Purpose of consultancy
To develop training material on cholera surveillance to promote and facilitate the implementation in-country of the technical recommendations for cholera surveillance developed by the Epidemiology Working Group of the Global Taskforce on Cholera Control (GTFCC).
Background
WHO and the partners of the Global Taskforce on Cholera Control (GTFCC) are committed to end cholera by 2030.
The world faces an upsurge of the 7th cholera pandemic characterized by the number, size and concurrence of multiple outbreaks, the spread to areas not considered endemic for cholera, and often higher case fatality ratio (CFR) than in previous years.
In this context, strengthening cholera surveillance is critical to better inform timely and targeted multisectoral interventions to limit the spread of cholera outbreaks and reduce morbidity and mortality. To that end, in 2023, the Epidemiology Working Group of the GTFCC developed updated technical recommendations for cholera surveillance.
Deliverables
- Deliverable 1. Develop a didactic guidance document on cholera surveillance.
- Deliverable 2. Develop didactic supplementary material for cholera surveillance and a design strategy to articulate the guidance document and the supplementary material in a user-friendly / easy-to-access manner.
- Deliverable 3. Prepare a manuscript for publication (e.g., Letter to the Editor) to give visibility and promote the new GTFCC recommendations on cholera surveillance.
- Deliverable 4. Revise existing reference documents on cholera to update the sections on cholera surveillance in order to ensure alignment with the technical recommendations of the Epidemiology Working Group of the GTFCC.
- Deliverable 5. Develop additional visual summary material on cholera surveillance, preferably stand-alone visuals (e.g., infographics).
Expected by: end of Month 5. - Deliverable 6. Develop an online training module on surveillance to be implemented to detect a cholera outbreak.
- Deliverable 7. Develop an online training module on surveillance to be implemented to monitor a cholera outbreak.
- Deliverable 8. Develop a package of generic material for standard training workshops on cholera surveillance including presentations, participative exercises/breakout sessions, guide for facilitators.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
- Advanced university degree in communications, journalism or related field.
Desirable:
- Formal qualification in public health.
- Course/certificate in graphic design.
Experience
Essential:
- At least 5 years of relevant professional experience working in the field of communications.
- Demonstrated experience at the international level.
- Demonstrated experience in communication in the field of communicable disease surveillance.
Desirable:
- Communication experience in a low- or middle-income country.
Skills/Knowledge:
Essential:
- Proven track record of developing and implementing communication products and tactics.
- Ability to make innovative proposals taking advantage of contemporary communication practices and technologies.
- Demonstrated familiarity with communication-related applications and software.
- Knowledge of graphic design.
Languages required:
Essential:
- Expert knowledge of English.
Desirable:
- Intermediate knowledge of French.

The consultant is not expected to travel.
Remuneration:
Band level B-USD 7,000 – 9,980 per month.
Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
