The International Federation of Red Cross and Red Crescent Societies (IFRC) is a membership organisation, consisting of the world’s 192 National Red Cross and Red Crescent Societies, acting through more than 160,000 local branches or offices and with 14 million community-based volunteers. In the Americas, the IFRC Secretariat is organized through a group of support services and technical functions, and geographical configurations of Country Cluster Delegations and Country Delegations. The Country Cluster Delegation (CCD) in Central America covers 6 countries.

Job Purpose

The post holder supports the programs and operations team of the PPP in the promotion and coordination of the partnerships with other Movement actors as well as establishing strategic relationships with external partners.

S/he is expected to work closely, as part of the regional and global SPRM team, to ensure a consistent approach tailored to the specific needs of individual countries regarding resource mobilization, and collaborate with projects, programmes and plans.

The post holder reports to the Head of Country Cluster Delegation. 

Job Duties and Responsibilities

Programmatic Partnership – ECHO PP

  • Provide overall support to the coordination of the ECHO PPP, under the CCD Coordinator of programs and operations, ensuring that grant management guidelines and processes are followed.
  • Follow up in country implementation and liaise with ECHO PPP Grant Coordinator in ARO to ensure NS/EUNS Support requirements are addressed.
  • Work with the PPP Grant Coordinator in the development of the donor intelligence efforts and engagement plan for ECHO in the region, to provide the technical teams with relevant inputs that will serve PPP planning process and leverage other funding opportunities.
  • Identify complementarities between ECHO PPP and other funding sources/interventions and clearly consider ECHO PPP contributions in proposals (programs and operations) for the region, with special focus on the PPP participating countries.
  • Support NS towards preparing HIP proposals that consider PPP contributions/progress in the region.
  • In coordination with the SPRM ARO team and the PPP Grant Coordinator, support NS in dialogues with ECHO regarding program implementation.
  • Providing support during donor missions and donor engagement activities.

 Strategic Partnerships and Resource Mobilization

  • Support the PPP Grant coordinator in the identification of opportunities for synergy and establishment of alliances, identification of financing opportunities (eg international competitive funds), focused, but not exclusively, on the ECHO PPP participant countries.
  • Coordinate design process when it comes to preparing concept notes and proposals that will leverage and expand ECHO PPP reach in the prioritized countries.
  • Facilitate and provide support for the establishment and maintenance of a close and fluid relationship with key strategic partners like ECHO and other relevant stakeholders.
  • Promote activities in coordination with Communication aimed at giving greater visibility to the work carried out in the PPP and others that can be leveraged in the ECHO PPP participant countries and the region, among current and potential partners (Ex: support in the preparation of marketing documents, investment cases related to the different programs and operations).
  • Provide technical support to the area of programs, operations, and budget holders in negotiations with partners as required.
  • Support the preparation of documents, communications, reports, translations, presentations, and various materials as required by the programs, with special emphasis on the IFRC-ECHO Programmatic Partnership program.
  • Support the coordination of meetings and events as required within the framework and scope of the position.
  • Periodically monitor and follow up on relevant cash pledges as required, notifying about alerts.
  • Update periodically the pipeline and briefings of donors and partners, in coordination with the SPRM ARO team.

Other support required by the SPRM Unit in ARO. 

Education

Required

  • University degree in social sciences, international relations, Marketing

Preffered

  • Specialization /certifications in international relations, Program/Project management, other relevant Degree

Experience

Required

  • 3 years of experience supporting programs/projects in the humanitarian or development field with NGOs, donor agencies
  • 3 years of experience in resource mobilization or partner/donor engagement in the Central American region, including proposal development

Preferred

  • Experience organizing donor missions, events, workshops
  • Experience with the red Cross Red Crescent Movement
