Duties and Responsibilities

This consultation is part of the SwitchMed II Programme funded by the European Commission and implemented by UNEP, which consists of supporting eight countries on the southern shores of the Mediterranean, to develop and implement policies to adopt Sustainable Consumption and Production (SCP) Patterns. SwitchMed directly supports the reinforcement of an enabling policy environment, the practices by private sector and facilitation of experience-sharing among stakeholders. It further aims at stimulating the creation of greener business opportunities and decent employment, while reducing the environmental footprint of consumption and production activities. Different measures will help to make the circular economy (CE) model the mainstream business model in the Southern Mediterranean region.
Under the SwitchMed programme, the Algerian Sustainable Consumption and Production National Action Plan (SCP-NAP) was developed under the coordination of the Ministry of Environment and Renewable Energy with advisory services and technical support from UNEP. The Plan is part of Algeria’s efforts to achieve Agenda 2030 and the Sustainable Development Goals (SDG12.1). The SCP-NAP prioritized energy transition and efficiency, renewable energy, and waste management through nationally owned multi-stakeholder processes. The implementation of the plan is ongoing through selected projects and initiatives.
In close collaboration and discussion with the Algerian Ministry of Environment and Renewable Energy, it was agreed that UNEP will recruit a consultant to support the SwitchMed national focal point (NFP) and the UNEP SwitchMed II team in implementing several activities at national level.

1) Revision / evaluation of the Sustainable Consumption and Production National Action Plan (SCP-NAP)
During Phase I of SwitchMed (2014-2019), the United Nations Environment Programme provided advisory services and technical support to Algeria for the development of National Action Plans for Sustainable Consumption and Production (SCP-NAP). The SCP-NAP was developed through a country-owned multi-stakeholder process. It has provided a roadmap and a nationally validated action plan to implement the shift towards more sustainable consumption and production patterns and more sustainable lifestyles.
The evaluation of the level of implementation of Algeria's SCP-NAP is an essential step to assess the efficiency of the actions and measures envisaged and implemented under the Plan. This phase is also important because it gives concrete indications of the progress made and the areas or activities where further efforts are needed. This evaluation also allows to analyze the gaps and constraints encountered during the first phase of implementation and to determine the main reasons for this, to be able to propose alternatives and possibly adjustments.
The evaluation will further look at the SCP-NAP from a circular economy (CE) perspective and will look at opportunities to further strengthen an enabling policy framework that support the role of private sector but also of consumers in building circularity in the economy through SCP tools.
The objectives of this revision / evaluation are to
i. Highlight Algeria's efforts in implementing the SCP-NAP (policies, laws, skills and research, project, and programme funding) and identify opportunities for adjusting and updating the SCP-NAP to recent developments.
ii. Show how implementation is proceeding and how the SCP-NAP has raised awareness and built national capacity on SCP and how it is being used as a tool to implement SDG 12 and contributing partially to achieve the other SDG’s and national strategies related to sustainable development (Blue Economy (BE), marine and coastal zones, biodiversity, climate resilience, pollution, etc.).
iii. It will further show how the SCP-NAP has processes at the regulatory level, in resource mobilization and the initiation of additional programmes and triggering new regulations/laws/by laws.
iv. The revision will have a special focus on work streams that directly involve and / or benefit private sector – specially SMEs and startups, consumers and civil society in their role in advancing circularity and SCP good practices.
v. Provide ideas, recommendations and opportunities for possible next steps adapted to specific national contexts (prepare 5 project fiches based on priority actions).
vi. Develop a communication component through innovative communication / media channels to support reinforcement of national media capacity on SCP, Circular Economy (CE) and BE.
The work will be undertaken in close coordination with the UNEP SwitchMed team and in collaboration with the SwitchMed national focal point at MoE.

Activities:
1.1. Develop a methodology for the “SCP-NAP revision”, including a set of indicators,
1.2. Coordinate national and regional consultations,
1.3. Assure a multistakeholder process,
1.4. Elaborate the “SCP-NAP revision” final document,
1.5. Prepare 5-10 project proposals (fiches),
1.6. Draft final report.

2) Blue Economy national dialogue
Under SwitchMed II the Blue Economy component will extend the principles of the circular economy to the activities impacting the world’s aquatic and coastal ecosystems, including not only seas, oceans and coastlines, but rivers and lakes as well, to ensure better stewardship of “blue” resources. The project will support a sustainable Blue Economy that seeks to promote economic growth, responsible production and consumption, social inclusion, and preservation or improvement of livelihoods, while at the same time ensuring environmental sustainability of the ocean and coastal areas through the circular economy.
UNEP’s mandate is to work with countries on increasing efficiency and competitiveness of key marine sectors and reduce their negative environmental impacts on the marine ecosystem. This can be achieved through mainstreaming SCP / CE into Blue Economy in key industries and value chains (fishing, shipping, tourism) in selected port cities/countries.
National Blue Economy dialogues will be organized to analyse what is the current situation on BE, who are the main partners at country level, is there a common understanding and definition on BE and foremost how SCP and CE can provide an added value and new opportunities in national BE processes.
The objectives of this national Blue Economy dialogue are to:
i. Highlight Algeria's efforts in implementing Blue Economy (policies, laws, project and programme funding) and identify opportunities for mainstreaming SCP and CE in on-going and planned BE work.
ii. Suggest Blue Economy policy enabling activities based on SCP-NAP priorities through nationally owned multi-stakeholder processes, in coherence with the national strategy of Blue Economy (SNEB 2030) and its support programmes funded by EU.
iii. Present how patterns of consumption and production among producers and consumers could change to foster a Blue Economy and sustainability.
iv. Foster the development of innovations and solutions by and for the private sector with a special focus on SMEs and start-ups to increase resource efficiency and adopt sustainable and innovative practices thereby strengthening their positioning in value chains and markets.
v. Provide consumers with specific Blue Economy information and policies promoting and facilitating access to sustainable products and encouraging sustainable lifestyles.
vi. Provide ideas, recommendations and opportunities for concrete projects adapted to the specific national contexts (prepare 5-10 project fiches).
vii. The work will be undertaken in close coordination with the UNEP SwitchMed team and in collaboration with the SwitchMed national focal point at MoE.

Activities:
2.1 Develop a methodology for the national Bleu Economy dialogue,
2.2 National and regional consultations,
2.3 Assure a multistakeholder process,
2.4 Elaborate a strategy / roadmap for mainstreaming SCP, CE into BE,
2.5 Organize a national BE roundtable,
2.6 Draft final report.


3) Provide support to UNEP SwitchMed team for activities in Algeria.
The consultant will be working in close collaboration with the UNEP SwitchMed team and the National SwitchMed focal point in the implementation of all SwitchMed activities in Algeria. He/she can be asked to assist in drafting and reviewing documents, selecting implementing partners and coordinated the different SwitchMed outputs and outcomes.
The position is home based. Meetings will be conducted online or in person - commuting may be required occasionally. Desktop research and interviews will provide the knowledge base. Work meetings and round tables will be used for engagement, consultations and solidifying of the action plan.
All documents will be in French. For selected documents summaries will be translated into English and / or Arabic.

Qualifications/special skills

Advanced university degree in environmental management, industrial/ environmental engineering, economics or a related field.
• At least 15 years work experience on sustainable consumption and production, circular economy and blue economy including experience in working with public-sector officials and industrial sectors and providing them technical advice on environment and circular economy, and with a good understanding of the legislative, political and institutional schemes on SCP in Algeria.
• Excellent research skills to analyze and compile relevant information from desktop research, stakeholder interview, and project implementation, to summarize, produce studies and draw sensible conclusions.
• Excellent writing skills in drafting technical documents and reports, by summarizing critical information from research and interviews, and tailor the language and styles towards policy makers and businesses.
• Experience in coordinating multi-stakeholder processes and establishing and maintaining productive partnerships with clients
• Working experience at regional and international levels is desirable; Experience in project implementation in developing countries in transition context is an advantage.
• Knowledge of the SwitchMed programme, SCP-NAP, Circular Economy, Blue Economy, and national SDG/Climate Change reporting mechanism is an advantage

Fluency in French, English and Arabic (oral and written) is required, for this work.
