of relevant work experience. Clearly distinguish between required experience and experience which could be an asset.)
- In addition to an advanced degree, at least 6 years of professional experience in the field of gender-based violence with a minimum of 3 years in GBViE with a focus on delivery or leading GBV Case Management interventions.
- Excellent interpersonal skills and ability to work effectively in a multicultural and changing environment, communication skills, teamwork, analytic thinking, planning and organizing, time management, creativity and innovation, and client orientation
- Experience developing learning platforms such as Articulate Rise Storyline.
- Good verbal and excellent written communication skills.
- Experience in facilitating adult learning and can identify innovative ways of to engage learners
- Experience in and knowledge of forced displacement settings
- Experience in producing good practices documentation is an advantage
- Demonstrated ability to handle resistance to gender transformation change
- The candidate must present a sample of previous work done on training or adaptation of GBV response tools in a humanitarian context
- Experience in GBVIMS, GBV and GE programming is an advantage
- Fluency in English; language skills in Spanish and French are desirable.

The consultant will supervise the instructional designer (s):
- to design the multimedia content for integration in Articulate rise
- to integrate multimedia content in Articulate Rise and Storyline for 3 language versions.
- Organize bi-weekly meetings with GBVIMS Global team to present progress of the work

- Review and finalization of e-learning training
- Prepare a UNHCR and inter-agency training strategy for the implementation of GBV case management e-learning.

Weeks 12-16
- Prepare a UNHCR and inter-agency training strategy for the implementation of GBV case management e-learning.
- Develop materials for webinars with UNHCR and UNFPA, IA GBVIMS Technical Team
- Deliver 2 webinars to UNHCR HQ and RBs.
- Deliver 3 webinars to the Global GBVIMS Technical Team and GBV Community of Practice (GBV CoP).
